Mr Houlin Zhao
International Telecommunication Union
On 23 October 2014 Houlin Zhao was elected 19th Secretary-General of the ITU. His four-year mandate started on 1 January 2015.
Born in 1950 in Jiangsu, China, Mr Zhao graduated from Nanjing University of Posts and Telecommunications, and holds an MSc in Telematics from the University of Essex in the UK.
From 2007 to 2014, he served as ITU Deputy Secretary-General, supporting the work of the Secretary-General, principally in terms of day-to-day management, including human resources, financial administration, improving efficiency, and working to help broaden ITU's membership, particularly in terms of academic institutions.
Mr Brahima Sanou
International Telecommunication Union (ITU)
Mr Brahima Sanou has been Director of the ITU Telecommunication Development Bureau (BDT) since January 2011. Mr Sanou was elected, on 24 October 2014, to a second four-year term.
He draws on over thirty years of experience in the ICT sector at national and international level.
A national of Burkina Faso, Mr Sanou is committed to promoting ICT as a major driving force for sustainable socio-economic development, in particular in least developed countries, remote and rural regions and amongst persons with special needs. His focus is on sharing knowledge and coordinated resources through multi-stakeholder, cross-sector platforms such as the m-Powering Development Initiative, the Smart Sustainable Development Model initiative and the ITU Academy.
Sorin Grindeanu has been President of the National Authority for Management and Regulation of Communications in Romania since November 2017. Between January and June 2017, he served as Prime Minister of Romania. From 2012 to 2016, he was an MP and a member of IT&C Committee in the Chamber of Deputies. He served as Communications Minister from December 2014 to November 2015. Mr. Grindeanu also has a vast experience in local administration: he was President of the Timiș County Council from June 2016 to December 2017, and before that he served as a vice mayor of Timișoara City, a member of the Timișoara local council and Head of the Timiș County Youth and Sports Directorate. Sorin Grideanu is a graduate of the Timișoara West University, Mathematics Faculty, with a major in IT, and holds a Master’s Degree in Data Bases.
Dr. Kemal Huseinovic
Department of Infrastructure, Enabling Environment and E-Applications, ITU/BDT
Dr Kemal Huseinovic is the Chief of the Infrastructure, Enabling Environment and E-Applications Department at ITU's Telecommunication Development Bureau (BDT). His Department is promoting the use of ICT-based networks, services and applications, while ensuring the use of appropriate technologies to build or extend their information and communication infrastructure and adapt to the rapidly changing telecommunication/ICT environment. This includes the provision of guidelines and tools for the development of policy and regulatory frameworks, financing policies and strategies, development of telecommunication and IP-based networks, promotion of pervasive broadband deployment, digital broadcasting and spectrum management, and the use of reliable and cost-effective ICT applications while enhancing cyber-security. It covers also the promotion of access and use of telecommunications and ICTs for groups that have been marginalized in their access to current mainstream ICT services, including women, youth, indigenous people, persons with disabilities and people living in remote communities.
Before joining ITU in 2014, Dr Huseinovic held several positions such as Director General of the Communications Regulatory Agency of Bosnia and Herzegovina, Deputy Ambassador of Bosnia & Herzegovina in Slovenia, Chief of staff and Foreign Policy Advisor of the Prime Minister in Bosnia & Herzegovina. He was also a Professor at Sarajevo University, lecturing on “Business Models in Telecommunications” and “Systems and Services in Mobile Communications”. He holds two Master’s Degrees and a PhD in telecommunications and economy.
Mr Johannes Gungl

Mr Johannes Gungl is CEO for Telecommunications and Postal Services of the Austrian Regulatory Authority for Broadcasting and Telecommunications (RTR).
Johannes Gungl looks back on more than 15 years of experience in the Austrian Telecommunication Industry working in the field of legal and regulatory affairs for several fixed-line and mobile operators.
Prior to his appointment as CEO of RTR in February 2014, he served as General Counsel and Head of Legal & Regulatory Affairs for Orange Austria. In this role he was directly involved in the precedent-setting merger of Orange Austria with Hutchison, which was cleared by the European Commission (EC) following a phase II investigation and the Austrian Competition Authority. Between 2006 and 2008 Johannes was General Counsel and Compliance Officer for Competition Law to Coca-Cola Hellenic Bottling Corporation in Vienna. Before that he worked for the Austrian mobile operator tele.ring as Head of Legal & Regulatory Affairs until the merger with T-Mobile Austria in 2006, which was also cleared by the EC in a phase II review.
Johannes Gungl holds a law degree from the University Graz and a post-graduate degree for European Law from the University of Innsbruck.
Mr Bocar Ba

Bocar BA is an advocacy specialist, focused on the promotion of sustainable digital development, ICT infrastructure expansion and investment through collaboration and multi-stakeholder partnerships in the Middle East and Africa regions. BA is the CEO and a board member of SAMENA Telecommunications Council, which serves as a sector-development partner to governments and the telecommunications industry toward jointly creating a sustainable ICT environment as the enabler of a sustainable digital economy.
In his capacity as CEO of SAMENA Council, BA brings together and facilitates the building of alliances between digital ecosystem stakeholders, including regulators and other government bodies, to address critical technocentric, policy, and regulatory issues. His efforts have directly helped drive key regional initiatives, workshops and events in areas including affordable infrastructure, advanced digital services, data and privacy regulation, spectrum management, and industry fees and taxation. BA is a strong advocate of advancing socio-economic progress and contributing to the achievement of the UN's Sustainable Development Goals (SDGs) through ecosystem-wide collaboration on proliferating ICTs, and setting incentives for investment in digitization and advanced communications infrastructure.
BA is a Commissioner of the UN Broadband Commission for Sustainable Development; he serves as the chair of the ITU's Private Sector Chief Regulatory Officers Meeting (“CRO”), and is also chairing ITU-D’s newly created Industry Advisory Group for Development Issues (“IAGDI”). BA serves on the m-Powering Development Initiative's Advisory Board, and is the chairman of the m-Powering Development Initiative's Working Group on Partnerships. BA is director and member of the board of several companies, active in the areas of investment, technology, management, and consultancy services. He is actively involved in the privatization processes in the MEA region and drives various investment projects, with the aim to linking new development opportunities in Asia, the Middle East, and Africa.

