framework for E-Health applications was prepared (see below). This Question will
be formally approved in the next meeting of SG 16 (January 2004).
- Discussions on revision of questions (in preparation to WTSA 2004) will continue by
correspondence. Final text has to be available at next SG meeting.
- The SG approved the creation of a Multimedia Technology Watch Group, that will look
into industry trends and suggest new work areas for the SG, including
standardization-oriented "exploratory" studies.
- Revised management team (see below).

Q.A/16 (MediaCom 2004) [WP4]
There was no specific activity on Question
A/16 at this meeting. Work will continue by correspondence. It has been noted
that the overall coordination activities in the area of E-health will be
addressed in the framework of the Mediacom 2004 project.
Q.B/16 (Multimedia Architecture) [WP4]
Question B considered the draft of H.610
(ex H.fsv-arch) and incorporated comments from the Editor and the
committee.� Consensus was reached on the
comments and the revised draft Recommendation was Consented by SG 16.
In addition, a draft new Supplement 3 to
the H-Series on H.610 and H.611 (ex H.fsv-oamp) containing operator
requirements, previously being considered in Q.C, was transferred to QB. The
work on the text was completed and Supplement 3 was approved by the SG 16
Plenary.
The meeting drafted and accepted a new Work
Item� (�Distributed Application Layer Architecture
for Provisioning, Management and Support of IP based Services, including
Multimedia, over DSL Networks�) to focus the
further work of the group and encourage future contributions on this subject.
Comments made in the SG 16 Plenary suggested that this work item should be
transport network independent.
Q.C/16
(Multimedia applications and services) [WP4]
- Question C/16 considered the draft of H.611 (ex H.fsv-oamp) and incorporated comments
from the Editor. Consensus was reach on the comments and the revised draft
Recommendation was Consented by SG 16.
- The meeting drafted and accepted the baseline draft for a Metadata
Recommendation.�
- The Rapporteur expressed his concern that there continues to be a lack of
contribution on E-Commerce/E-Business.�He once again encouraged contributions on that subject.
- The work on draft Recommendation F.706 was transferred to Question I/16 by the
opening SG 16 Plenary, and results can be seen in the summary for Q.I, below.
Q.D/16 (Interoperability of Multimedia Systems and
Services) [WP2]
No particular sessions were held on Q.D/16. All documents addressed to Question D were addressed jointly to and discussed
in related WP2 questions.
Q.E/16 (Media coding) [WP3]
- Draft new Annex B/G.726 and draft new amendments 1 and 2 to T.88 were Consented
- Q.E revised and updated the Media Coding Summary Database in Annex Q.E.1 of
TD-12 (WP3/16).
Q.F/16 (Quality of Service and End-to-end Performance in Multimedia Systems) [WP2]
Progress was made on H.QoS.Arch
and additions to H.460.9 (in conjunction with Q.2/16). Co-ordination with other
groups was progressed in a number of important areas via liaisons.
Q.G/16 (Security of Multimedia Systems and Services) [WP2]
- Question G �Multimedia Security� reached an important milestone: Consent of revised
recommendation H.235v3 providing several important new security features and
corrections.
- Corrigenda were also Consented to ITU-T Rec. H.235 Annex F and ITU-T Rec. H.530.
- Good progress made on the other active drafts for H.235 Annex H and H.235 Annex G.
- Reviewed and cleaned up the work plan of Q.G.
Q.H/16 (Accessibility to Multimedia Systems and Services) [WP1]
During this Q.H/16 Rapporteur meeting the following two baseline documents were considered:
- Total Conversation and Text Telephony Implementation guidelines and profiles (TD16/WP1), and
- Requirements specification for PSTN type text telephony transit through IP networks (TD17rev.1/WP1).
The following two activities are planned for the �Accessibility� workshop:
- TDI (Telecommunication for the Deaf, Inc.) workshop in Las Vegas, Nevada, 15 July 2003: ITU-T SG16 will organise
a workshop on ITU Takes Deaf People's Accessibility Needs Into Account
(Moderator: Andrea J. Saks (Advisor to U.S. Department of State on accessibility for ITU-T Telecommunications Standards),
- Accessibility Workshop in Geneva, 17 October 2003: the outline was considered and the overview will be announced in
the ITU-T website.
Q.I/16 (Use of public telecommunication services for emergency and disaster relief operations) [WP4]
Q.I/16 considered the next steps for the establishment of the TDR Partnership Coordination Panel (PCP). The following actions were agreed to:
- email will be sent to TDR participants informing the availability of the final report
and the establishment of the PCP
- establish initial contact with potential PCP members. A list of initial names was
prepared at the meeting.
