Question 5/16 experts met during this RGM meeting, with 59 participants. This meeting discussed 40 contributions and updated 27 existing work items, five work items were agreed on submitting for consent at the next WP3/16 meeting. Four were agreed by WP3/16:
The following item proposed for Consent by the Question was not agreed at the WP3/16 meeting
No new work items were proposed.
Q5/16 requested authorization to hold an extra online RGM in December 2024, to advance its work items.
Question 6/16 (Visual, audio and signal coding)
Question 6/16 (VCEG) held its 74th meeting from 15–19 July 2024 in Sapporo, Japan, hosted by the Information Technology Standards Commission of Japan (ITSCJ). The meeting was coordinated with the ITU-T/ISO/IEC Joint Video Experts Team (JVET) and other MPEG and JPEG working groups. The meeting was chaired by Gary Sullivan from Dolby Labs, US, with the assistance of Associate Rapporteur Yan Ye from Alibaba, China. Approximately 76 people attended, with 68 in person and 8 remotely.
The primary goals of the meeting were to discuss the status of JVET’s work, develop Recommendation H.BWC on biomedical and general waveform coding, and coordinate with other relevant organizations. These goals were successfully achieved. Three incoming liaison statements were considered, but no liaison statements were issued from the meeting. A preliminary draft of use cases and requirements for potential next-generation video coding beyond VVC capability was produced jointly with SC 29/WG 2 (MPEG Requirements) and issued as an output of the meeting. No texts were proposed for AAP Consent or TAP Determination, and no outgoing liaison statements were prepared. The future meeting plans of Q6/16 remained unchanged, with plans to generally meet along with JVET during interim periods between SG 16 meetings.
The
Joint Video Experts Team (JVET) of ITU-T WP3/16 and ISO/IEC JTC1/SC29 held its thirty-fifth meeting from 12–19 July 2024 in Sapporo, Japan, initially at ACU Sapporo and later at the Sapporo Convention Center. The meeting was hybrid, allowing remote participation for those unable to travel. For ISO/IEC purposes, JVET is also known as ISO/IEC JTC1/SC29/WG 5, and this was its sixteenth meeting as WG 5. The meeting was chaired by Jens-Rainer Ohm from RWTH Aachen, Germany. The meeting began at 0910 JST on Friday, 12 July 2024, and continued daily, including the weekend, until it concluded at 1715 JST on Friday, 19 July 2024. Approximately 375 people attended, with 212 in person and 163 remotely. Around 200 input documents, 16 AHG reports, 2 EE summary reports, 2 BoG reports, and 1 incoming liaison document were discussed. The meeting was collocated with various SC29 Working Groups and Advisory Groups, representing the Joint Video Coding Team(s) under the SC 29 parent body. The JVET meeting focused on the development and maintenance of video coding standards such as AVC, HEVC, VVC, CICP, and VSEI, along with related technical reports, reference software, and conformance testing packages. Key goals included reviewing the results of Exploration Experiments on Neural Network-based Video Coding and Enhanced Compression beyond VVC capability, and planning next steps for further standard development. The primary goal was to review the interim work since the thirty-fourth JVET meeting and produce planned document deliverables. The meeting resulted in 20 output documents.
Question 8/16 (Immersive live experience systems and services)
Question 8/16 met for five sessions at Q8/16 interim rapporteur group meeting on 26-28 August 2024 chaired by the Rapporteur, Mr Hideo Imanaka (NICT, Japan), and associate rapporteurs, Mr Jiro Nagao (NTT, Japan) and Mr Hoerim Choi (KT, Korea). Q8/16 discussed 15 contributions and several input Liaison Statements. The meeting had 34 experts in attendance, some remotely. As the result, draft Recommendations H.ILE-AMR, H.ILE-FT, H.ILE-3DIT, H.ILE-AR and H.ILE-3DINR, which were available in RGM site, were updated according to the discussion results of contributions. No existing items were discontinued, and it was agreed to establish two new work items:
ITU-T H.ILE-PwD-req "Requirements of Immersive Live Experience (ILE) services for persons with disabilities". [
RGM-Q8-DOC18-R3 (2024-08)].
ITU-T H.ILE-ISAC-req "Requirements and framework of immersive live experience (ILE) services using integrated sensing and communication". [
RGM-Q8-DOC19-R3 (2024-08)]
Q8/16 experts will meet during the next SG meeting in January 2025.
Question 12/16 (Intelligent visual systems and services)
Question 12/16 (Intelligent visual systems and services)
Question 12/16 met in Geneva with remote participation from 26 to 29 August 2024, and 32 delegates attended this meeting. Q12/16 received 21 contributions, amongst them, three contributions proposed texts for TAP Determination, three contributions proposed new work items, fifteen contributions had proposals to progress the ongoing work items, and three incoming liaison statement were reviewed. The Question prepared one reply LS on collaboration on JPEG XE and another on one of the new WIs created at this meeting, upon agreement by WP3/16 of the underlying actions, as found in
SG16-TD315/WP3:
LS on initiation of new work item ITU-T H.CEC-AP "Architecture and protocols of cloud-edge collaboration in industrial machine vision systems" [to ITU-T SG11, SG13, and SG20]
LS/r on JPEG XE for event-based vision (SC29/WG1-N100938) [to JPEG]
No interim meetings are planned before the next study group meeting in January 2025.
No texts were proposed for AAP Consent at this meeting.
The group agreed to submit two new texts for TAP Determination:
ITU-T F.743.27 (ex F.IVSP-PGI) "Requirements and framework of intelligent video surveillance platform for power grid infrastructure" [
SG16-TD313-R1/WP3]
F.743.28 (ex F.RIIS-CEC) "Requirements and functional architecture for intelligent inspection system based on cloud-edge-device collaboration in smart grid" [
SG16-TD314-R2/WP3]
The group agreed to start three new items:
ITU-T F.VASO "Requirements and functional architecture of an application-oriented multi-service orchestration in video surveillance systems" [
RGM-Q12-DOC23-R3 (2024-08)]
- ITU-T H.VSBD-P "Protocols for big data application in video surveillance systems" [RGM-Q12-DOC25-R1 (2024-08)]
- ITU-T H.CEC-AP "Architecture and protocols of cloud-edge collaboration in industrial machine vision systems" [RGM-Q12-DOC35 (2024-08)]