Mr Joe Anokye
National Communications Authority (NCA), Ghana
Mr. Joe Anokye is the Director General of the National Communications Authority (NCA) of Ghana, the regulator of the Communications space in Ghana. A Telecommunication Executive well vested in a wide range of Telecommunication Management, Telecommunication Networks and Cyber Security platforms in both public and private sector, he has over twenty-two (22) years hands-on technical and management experience across Africa, Europe, Asia, and North America.
Prior to his appointment as the Director General of the NCA, Mr. Anokye worked on several contracts at NASA’s Goddard Space Flight Center (GSFC) in Greenbelt, Maryland – USA as a Principal Telecommunications Engineer, where he supervised NASA’s Global Mission Routed Data Telecommunication Wide Area Network (WAN) technical team from January 1997 to February 2016.
Mr. Joe Anokye was appointed as Acting Director General of National Communications Authority by His Excellency President of the Republic of Ghana on 24th January, 2017 and confirmed by the Public Services Commission on 15th January, 2018. He is a member of the National Technical Committee overseeing the implementation of Ghana’s National Identity Card – Ghana Card.
He obtained his first degree in Geodetic Engineering from the Kwame Nkrumah University of Science and Technology (KNUST) of Ghana and his MBA from the University of Maryland University College, USA. Mr. Anokye is a double Cisco Certified Internetworking Expert (CCIE #6624 - emeritus), with specialization in Routing and Switching and Service Provider.
Mr Mohammad N. Azizi
Afghanistan Telecom Regulatory Authority (ATRA), Afghanistan
Dr. Mohammad N. Azizi is the Chairman of Afghanistan Telecom Regulatory Authority (ATRA). Dr. Azizi is an accomplished technology economist and social development expert with a long track record of achievements with the UN, USAID, World Bank, Government of Afghanistan and academic institutions. Dr. Azizi has served over the last two decades in multiple senior management and strategic positions in the public and private sectors with achievements in education, telecom, finance, transport sectors; and has policy contributions in public sector reforms, social development and governance. Since the establishment of the National Unity Government, Dr. Azizi has served as the Advisor to Afghanistan President on Civilianization and Transition in the Ministries of Interior and Defense; where he has led the process of civilianization at the Ministry of Interior. Meanwhile, Azizi is a regular Keynote Speaker to a number of platforms including WTIS, WITSA, WSI, SAARC-HRDC, and CFPP etc. He serves as Independent Peer Reviewer for a number of journals including Peer Review Board of SAARC Journal of HRD.
Flavien Bachabi has been chairing the Board of the Regulatory Authority of Benin (Arcep-Benin) since January 2017. In this capacity his responsibility includes providing needed leadership to regulate the domestic and international communications in Benin, ensuring fair and competitive market rules and encouraging the highest and best use of the spectrum. Prior to taking up this part-time regulatory assignment he was the Managing Director of Africa Broadcast Satellite (Pty) Ltd (ABS), looking after the African market for ABS. Prior to that, Mr. Bachabi served as Chairman and Chief Executive Officer of Intelsat Operations S.A., as well as Vice President of Business Operations and Intergovernmental Initiatives at Intelsat S.A., and head of Intelsat's corporate headquarters in Luxembourg, between January 2011 and September 2014. In this capacity, his responsibilities included oversight of all major business operations, joint venture agreements and regulatory filings. He was responsible for managing new business activities with intergovernmental entities and development banks. His prior positions included: Regional Vice President for Africa and Head of Intelsat Africa (Pty) Ltd., where he was responsible for building Intelsat's leading position in Africa with the Continent's premier service providers, Regional Vice President for Africa and Middle East and Group Director, Africa sales. Prior to joining Intelsat in 1996, he spent more than 15 years in senior management roles with the Benin Telecommunications administration, where he led both domestic network and international services. He also has served on the Board of Directors of the Multinational School of Telecommunications of Dakar (ESMT), the African Telecommunications Union (ATU), and the Regional African Satellite Communications Organization (RASCOM). Since 2013 Mr. Bachabi has been a member of the Board of Directors of the Smart Sustainable Development Model initiative of BDT/ITU.
Mr. Bachabi has over 30 years of experience with communication and technology companies, and he earned degrees in Mathematics and Physics from the University of Benin, as well as a Master of Science Degree in Telecommunications Engineering from the Technical Institute of Electronics and Telecommunications of St. Petersburg (LEIS).
Ms Giedre Balcytyte
International Development Director
Ms Balčytytė currently directs Governance and International Development strategy at NRD Companies – a global information technology and consulting group that specializes in the development and governance of economic digital infrastructure, with a specialised focus on NRD Cyber Security initiatives for securing digital environments through cybersecurity technology consulting, incident response and applied research.
Ms Balčytytė has extensive experience in international development, governance and policy through her prior work serving as representative at the Executive Board of the World Bank Group and holding high-level positions in the Government of the Republic of Lithuania. Her key interests include various aspects of civil registration/identification ecosystems, as well as access to information, including areas of privacy and security.
Ms Balčytytė is strongly committed to development and has been recognised for her achievements in facilitating the connection of opportunities with capacities while addressing complex development challenges.

Mr Stephen Bereaux
Utilities Regulation and Competition Authority (URCA), Bahamas
Mr. Stephen Bereaux is the Chief Executive Officer of the Utilities Regulation and Competition Authority (URCA), a position he assumed on 1 March 2017. As URCA’s CEO, Mr. Bereaux is an Executive Member of URCA’s governing Board, and leads the organisation which is responsible for the regulation of the Bahamas’ Electronic Communications Sector (since 1 September 2009) and the Electricity Sector (since 31 December 2016), and for advising the Government on policies relating to those sectors.
Prior to his current position, having first joined URCA in 2010 as a Senior Case Officer, Mr. Bereaux served as URCA’s Director of Policy and Regulation (17 July 2012 to 31 January 2016) and Director of Electronic Communications from 1 February 2016 until his appointment as CEO.
Prior to joining URCA, Mr. Bereaux was the Senior Manager, Legal and Regulatory Affairs at the Telecommunications Authority of Trinidad and Tobago (TATT), from December 2004 to August 2010. His responsibilities at TATT included management of authorisation process for telecommunications and broadcasting providers in Trinidad and Tobago, providing legal advice and expertise to TATT, and enforcement of the provisions of the Telecommunications Act and TATT’s regulatory framework. He also served as that Regulator’s Corporate Secretary.
Before becoming a Regulator in 2004, Mr. Bereaux, an Attorney by profession since 1996, practiced law at multinational firms based in London and Hong Kong, specialising in Information Technology and Telecommunications Law.

Ms Régina Fleur Bessou Assoumou
Mme BESSOU Assoumou Regina Fleur, est diplômée des sciences juridiques, administratives et fiscales et travaille dans le secteur des télécommunications/TIC. Elle occupe actuellement le poste de Chef de Département de l’International à l’Autorité de Régulation des Télécommunications/TIC et de la Poste de Côte d’Ivoire (ARTCI).
Mme BESSOU est aujourd’hui la Présidente de la Commission d’études 1 du secteur de développement de l’UIT, élue à l’occasion de la Conférence Mondiale de Développement des Télécommunications 2017 (CMDT-17) 2017. Elle a commencé à participer aux travaux du BDT depuis 2004 et a occupé respectivement, le poste de Vice-présidente de la Commission d’Études 1 pendant (2010 à 2017), après avoir également assuré de 2004 à 2010 les fonctions de Rapporteur et vice-rapporteur pour plusieurs questions au sein des deux Commissions d’études 1 et 2.
Mme Bessou est la première africaine à ce poste, et également au sein du Groupe consultatif de développement des Télécommunications (GCDT) qui sont 2 instances statutaires de l’UIT-D.
Au titre de ses fonctions, à l’ARTCI, elle assure les responsabilités de Planification et coordination de l’action internationale de l’Autorité dans les travaux organisés par les organisations internationales et régionales de Télécommunications/TIC, Poste et autres secteurs régulés (transactions électroniques, protection des données personnelles, etc.); Suivi des dispositions juridiques et réglementaires internationales et régionales en matière de télécommunications/TIC, poste et autres secteurs régulés Coordination des actions de coopération bilatérale ( MoU & plan d’actions) de l’Autorité avec les autres régulateurs.

Dr Michael Best

Dr. Michael L. Best directs the United Nations University Institute on Computing and Society (UNU-CS) in Macau SAR, China. He is a professor, on leave, with the Sam Nunn School of International Affairs and the School of Interactive Computing at Georgia Institute of Technology where he directs the Technologies and International Development Lab. Professor Best is co-founder and Editor-in-Chief Emeritus of the widely read journal, Information Technologies and International Development and he leads the Global Computing column for Communications of the ACM. He holds a Ph.D. from MIT and has served as director of Media Lab Asia in India and head of the eDevelopment group at the MIT Media Lab.
Best's research focuses on information and communication technologies (ICTs) for social, economic, and political development. In particular he studies mobile and Internet-enabled services and their design, impact, and importance within low-income countries of Africa and Asia. He researches engineering, public policy, and business issues as well as methods to assess and evaluate development outcomes. Professor Best is also interested in the impact of ICTs on the development-security nexus and on post-conflict reconstruction and reconciliation.
Ms Donna Bethea-Murphy
Senior Vice President Global Regulatory
Donna Bethea-Murphy is Senior Vice President of Global Regulatory Policy and Development for Inmarsat. In this capacity she leads the company’s domestic and international regulatory policy activities. She has been appointed to the Federal Communication Commission’s Communications Security, Reliability and Interoperability Council and National Telecommunications and Information Administration’s Commerce Spectrum Management Advisory Committee and National Telecommunications Information Admiration’s CSMAC. Donna also serves as Vice Chair and Founding Member of the ITU Smart Sustainable Development Board and Focal Point on the ITU/UNESCO Broadband Commission for Sustainable Development. She was previously Chair of the USITUA Board.
Preceding Inmarsat, she was Vice President of Regulatory for Iridium where she led all of the company's global technical regulatory activities, including those related to policy, standards, licensing, International Telecommunication Union (ITU) and spectrum. She was previously Senior Director of Spectrum Policy at PanAmSat Corporation. Prior to joining PanAmSat, she was Director of Technology and Regulatory Affairs for AirTouch Communications, where she developed and implemented technical regulatory policy for terrestrial wireless services. Prior to her position at AirTouch, she was responsible for international and domestic spectrum policy at the FCC. She holds a BS in Electrical Engineering from Clemson University.
Mr Stefano Bordi