- A TSB Circular Letter will be prepared informing on this action. A base text was
prepared at the meeting.
Responsibility for F.706 was transferred from Q.C to Q.I at this meeting. After discussions, it
was decided to split F.706 in two texts. What remains in F.706 will contain a high level description of
a preference scheme for multimedia (as found in
TD
16/WP4).
The draft version of the new document, labelled F.MMCTDR (Multimedia Concept to Support TDR), is found in
TD
19/WP4.
The question also addressed the responses received to the TDR Questionnaire issued in TSB
Circular 132. TD12R1/WP4 contains the synopsis and updated matrix of the
responses to the Circular. The results were difficult to interpret and reflect
a wide range of understandings for the TDR work. It was the feeling of the
Q.I/16 that it needs to be made clear that the TDR work covers international
communications of authority-to-authority (i.e., authorized user) not
citizen-to-authority or authority-to-citizen.
Q.1/16 (Multimedia systems, terminals and data
conferencing) [WP2]
Question 1 was successful in completing the work on signalling requirements for
H.264 in H.300-series terminals (H.241), and on role management and additional
media channels in H.300-series terminals (H.239). Four new texts under the
responsibility of Q.1 (ITU-T Recs. H.241, H.239, H.350.3, H.222.0 Amd. 2), plus
one corrigendum to H.222.0, were Consented at this meeting
(see below). An Implementer�s Guide
for the H.320 series was also approved,
superseding the previously existing one (2002-02).
Q.2/16 (Multimedia over packet networks using H.323 systems) [WP2]
Question 2 successfully completed work on revised Recommendations H.323v5 and H.225.0v5.� These revised
recommendations bring a number of various enhancements to H.323. Question 2 also successfully completed
work on new Recommendation Annex O/H.323, which describes the use of DNS and H.323 URLs within H.323 systems.�
Also completed at this meeting is a new Appendix to H.460.1, which documents the identifiers that are
allocated for the various features that are implemented via the Generic Extensibility Framework (GEF).�
We also worked with cooperation of Working Party 3 to complete a new Annex to G.726 that will allow H.323
systems to signal G.726 within the context of an H.323 system.
Additionally, a revised version of the H.323 system Implementer�s Guide was approved, superseding the earlier
version approved in 2002-10.
Several new work items were started at this meeting, bringing the total number of work items in
progress within Question 2 to eleven.�Lastly, the meeting reviewed several contributions on various topics
that may result in the creation of new work items at the next Rapporteurs
meeting.
Q.3/16 (Infrastructure and interoperability for Multimedia
over packet networks) [WP2]
Q.3/16 was successful in completing the work on H.239, H.241, H.245v10, H.246 Annex Cv2, H.248.22-27, which were
Consented by SG 16. Q.3/16 also completed work on the H.248 Implementors' Guide and the H-series Supplement 2:
H.248 Packages Guide and on a revised version of the H.248 sub-series Implementer�s Guide (which supersedes the
earlier version approved in 2002-10). Both texts were approved by the SG 16 Plenary.
Q.4/16 (Video and data conferencing using Internet-supported services) [WP2]
Question 4/16 successfully completed the work on 6 Recommendations of the H.350 series that describe a Directory
Services architecture for multimedia conferencing using LDAP. Directory services can provide automated configuration
of endpoints, association of persons with endpoints, searchable white pages, clickable dialling, and user authentication
based on authoritative data sources. H.350 describes a standardized LDAP schema to represent endpoints on the network and
associate those endpoints with users. H.350.x Recommendations describe specific subclasses, derived from the base H.350
architecture, which represent specific protocols. These texts, H.350, H.350.1, H.350.2, H.350.3, H.350.4, and H.350.5,
were Consented by SG 16.
Q.5/16 (Mobility for Multimedia Systems and Services) [WP2]
Q.5/16 work items are currently on hold due to lack of editors and contributions.
Q.6/16 (Advanced video coding) [WP3]
The AAP last call comments on Rec. H.264 were addressed in the
jointly-collaborative environment of the ITU-T SG 16 and ISO/IEC SC29/WG11
Joint Video Team (JVT) with the results reflected in the draft text submitted
for Decision by SG16 as
TD 66 (P).
Q.6/16 believes all significant concerns raised in the last call process were addressed, and the parties
submitting comments participated in the work of the JVT and appear fully satisfied with the result.�
The changes agreed to address the comments were minor, directed toward ensuring clear and correct editorial
expression of the previously-established technical intent. Q.6/16 considers the submitted Draft New
Recommendation H.264 to be stable and to be supported by industry and therefore ready for Decision by SG16.