Stefano Bordi is Vice President Cyber Security of Leonardo, an Aerospace, Defense and Security company. He has led various ICT and Security programs during his 33 year career. He started his career as ASIC and digital engineer and continued his career in ICT where he took on increasing responsibilities until 2009 when became VP Group ICT. Since 2010 started his career in Cyber and Information Security roles, always with increasing responsibilities and scope and in 2015 has been appointed VP Cyber Security of Leonardo Company.
He has a University Dipl. in Information and Communication Technology from University of Rome, La Sapienza.
Founder and Chairman of Bitek, Graham Butler has over 35 years of international experience in telecommunications services and product development. Recognised as a pioneer in internet voice services (Voice Over Internet Protocol), he was formerly a Co-founder and Executive Vice President of Cascadent Communications which developed one of the world’s first international business to business VoIP networks backed by Cisco and HP. Prior to this, Graham was a Senior Director of Deutsche Telekom, AG where he was responsible for the implementation and rollout of the world’s first international VoIP calling card service.
VoIP has offered consumers access to a wide range of new converged services that create distinct advantages over traditional landline telephony (PSTN). As VoIP and related P2P (Peer to Peer) services started to proliferate, Graham recognised that the model for international telecommunications would be transformed. Understanding the financial and security challenges that an emerging VoIP market would present, he pioneered Bitek’s Guardian System, which is able to monitor, analyze and intelligently control VoIP traffic across national IP networks. Bitek’s solutions produce tangible benefits for regulators and government agencies, including revenue recovery and generation of revenue streams, tax collection, operational efficiencies, enhanced national security, and intelligence support for law enforcement agencies.
Mr. Butler is part of an exclusive network of the world’s leading cybersecurity experts led by Judge Stein Schjolberg, author of the “Global Treaty on Cybersecurity and Cybercrime - a global initiative for Peace and Security in Cyberspace.” Graham served as a member of the High Level Experts Group for the ITU (United Nations) Cybersecurity Agenda and is now a member of the Working Group on Cybercrime for the EastWest Institute (EWI). Graham is now recognised by many governments and international organizations as a leading authority on VoIP regulation, traffic management and network security. He advises internationally on ways to protect IP infrastructure, reduce fraud and cybercrime, and create long-term sustainable revenue growth within a rapidly migrating telecommunications market. His philosophy is to encourage the responsible growth of VoIP services so that consumers can enjoy the wide range of benefits without compromising the national interests of governments, Telecoms regulators (NRAs) and law enforcement agencies (LEAs).

Mr Marcin Cichy

Marcin Cichy was appointed as President of the Office of Electronic Communications (UKE) in September 2016 for a five-year term.
Before joining UKE he worked as Director of the Analysis Bureau in the Ministry of Digital Affairs. From 2013 to 2016, he was a regulatory expert at UPC Polska, responsible for regulated access to property and telecommunications infrastructure for investment purposes. He was in charge of projects on security and electromagnetic compatibility of the HFC network.
From 2005 to 2013, Marcin worked for the NRA and held a number of leading roles in projects related to mobile services. In 2011, he took over as Director of the Department of Strategy and Telecommunications Market Analysis with responsibility for ICT analytics and regulatory strategies of the former NRA heads.
Marcin is a member of the Council of the National Centre for Research and Development (NCBR) and a representative of the Polish government on the Board of the International Organization of Space Communications "Intersputnik". He cooperates with the Centre for Antitrust and Regulatory Studies (CARS) of the University of Warsaw. In the years 2016 – 2018 he represented the Polish government in the United Nations Commission on Science and Technology for Development (CSTD).
Marcin has an MS degree in engineering and completed post-graduate studies in economics.
Mr Jacques de Werra
Professor of Contract Law and IP Law, Vice Rector
Jacques de Werra is professor of contract law and intellectual property law at the Law School of the University of Geneva, Switzerland since 2006 and is vice-rector of the University of Geneva since 2015 (where is in charge – among other missions - of leading the University’s digital strategy). He authored a doctoral thesis in Swiss and comparative copyright law which he completed as a visiting scholar at the Max-Planck Institute for Intellectual Property, Competition and Tax Law in Munich in 1996. He has practiced law in Switzerland, before obtaining an LL.M. degree from Columbia Law School in New York City in 2001 and being admitted to the New York bar in 2002. He was a Faculty Fellow (2012-2013) and a Faculty Associate at the Berkman Center for Internet and Society (2013-2014) and has held visiting professor positions at Stanford Law School, Nagoya University and City University of Hong Kong.
Jacques de Werra researches, publishes and speaks on intellectual property law, contract law and Internet, IT and technology law. He has developed a particular expertise in IP commercial law including transfer of technology, licensing and franchising, as well as in alternative dispute resolution mechanisms for IP and technology disputes (specifically arbitration). He has widely published in leading law reviews (including the Harvard Journal of Law and Technology and the Columbia VLA Journal of Law and the Arts) and has authored / edited various books of reference including a Research Handbook on Intellectual Property Licensing (Edward Elgar 2013) and (in co-edition with Prof. Irene Calboli) the Law and Practice of Trademark Transactions (Edward Elgar 2016). He is responsible for the Economic Regulation of the ICT sector in Brazil, including the competition policy, prices, costs and the monitoring of the economic issues involved. In ITU-T, he is Vice-Chair of the ITU-T SG3 and the WP2/3 Chairman, related to general economic and policy factors related to provision and cost of ICT services. He has several publications since 2004. In 2016 he published as a co-author the book "Broadband in Brazil: past, present and future". In 2011 it was the winner of the SEAE Award for Economic Regulation, with the text "Remuneration of Mobile Telephony Networks".
Before joining to Anatel, Abraão worked in the private sector as Project Manager in Huawei Technologies and as a Marketing Analyst in Vivo Celular. He is a Communication Network Engineer and Master in Regulation and Business Management from the University of Brasília – UnB.

Mario Germán Fromow Rangel has a professional career of over 20 years of experience, both in the public and private sectors as well as in the national and international level. Mr. Fromow Rangel is an expert in public policy, regulation, and technological development of the telecommunications and broadcasting sector.
Mario Fromow Rangel holds a Master of Science degree in Electrical Engineering from Keio University, Japan. He also obtained a degree in Communications and Electronics Engineering from the National Polytechnic Institute of Mexico. Mr. Fromow Rangel has served as an Optical Communications Researcher at the Research and Technology Development laboratories of the Japanese company Kokusai Denshin Denwa (KDD). He was also Research Associate at the Media Lab of the Massachusetts Institute of Technology (MIT).
He has been a member of the Institute of Electronics, Information and Communication Engineers (IEICE) of Japan and the College of Mechanical and Electrical Engineers of Mexico.
On September 10, 2013, he was ratified by the Senate of Mexico as Commissioner of the Federal Institute of Telecommunications until February 28, 2021.
From April 2011 to September 2013, Mario Fromow Rangel served as General Director of Regulation at the Federal Telecommunications Commission, defining regulatory policies to promote the efficient development of telecommunications infrastructure and services in Mexico. He was also Chairman of the National Consultative Committee on Telecommunications Standardization and Deputy Chairman of the Portability Technical Committee.
Mr. Fromow Rangel has been Head of Delegation, coordinating and defending Mexico's position in more than 10 meetings of CITEL, REGULATEL and APEC-TEL. He was also Delegate to the Mexico-USA High Level Consultative Commission on Telecommunications and Trans-Pacific Partnership Agreement (TPP). Mr. Gluschke's main areas of expertise are information technology and cyber

Sciences. Mr. Gluschke is an expert in cyber security in the nuclear

Mr Gluschke was responsible for four international Professional Development
Courses on nuclear cyber security, hold in Brandenburg and funded by the
IAEA, and for an Advanced Training Course on cyber security in the energy

Previously, he served as member of the Board of Directors of Empresa Argentina de Soluciones Satelitales S.A. - ARSAT, participating in the design and implementation of the ARSAT satellite system and the Argentine satellite policy.
He has extensive experience in the field of radiocommunications and satellite services, working both in the private and the public sectors, including the Bid of spectrum for mobile services, the Bid of orbital slots of the national satellite system Nahuel in Argentina and the development of regulatory frameworks and licensing of NGSO fixed and mobile services and high alttitude platforms (HAPS).
At the international level, he has participated since 1994 in various forums, meetings and international, regional and sub-regional conferences, including the ITU Plenipotentiary Conference, Assembly of the Inter-American Telecommunications Commission (CITEL), Communications Working Group of MERCOSUR, ITU World Radiocommunications Conference, World Telecommunications Development Conference (WTDC) and ITU Council, among others.
He chaired the ITU World Telecommunications Development Conference 2017 (WTDC-17), held in October 2017, in Buenos Aires (Argentina).

Sorin Grindeanu has been President of the National Authority for Management and Regulation of Communications in Romania since November 2017. Between January and June 2017, he served as Prime Minister of Romania. From 2012 to 2016, he was an MP and a member of IT&C Committee in the Chamber of Deputies. He served as Communications Minister from December 2014 to November 2015. Mr. Grindeanu also has a vast experience in local administration: he was President of the Timiș County Council from June 2016 to December 2017, and before that he served as a vice mayor of Timișoara City, a member of the Timișoara local council and Head of the Timiș County Youth and Sports Directorate. Dr. Annegret Groebel has studied economics at the University of Heidelberg and Paris-Dauphine and was a researcher at the University of Mannheim where she also got her doc-torate in 1996.
Dr. Groebel has worked for the German Regulatory Authority for Telecommunications and Post since 1997 (renamed in 2005 to Bundesnetzagentur für Elektrizität, Gas, Telekommu-nikation, Post und Eisenbahnen [Federal Network Agency for Electricity, Gas, Telecommuni-cations, Post and Railway]).
Dr. Groebel has held the post of Head of Section "International Co-ordination" in the German Regulatory Authority for Telecommunications and Post since 2001 and was promoted Head of Department International Relations/Postal Regulation in 2009. She also holds key positions at the Independent Regulators Group (IRG). She is actively involved in the work of the Body of European Regulators for Electronic Communications (BEREC). She is responsible for all contacts to other European and non-European regulatory bodies as well as for the contacts with the European Commission, including CEER (Council of European Energy Regulators), ACER (Agency for the Cooperation of Energy Regulators) in the energy field, ERG-Post and IRG Railways.
In March 2012, she was appointed Vice-President of CEER and became the alternate mem-ber of the ACER Board of Regulators representing BNetzA at the BoR Plenary meetings. On 27 April 2016 she was appointed as Vice-Chair of the ACER Board of Regulators, her term ended on 19 October 2017. Since August 2013 she is co-chairing the Market Integrity and Transparency Working Groups of ACER and CEER. She is also representing BNetzA in the ERG Post. In November 2013 she was first appointed to be a member of the NER Bureau (the Network of Economic Regulators is a WG of the OECD looking at cross-sectoral gov-ernance issues of economic regulators) supporting the NER Chair Luigi Carbone (AEEGSI/Italy), and his successors Jean-Yves Ollier (CRE/France) and Montserrat Ramiro (CRE/Mexico). Her term as NER Bureau member was renewed in 2015 and in 2018.

Danielle Jacobs is General Manager of BELTUG, the largest Belgian association of digital technology leaders from businesses and public institutions, with more than 1500 members. Under her leadership, Beltug has built on the priorities of these ICT managers to achieve a number of successes, including developing a Market Study on the Belgian business ICT market, acting as an interlocutor for businesses on software license issues, and lobbying with public entities at the Belgian and European levels to clarify key issues including indoor coverage for mobile communication, data protection (GDPR), e-trust services, and more.

Ilia holds a BS (Hons.) in Mathematics and Computer Science, and is currently performing his Master of Legal Studies degree at Washington University in St. Louis. His military service took place in Swiss artillery troops. Ilia is a contributing writer for CSO, SC Magazine UK, Dark Reading and Forbes, mainly writing about cybercrime and application security. Sofie Maddens is the Head of the Regulatory and Market Environment Division of the ITU BDT. Lawyer by training, Sofie Maddens has worked as Regulatory and Policy Expert in the telecommunications/ICT sector in international and multi-cultural environments, including in Asia and the Middle East, as well as in the Americas, Europe and Africa. She has managed complex private sector, government, and regional and international projects and grants for national governments and their National Regulatory Authorities, the European Commission, the World Bank, the Telecommunications Development Bureau of the ITU as well as for a wide variety of private telecommunications, consulting and financial sector clients. Mr Konstantinos Masselos

Professor Konstantinos Masselos has been appointed as the President of the Hellenic Telecommunications and Post Commission (EETT) in February 2018.
In 2006 he joined University of Peloponnese, where he is currently a Professor in the Department of Informatics and Telecommunications and the leader of the computer systems research team. He served as Rector of the above university the period 2012-2017. He was also Head of the Department of Computer Science (2009-2011), Vice Rector (2010-2012) and Head of the Research Committee (2010-2013).
During the period 2010-2016, he served as Honorary Lecturer in the Department of Electrical and Electronic Engineering, at the Imperial College London. Also, from 2005 to 2008, he was Lecturer in digital systems at the same university. From 2001 to 2004, he joined Intracom Telecom SA, Greece, where he was involved in research and development projects regarding wireless communication systems.
He has been involved in several research and development projects and has consulting experience in various industries, start-up companies and public organizations. Since 2005 he is also regularly involved as an expert in different European Commission units. He was member of the Scientific Committee of European COoperation in Science and Technology (COST) organization from 2015 to 2017.
His main research interests include compilers, High Level Synthesis (HLS), FPGAs, high performance computing and computing systems for space. He has authored more than 120 papers in international journals and conferences.

Yasmina McCarty is the Head of Mobile for Development at the GSMA, where is responsible for nine global initiatives delivering mobile innovations in financial services, health, agriculture, digital identity, energy, water, sanitation, disaster resilience and gender equality. Her work at GSMA's Mobile for Development brings together mobile operators, tech innovators, donors, governments and policy makers and to date has had an impact on 30 million people across 45 countries.
Before joining the GSMA, Yasmina co-founded GreenMango, a social enterprise in India, helping low-income entrepreneurs grow their businesses. As CEO of GreenMango, Yasmina was recognized as a TED India Fellow, Echoing Green Fellow, and Cartier Women’s Initiative Asia Laureate. Atul Mehta is the Global Head of Telecom Media Technology, Venture Capital and Funds at the International Finance Corporation, the private sector arm of the World Bank Group. In this role, Atul is responsible for a team that manages US$5 billion of investments and undertakes new investments of about US$1 billion annually in these sectors.
In addition to his current role, to which he was appointed in October 2014, Atul has held several leadership positions within the World Bank Group. From 2010 to 2014 he was Director of IFC’s investments in Manufacturing, Agribusiness and Services. In this position he oversaw the scaling up of IFC’s investments in the Agribusiness, Health and Education sectors globally.
Prior to this, as Director Change Management, Atul assisted IFC’s CEO in developing and implementing a corporate reorganization to bring decision making closer to clients. Before that, from 2004 to 2009, he was IFC’s Director for Latin America and the Caribbean. In this role he grew IFC’s investments in the under penetrated Central America and Caribbean regions and also built IFC’s advisory services practice in the region. Prior to being appointed director, Atul was Chief Investment Officer at IFC, responsible for developing and structuring projects in diverse sectors, including general manufacturing, services, financial markets, information technology, power, oil and gas, and petrochemicals in Eastern Europe and Asia as well as Latin America. He also currently serves, since 2009 as a non-executive director and was the Deputy Chairperson of the Utility Regulation and Competition Authority (URCA) of the Bahamas between 2009 and 2018. A senior regulatory professional with over 20 years in utility and telecommunications regulation; Mr Morgan is a former Director General of the Office of Utilities Regulation, Jamaica, having served in that position for two three year terms from 2002 – 2008 and prior to that as a founding Deputy Director General for two three years terms. Mr Morgan was a key member of the consulting team engaged by the Government of Jamaica in 1995 to “startup” the Office of Utilities Regulation.
He practices as an independent consultant on regulatory policy and related issues in the Energy, Telecommunications and Water Sectors. He has advised clients such as the International Telecommunications Union, the electricity regulator in Dominica where he advised on the establishment of the regulator and design of the regulatory regime and was the lead regulatory consultant in the negotiation of new licences for the electric utility in Dominica; he has served as an expert resource to the regulator in Belize in litigation and mediation issues, and has advised the Port Authority of Grand Bahama Island on regulatory issues relating to electricity (including the negotiation of a regulatory framework for the electric utility serving Grand Bahama Island) and water services. He advised the Government of the Cayman Islands on regulatory reform issues related to the legal and institutional design for the merger of the existing single sector regulators into a multi sector regulatory organisation. During that tenure in the Cayman Islands he was appointed by the Cabinet as the Chair of National Energy Policy Review Committee. Prior to his regulatory career, Mr Morgan spent several years as a practicing professional engineer at the senior management levels in electric and water utility management and operations.

Mr Godfrey Mutabazi

Godfrey Mutabazi is the Executive Director of the Uganda Communication Commission, the regulator of Communications services in Uganda; a position he has held since 2013. An Electrical Eengineer with specialization in aviation, telecommunications and broadcasting, he brings a wealth of experience and expertise to this position.
His term as Executive Director has seen growth of Uganda’s communications’ sector and enriched the country’s global investment profile. He has supported ICT inclusion as a key enabler in the national development objectives. His initiatives in both the private and public sector have seen to the integration of ICTs in other service-oriented sectors such as education, health, security and governance among others. Away from core ICT, Mr. Mutabazi is a champion for equal opportunities, gender balance as well as ICTs and climate change.
Gyu Myoung Lee received his BS degree from Hong Ik University, Seoul, Korea, in 1999 and his MS and PhD degrees from the Korea Advanced Institute of Science and Technology (KAIST), Daejeon, Korea, in 2000 and 2007.
He is with the Liverpool John Moores University (LJMU), UK, as a Senior Lecturer from 2014 and with KAIST Institute for IT convergence, Korea, as an adjunct professor from 2012. In 2015, she joined Cyber Security Strategy Division in NEC Corporation and has taken the leadership in global cybersecurity discussion that involves various countries/areas/regions considering the different requirements for cybersecurity actions. She currently extends her responsibility to promote policy and regulatory perspectives in Regulatory Research Office and to also discuss cybersecurity and AI perspectives.
During the career, she has been actively involved in international discussion in various organisations, and experts’ committees/forums/consortiums over 15 years. She has responsibilities as Vice Rapporteur of ITU-D SG2 Question 3, Rapporteur of ITU-T SG17 Question 3, Chairman of APT/ASTAP Working Group on Service and Applications and Expert Group on Security, etc., and participates communities for IT security techniques, IT service management and governance, Block-chain and DLT, and AI. She also member of government’s committees and task-forces (Cabinet Office, Government of Japan, and Ministry of Internal affairs and communications) for AI and telecommunication areas.
In his Government Affairs, EMEA role at Symantec, based out of London, Giampiero collaborates with Governments, Regulators and Security Agencies in EMEA, as well as International Organizations, like ITU, OECD, OSCE, NATO and EU, on policies for cybersecurity, data privacy, smart cities and critical information infrastructure protection.

Dr. Michael R. Nelson advises governments on Internet technology issues for Cloudflaire, a startup that has improved the performance and security of more than seven million Web properties worldwide. Prior to joining Cloudflare in early 2015, he was a Principal Technology Policy Strategist in Microsoft’s Technology Policy Group and prior to that was a Senior Technology and Telecommunications Analyst with Bloomberg Government. At the same time, for six years starting in 2009, Michael Nelson taught courses and did research on the future of the Internet, cyber-policy, technology policy, innovation policy, and e-government in the CCT Program at Georgetown University. From 1998 to 2007, Nelson was Director of Internet Technology and Strategy at IBM, where he managed a team helping define and implement IBM's Next Generation Internet strategy. Prior to that, he was Special Assistant for Information Technology at the White House Office of Science and Technology Policy. There he worked with Vice President Gore and the President Clinton's Science Advisor on issues relating to the Global Information Infrastructure, including telecommunications policy, information technology, encryption, electronic commerce, and information policy. Ms Jade Nester

Jade Nester is Director, Consumer Policy, at the GSMA, a trade association representing the interests of mobile network operators worldwide. Previously, she was at Promontory Financial Group, an IBM company, where she advised clients on compliance with privacy and data protection laws and regulations.
Between 2006 and 2014, Jade held a number of roles within the U.S. government, including Senior Advisor for Internet Policy at the National Telecommunications and Information Administration (NTIA) within the Commerce Department and Director, Internet Public Policy at the State Department.
During the Obama Administration, Jade co-chaired a White House National Science and Technology Council working group responsible for U.S. policy on commercial cross-border privacy issues, including U.S. views on the EU GDPR. She also participated in the U.S.-EU Safe Harbor Consultation. In 2010, Jade served as the head of the U.S. delegation to the OECD Working Party on Information Security and Privacy.
In addition to global privacy frameworks, Jade has deep knowledge of issues related to Internet intermediary liability, copyright, cybersecurity, net neutrality, and Internet governance. Ms Amela Odobašić

Ms. Amela Odobašić heads the Public Affairs Division of Communications Regulatory Agency of Bosnia and Herzegovina since 2001. She also works as communications and regulations specialist nationally and internationally. Some of the countries she worked in, beside Bosnia and Herzegovina, included Iraq, Afghanistan, Somalia, Kenya, as well as those of the Western Balkans.
On behalf of Bosnia and Herzegovina, Amela acts as Designated Focal Point for relations with the International Telecommunications Union. In 2014, she was appointed Co-rapporteur for the Study Group 1 Question 7 “Access to telecommunications/ICT Services by persons with disabilities and other persons with specific needs,” and in 2018, its Rapporteur. Besides, Amela is a Vice-Chair to ITU Study Group 1 for the mandate 2018-2021. Nationally and internationally she devises and implements advocacy campaigns and delivers training courses on ICT accessibility on behalf of ITU. She believes that by joining forces in creating the accessible ICT ecosystem, the stakeholders can ensure digital and social inclusion not only for persons with disabilities but for all citizens.
Ms Nerida O'Loughlin

Nerida O'Loughlin commenced as Chair of the ACMA on 14 October 2017. designated Chairman by President Donald J. Trump in January 2017. He had
previously served as Commissioner at the FCC, appointed by then-President
Barack Obama and confirmed unanimously by the United States Senate in May
2012.
Regulatory Philosophy
Chairman Pai's regulatory philosophy is informed by a few simple
principles. Rules that reflect these principles will result in more
innovation, more investment, better products and services, lower prices,
more job creation, and faster economic growth.

Consumers benefit most from competition, not preemptive regulation.
Free markets have delivered more value to American consumers than
highly regulated ones.

No regulatory system should indulge arbitrage; regulators should be
skeptical of pleas to regulate rivals, dispense favors, or otherwise
afford special treatment.

Particularly given how rapidly the communications sector is changing,
the FCC should do everything it can to ensure that its rules reflect
the realities of the current marketplace and basic principles of
economics.

As a creature of Congress, the FCC must respect the law as set forth by
the legislature.

The FCC is at its best when it proceeds on the basis of consensus; good
communications policy knows no partisan affiliation.
Selected Issues
Broadband
Broadband is critical in modern American life. Especially when it comes to
innovation, the Internet has leveled the playing field. It's created a
phenomenon that Chairman Pai calls the "democratization of
entrepreneurship." With a good idea and a broadband connection,
entrepreneurs anywhere can compete in ways unthinkable a generation ago.
Yet too many Americans still don't have broadband. They are left on the
other side of the "digital divide." Chairman Pai has seen this for himself,
from Barrow, Alaska to Fayetteville, West Virginia.
That's why he has proposed a comprehensive plan to promote broadband
deployment to all Americans. The federal government must make it easier to
for broadband providers to retire increasingly obsolete copper lines in
favor of next-generation technologies like fiber. It must enable rural
residents to have the same choice for stand-alone broadband typically found
in cities. It must create a roadmap for state and local governments so that
companies that want to compete in the broadband market don't have to jump
through unnecessary regulatory hoops in order to lay fiber to consumers. It
must promote common-sense policies like "Dig Once" and reform pole
attachment rules to reduce the costs of building digital networks. It must
streamline the process for deploying wireless infrastructure, from big
towers to small cells. It must free up more licensed spectrum for use by
wireless carriers and more unlicensed spectrum for things like Wi-Fi. And
it must preserve Internet freedom here and abroad, so that the online world
can flourish free from heavy-handed government intervention.
First Amendment
Chairman Pai has been an outspoken defender of First Amendment freedoms.
When the FCC proposed to send researchers into newsrooms to question why
reporters cover some stories and not others, Chairman Pai sounded the
alarm. Soon after, the FCC canceled the study. Chairman Pai has also spoken
out about threats to free speech here and abroad and has warned against
government efforts to regulate the marketplace of ideas.
Public Safety
Public safety is a top priority for Chairman Pai. He took action to ensure
that consumers can reach emergency services whenever they dial 911. He has
also called on the FCC to help law enforcement combat the rising threat
posed by contraband cellphones in our jails and prisons. And he's pushed
for the advancement of Next Generation 911, an Internet-based system which
will help keep Americans safe.
Fiscal Responsibility
Chairman Pai has fought to eliminate waste, fraud, and abuse in federal
programs. He was the first commissioner to demand an end to corporate
welfare in a recent major spectrum auction; the agency ultimately agreed,
saving taxpayers over $3 billion. He has been outspoken against the waste,
fraud, and abuse in the Lifeline program, leading an investigation into the
issue. And he wants to make sure that every federal program under the FCC's
purview gets the most bang for the buck.
Taking the Initiative and Getting Results
In addition to the accomplishments mentioned above, Chairman Pai was the
first member of the FCC in over two decades to call for revitalizing the AM
radio band; the basic reforms he proposed were adopted in 2015. He also
urged the FCC to create a task force to study the "Internet Protocol
Transition" and report on obsolete rules that could be repealed; that task
force was created. He proposed a way for the FCC to address petitions filed
by the public much more quickly; that "rocket docket" is now in place and
has dramatically sped up the agency's decision-making. With respect to
outside review and oversight, in at least half a dozen high-profile cases
in which he dissented, federal courts of appeals have upheld his position.
And in other such cases, one or both Houses of Congress has passed
legislation consistent with his position.

Ruth Pritchard-Kelly has over 30 years’ experience in the satellite communications field, and has worked on space policy and regulatory affairs for O3b, SES, and American Mobile Satellite, as well as law firms and consultancies. She has a Masters in Space Policy and a JD.
Mr Christodoulos Protopapas
Mr. Christodoulos Protopapas has been Chief Executive Officer of HellasSat, the first satellite operator in Greece and Cyprus since 2001. He is also Chairman of The Board Of Directors of the Hellenic Space Agency and is a Member of the Board of Directors of ESOA, the EMEA Satellite Operators Association.
Christodoulos has been involved in the satellite business since August 1994, when the Government of Cyprus appointed him to the Cyprus Space Committee to represent Cyprus at International Meetings and Conferences. He has participated in many professional seminars, presentations and visits regarding Satellite Business, Communications and Informatics.
In 1985 he was appointed Head of the Computer Department of the State Scholarship Foundation of Greece. From February 1989 to November 1989 he was employed by Electricity Authority of Cyprus as Assistant Engineer. Between the years 1990 and 1996 he worked as Technical Advisor to the Archbishopric of Cyprus, where he was responsible for the Design, Building and Installation of the “O Logos” Radio and TV Station. In 1995 has established “Logos Net” which was the First Internet Service Provider in Cyprus. From August 1996 till August 1999 he was appointed Director General of “O Logos” Radio and TV Channel. From October 1999 to January 2000 he was employed as Technical Advisor to Alpha TV Group in Greece until he left to assume the role of MD of HellasSat Consortium.
Christodoulos was born in 1961 in Limassol Cyprus. He graduated from the Electrical Engineering Department of the “National Technical University of Athens” with Honors (9.73/10). He is the author of a number of international academic publications in Intelligent Systems and he has participated in a number of Seminars and Lectures in Cyprus and abroad presenting new technologies in Communications and Information Systems. He is married to Dr. Panayiota Constantinou and has three children.

With both Portuguese and French nationalities and excellent practice of English and Spanish, also thanks to the different and diverse positions she held (eg. as CEO of an industrial firm in Switzerland 2009-2011, she developed outstanding interpersonal, negotiating and persuasive skills. She had the chance to follow long-term training in psychology and human relation techniques.
Over the last twenty years, she had the chance to work with international teams, in the private and public sector, in the business and humanitarian environment. She is now Managing Director of an Intellectual Property Law firm based in Geneva since 2012.
Active member of the French Association of Women Engineers (FI) since 2003, the Portuguese Women in Science Association (AMONET) since 2007 and the International Network of Women Engineers and Scientists (INWES) since 2003, she has taken another challenge since 2011, as first woman president of the Swiss Engineering Geneva chapter. Since 2014, she is also Chairperson of the Romandie Committee of Swiss Engineering, and Director for Europe West of INWES. More recently, as INWES kicked-off in Europe in November 2016, she took over the responsibility of Secretary General of INWES Europe.

Mr Luigi Rebuffi
European Cybersecurity Organization (ECSO)
Luigi Rebuffi is the Secretary General and founder of ECSO (European Cyber Security Organisation). After having graduated in Nuclear Engineering at the Politecnico di Milano (Italy), he worked in Germany on the development of high power microwave systems for the next thermonuclear fusion reactor (ITER). He continued his career at Thomson CSF / Thales in France where he took on increasing responsibilities for European Affairs (R&D) in different sectors: telecom, industrial, medical, scientific, and becoming in 2003 Director for European Affairs for the civilian activities of the Group. He suggested the creation of the European Organisation for Security (EOS) and coordinated its establishment in 2007. In 2016 he contributed to the creation of ECSO and signed with the European Commission the cPPP on cybersecurity. Until 2016 and for 6 years, he has been an advisor to the European Commission for the EU Security Research Programme and President of the Steering Board of the French ANR for security research.
Philip R. Reitinger has served as the President and CEO of the Global Cyber Alliance (GCA) since December 2015. GCA is an international, non-profit organization headquartered in New York City and London that is focused on eradicating systemic cybersecurity risks. GCA does not prepare reports and recommendations but works with its 150+ partners around the world to implement solutions that measurably reduce cyber risks, such as phishing.
In 2009, Mr. Reitinger was appointed to serve as the Deputy Under Secretary for the National Protection and Programs Directorate and the Director of the National Cyber Security Center in the U.S. Department of Homeland Security. In these roles, he led the Department’s efforts to reduce risks across physical and cyber infrastructures and coordinated public and private sector responses to cyber security incidents. Earlier in his government career, Mr. Reitinger was the first Executive Director of the U.S. Department of Defense’s Cyber Crime Center, which provides electronic forensic services and supports cyber investigative functions at DOD. He also served as Deputy Chief of the Computer Crime and Intellectual Property Section at the U.S. Department of Justice, where he was one of the first dedicated cybercrime prosecutors in the Criminal Division.
In the private sector, Mr. Reitinger served as Sony’s Senior Vice President and Chief Information Security Officer from September 2011 to September 2014. Mr. Reitinger was also the Chief Trustworthy Infrastructure Strategist at Microsoft Corporation.
In 2013, Mr. Reitinger was appointed to Governor Andrew Cuomo’s Cyber Security Advisory Board to provide advice on developments in cyber security and make recommendations for protecting New York’s critical infrastructure and information systems. He is a member of the American Bar Association Standing Committee on Law and National Security Advisory Committee. He serves on the advisory boards of several companies, and mentors other cybersecurity and privacy start-ups as a Stars Mentor for the MACH37 Cyber Accelerator. He is also Senior Associate (Non-resident), Strategic Technologies Program, at the Center for Strategic and International Studies.
Mr. Reitinger was awarded the Secretary of Homeland Security’s Distinguished Service Medal in June 2011, and the Attorney General’s John Marshall Award in July 1999.
Mr. Reitinger holds a Bachelor of Science in Electrical Engineering and Computer Science from Vanderbilt University and a J.D. from Yale Law School.
Mr Raphael Rollier

In co-creation with several cities, he created a Smart Data tool, which turns billions of data generated by the mobile phone network into anonymized and aggregated traffic indicators. To accelerate the transformation, he has developed a methodology to support the public sector to leverage digital technology, working together with IMD Business School.
Raphael Rollier also has 13 years of international marketing & sales and general management experience, having worked for Nokia. Member of the Venture Kick jury, Raphael has developed a mentoring program for start-ups at the EPFL, where he obtained a master in micro engineering.
Mr Neil Sahota

With 15+ years of business experience, he works with clients and business partners to create next generation products/solutions powered by Watson. Prior to this role, he was a Thought Leader Consultant and Practice Leader in IBM Global Business Services where he was responsible for the sales and delivery of complex consulting engagements spanning business strategy, new product development, revenue optimization, process improvement, and business and system integration. His work experience spans multiple industries including healthcare, life sciences, retail, travel and transportation, energy and utilities, automotive, telecommunications, media/communication, and government. Moreover, Neil is one of the few IBMers selected for IBM's Corporate Service Corps leadership program that pairs leaders with NGOs to perform community driven economic development projects. For his assignment, Neil lived and worked in Ningbo, China where he partnered with Chinese corporate CEOs to create a leadership development program.
Neil is also a part-time professor at the University of California, Irvine for the Merage School of Business and Henry Samueli School of Engineering. He has also worked as Chief Secretary to the State Government of Jharkhand (India). His other assignments include Director General & Mission Director of the Unique Identification Authority of India (UIDAI) where he was responsible for over-all implementation of this ambitious and challenging project undertaken by the Government of India for providing Unique Identification (christened as Äadhaar”) to all its Residents.
Mr Dan Sjöblom

Appointed by the Swedish Government, Dan Sjöblom is the Director-General of the Swedish Post and Telecom Authority (PTS) since February 1, 2017.
Prior to taking up his position, Mr Sjöblom was the Director General for the Swedish Competition Authority for eight years, from 2009-2017.
He is also board member of the Swedish Broadband Council.
Mr. Sjöblom has served as a civil servant at the European Commission between 1996-2009. He holds a Master of Laws from Stockholm University.
Mr Sébastien Soriano

Sébastien Soriano is Chairman of Arcep, the French national regulatory authority for telecoms and posts (Autorité de régulation des communications électroniques et des postes).
He is also Chairman of BEREC 2017. BEREC is the Body of European Regulators for Electronic Communications, bringing together 39 regulatory authorities from EU Member States, candidate countries as well as EFTA members. He was Vice-Chairman of BEREC in 2016.
Born in 1975, Sébastien Soriano holds Master's degrees in Science from the Ecole Polytechnique in Paris, and in Telecom Engineering from Telecom ParisTech, as well as a Bachelor of Public Administration from Sorbonne University in Paris.
He has spent most of his career in digital policies, competition and telecoms regulation areas. He started his career at the French Competition Authority, between 2001 and 2004, as a case handler and then as Deputy General Rapporteur, between 2009 and 2012. Between 2004 and 2009, he held various positions at Arcep, including Head of the Mobile market Unit and Director of Broadband market. From 2012 through 2014, he was Chief of Staff of Mrs. Fleur Pellerin, French Minister for SMEs, Innovation and Digital economy. Prior to his appointment as Chairman of Arcep, he was Special Advisor to the French Minister for Culture and Communication.
Sébastien Soriano published several papers on the challenges of regulators and law makers in the digital era. He also teaches regulation and digital economy in the Master's programme in Public Policy at SciencesPo School of Public Affairs in Paris.

Ms Jayne Stancavage
Global Executive Director of Communications Policy
Jayne Stancavage is the Global Executive Director of Communications Policy for Intel Corporation, leading Intel’s communication policy efforts globally including the ITU. Jayne joined Intel in 2000, focusing on communications policy. In addition to her policy work, she has also worked within Intel business units where she coordinated Intel’s internal efforts to embed Wi-Fi capabilities into notebook computer platforms.
Jayne served multiple terms on the Wi-Fi Alliance Board of Directors. She has also been a voting member of the IEEE 802.18 Radio Regulations Technical Advisory Group, the Wi-Fi Alliance Regulatory Committee and Chair of the WiMAX Forum Regulatory Working Group.
Jayne plays an active role in 5G policy efforts at ITU and Global Mobile Suppliers Association (GSA). Within the ITU-R, Jayne currently chairs the sub-working group addressing 26 GHz as part of WRC-19 agenda item 1.13 for IMT-2020 (5G) as well as the sub-working group developing draft CPM text for WRC-19 agenda item 9.1/issue 9.1.8 on Machine Type Communications/Internet of Things. In addition, she chairs the US FCC’s WRC-19 Advisory Committee group for terrestrial services. She also serves as Vice Chair for the Americas (CITEL) Region in GSA.
Jayne received both her bachelor's and master's degrees in Political Science from the
Massachusetts Institute of Technology.
Mr Aleksandar Stojanovic
Executive Chairman and Co-Founder
Aleksandar Stojanovic is a repeating entrepreneur and expert for digital innovation in regulated and complex markets, in which he serves on various advisory and supervisory boards. In 2014, he co-founded the artificial intelligence vanguard AVA to leverage “deep data for a safe world." AVA monitors mass volumes of data to score and predict public safety, security and risk at any given location, worldwide and in real-time.
Aleksandar started his first company with 17 and sold it three years later to Bertelsmann. In 2001 and after trying some “real jobs”, Aleksandar incorporated his idea to build applications for the first wave of java-enabled mobile phones. One year later, Japanese computer game giant Namco acquired the company. End of 2002, Aleksandar founded the digital strategy and technology think tank Digital District. When French Publicis Groupe acquired the pioneering company in 2010, he continued as the global CEO of Digital District while taking additional leadership functions within the wider Publicis Groupe, such as a General Manager for Razorfish. In 2014 he left Publicis to initiate the Neon Bridges Consortium, a charitable foundation to envision and realize projects at the intersection of future human life and exponential technologies. Here, AVA emerged as a company. He is an active contributor to the German Stifterverband and to selected projects of the X Prize Foundation.
Mr Michiel Sträter

Michiel has more than 15 years’ experience in advising some of the most active TMT players in the Europe both from a financing and M&A perspective. In his current position as Global Head Telecom, Michiel leads the origination and execution of transactions for telecom clients, providing him with unparalleled insight into the latest developments in the sector. Within ING, TMT is one of the core sectors covered on a global basis with c. 100 dedicated professionals based mainly in Amsterdam, Frankfurt, Singapore and New York. Prior to joining the TMT sector team, Michiel worked in ING Bank’s M&A team in Amsterdam and London, during which time he advised key players in the TMT sector. Michiel holds a Masters in Business Law from Erasmus University Rotterdam.
Ms Virpi Stucki
Business Partnership, Partnerships and Field Integration
Virpi Stucki is a Business Partnership Officer at UNIDO and coordinates UNIDO’s partnerships with business firms and related private sector organizations such as associations and foundations in donor and recipient countries. She also develops projects on youth industrial skills development in collaboration with the private sector following Public Private Development Partnership (PPDP) –model. In this relation, Ms. Stucki manages a platform called UNIDO’s Learning and Knowledge Development Facility (LKDF), which promotes industrial skills development among young people in emerging economies.
Prior to UNIDO, Ms. Stucki worked at the Royal Dutch Shell, the International Union for Conservation for Nature (IUCN) and Aalto University School of Engineering.
Virpi Stucki holds a PhD in environmental and civil engineering.
Dan Tara is the Executive Vice President at Positive Technologies. Since 2012 Dan has been the driving force behind Positive Technologies expansion into UK, USA, India, Italy, Korea, North Africa and the Middle East. Dan is responsible for identifying new markets and new business opportunities for the company.
From 2017 Dan is spending most of his time expanding Telecom Security Business globally. Working with mobile carriers, IPX providers, vendors in signaling security space as well as various industry associations like ITU, GSMA, ENISA and others where Positive Technologies contributes with its research and expertise in security domain.
Yushi Torigoe, is the Deputy to the Director and Chief of Administration and Operations Coordination Department. He leads the overall coordination and promotion of activities of the Telecommunication Development Sector (ITU-D), including the organization of World Telecommunication Development Conference, Telecommunication Development Advisory Group and other meetings. He also leads the Telecommunications Development Bureau (BDT) finance, administration and human resource services. Mr Torigoe is also co-chair of the steering committee of the joint ITU/WHO Be He@lthy Be Mobile initiative.
Before joining ITU, he held various senior positions in the Ministry of Internal Affairs and Communications of Japan. He was the Director, responsible for radio spectrum policy, mobile satellite communications and radio equipment certification, and the Director of the International Organizations Office, which dealt with all matters related to ITU and other international organizations.
Mr Torigoe also served as acting Councillor for many ITU Council meetings and participated in a number of major ITU and other international conferences and meetings.
He was a Director at the Association of Radio Industries and Businesses (ARIB), a standards development organization for radiocommunication, and a Managing Director at the National Institute of Information and Communications Technology (NICT). He also worked in the Office of the Secretary-General of ITU and in the Asia-Pacific Telecommunity (APT) secretariat.
Mr Torigoe holds a Master’s degree in Business Administration from Imperial College, London, and a Bachelor’s degree in Electrical and Electronic Engineering.
Mr José Toscano
International Government Affairs & Asset management Director
A telecommunications engineer by training, Mr. Toscano has more than thirty years’ experience in the telecommunications sector and has held management positions in both the public and private sectors as well as in regional and international organizations in this field.
His professional experience before being appointed as Director of International Government Affairs and Asset Deployment with Intelsat includes the elected position of Director General of ITSO, the position of Director of External Relations with ITSO and executive appointments within the National Regulatory Authority (ICP-ANACOM) and the European Commission, top-level management responsibilities with the private telecommunications sector in Portugal, as well as teaching assignments at various universities in Portugal. He has also been actively involved in the definition, development and work of numerous regional and international regulatory entities in the telecommunications and satellite communications fields in particular the ITU, EC, CEPT, and the GSM MoU, and is especially knowledgeable and comfortable working in a multicultural environment.

Ms Hannia Vega
Superintendencia de Telecomunicaciones (SUTEL), Costa Rica
Hannia Vega is the current President of the Council of the Superintendency of Telecommunications (SUTEL) in Costa Rica. She has studies in political science and a Public Administration Master from the University of Costa Rica.
She has been in several public positions, including the first Vice Ministry of Telecommunications of Costa Rica in the period 2008 to 2012 and the Vice Ministry of National Planning and Economical Policy between 2006 and 2008. She has also been a parliamentary adviser in the periods from 1994 to 2006 and 2012 to 2016, where she developed the "Open Parliament" project.
She has experience as a professor at the University of Costa Rica in the Schools of Public Administration and Political Science (1997-2003), as well as academic researcher of the Organization for American States (OAS) in the years 2000 to 2003.
During her presidency in SUTEL she has promoted issues such as the first regulatory agenda in the country, open sessions of the SUTEL Council with the participation of users and operators in several communities of the national territory and follow-up of issues related to competing markets, indicators of the telecommunications industry and measurements of the quality of services, inside the INTERACTIVE SUTEL platform.
At the professional level she has the following achievements:
- The creation of the First Telecommunications Rectory
- The elaboration of the First National Telecommunications Plan of Costa Rica (2009-2014) with a fulfillment of 90% of its goals.
- The design and implementation of the "Digital Divide Index" (IBD), which links the dimensions of access, use, quality and appropriation of telecommunications.
- The definition of the National Broadband Strategy.
- The negotiation of Mutual Agreement for the partial extinction of concessions for the use of the radioelectric spectrum ", which generated the first auction of radioelectric spectrum in the country in 2010.

Manish has been associated with Tech Mahindra for more than 18 years and has played a key role in growing Tech Mahindra’s Telecom services business to over a billion dollars today with several marquee global customers. He sets the strategic direction for TechM’s Telecom business and drives organic and inorganic growth initiatives. In recent times he has been busy strategizing and executing TechM’s Network of the Future offerings including platforms and partnerships.

Eng. Tarig Hamza Zain El Abdein took over as President & Chief Executive Officer of Sudatel Telecom Group in 2014. He holds a BA (Honors) in Electrical Engineering from the University of Khartoum, and an MA in Engineering Management (MEM) and Business Administration from Old Dominion University in the United States.
Mr. Zain El Abdein is the Chairman of Board of Directors of United Capital Bank and Chairman of six companies namely: Expresso Dubai, Dolphin Co.ltd, Sudasat, Intercel Guinea Conakry, Chinguitel Mauritania and Expresso Senegal. He is also the Deputy Chairman of the Board of Directors of Electronic Banking Systems (EBS) and a member of the Board of Directors of El Nileen Bank and SAMENA Council
Mr. Mr. Zain El Abdein has extended role in the Sudanese and international society. In 2017, Mr. Zain El Abdein was appointed as Honorary Consul of the Republic Azerbaijan, by the President of the Republic of Azerbaijan and In 2016 he was appointed as a member of the Steering Committee of the United Nations "Action for Peace", B4P.
He has more than 24 years of extensive experience in the field of telecommunications. Before joining Sudatel, Mr. Zain El Abdein worked, circa decade, in senior positions in major international companies such as Lucent Technologies (AT&T), WIFI and Cingular Wireless, in different parts of the world, including the United States and Saudi Arabia. He won several academic awards in the field of operational research (VMASC), and from scientific publications such as System Modelling in the United States. He is a member of several scientific and engineering associations such as: Golden Key international (ASQ, USA), IEEE-USA, ODU Engineering Honors Society, PMU (USA), and the Phi Kappa Phi Honors Society (USA).