The work of the JVT, including results of the co-located JVT meeting, which was held during this
meeting of Study Group 16, was discussed.� Support was expressed for the ongoing work on conformance,
reference software, bitstream exchange, and verification testing for H.264.�Support was also expressed
for continuation of the JVT organization and endorsing future activities by the JVT toward specification
of an amendment or annex to Rec. H.264 supporting professional applications, targeting primarily support
of greater sample precision and increased chroma sampling resolution.
Q.7/16 (Wideband coding of speech at around 16 kbit/s) [WP3]
The main objective of the meeting was to review updates to the G.722.2 specifications (Wideband speech coding at around
16 kbit/s, which is aligned with the 3GPP AMR-WB specification). Proposed changes were approved and it was decided to
issue a new revision of G.722.2, in order to keep the alignment between the 3GPP and ITU-T versions of the specification.
Q.8/16 (Encoding of speech signals at bit rates around 4 kbit/s) [WP3]
As agreed at the October 2002 meeting of SG16, work on Question 8/16 has been suspended. Consequently there was no
discussion on this topic.
Q.9/16 (Variable bit rate coding of speech signals) [WP3]
The main objectives of the Q.9/16 meeting were to finalize the Terms of References (ToRs) for both MSC-VBR approach and
EV approach. Through the intensive review of ToRs reflecting reply LS comments from 3GPP, 3GPP2 and the proposals made
through input contributions, MSC-VBR TorR was agreed to include Wideband speech capabilities and EV ToR was also agreed
to include wider-bandwidth extension as a future Annex. As the results, ToRs were revised especially on newly agreed
capabilities but many aspects were left open for further discussions. Liaison Statements to other bodies asking their
comments on the preferable features were drafted. One interim meeting was planned in October to advance the work on
drafting ToRs.
Q.10/16 (Software tools for signal processing standardization activities and maintenance of existing voice coding standards) [WP3]
As regards the Maintenance aspects of the question, one delayed contribution and two temporary documents
have been submitted to Q.10 at this meeting. Problems in G728 annex J recommendation have also been reported by
emails. The group reviewed the proposed corrections to G.722 (COM6-D313) and agreed to prepare an erratum to ITU-T Rec. G.722.
TD 69 (G) that proposed an
annex B to G.726 dealing with "Packet format, capability identifier, and capability parameters for H.245 Signalling" was
jointly discussed with Q2, 3 and E; the final Consented version is found in
TD 77 (P) for consent.
The issue addressed in TD 30 (G)
was clarified before the meeting.
As regards Software Tools aspects of the question, one delayed contribution has been submitted to Q.10 at
this meeting. COM16-D297 proposes to extend the current 32-bit basic operators by including additional
40bit basic operations. The group considered that more inputs/discussions were required and agreed to work by
email correspondence using the WP3 audio email reflector
wp3audio@yahoogroups.com.
No interim meeting is planned, Q.10/16 will continue its work by correspondence on the following items: preparation
of corrigenda and corrected versions of the attached software and test vectors to start formal approval of changes
at the next Study Group 16 meeting from the IG on existing voice coding recommendations, release of STL2004, basic
operators sets review.
Q.11/16 (Voiceband Modems: Specification and Performance Evaluation) [WP1]
Q11 and Q13 met jointly and have agreed to create a draft corrigendum for corrections to V.92, V.150.1 and V.250. The
group also agreed to create a new Recommendation for voice band data only gateways. Work is progressing on V.ToIP per
schedule. A request is being made for the TSB to consolidate V.250 and to publish it as the 2003 Revision. Corrigenda
were Consented for V.92 and V.150.1, as well as an Amendment to V.250 (see below).
Q.12/16 (DCE-DCE Protocols for the PSTN and ISDN)
There was very little business this time; the only activity was to prepare the text of a corrigendum to
Recommendation V.42 correcting some minor errors, which was approved for Consent by the SG 16 Plenary.
Q 13/16 (DTE-DCE Interfaces and Protocols) [WP1]
Q.13/16 met jointly with Q.11. See report above.
Q.14/16 (Facsimile terminals of Groups 3 and 4) [WP1]
Q.14 worked on a corrigendum to clarify syntax usage with respect to the revision level and an Amendment to T.38 and
for the addition of V.34 half-duplex facsimile, both items having been Consented at this meeting.� Also work was
completed on Amendments to T.4, T.30 and a revision of T.42 for the addition of YCC display oriented colour space to
facsimile terminals; which were also Consented by SG 16. A corrigendum to properly define the extension bits in T.30
was also Consented.� A new proposal to add RTP to T.38 was reviewed with an agreed goal of approval in January 2004.�
The status of the work for any planned Interim meetings was discussed with the agreement that tentatively one may be
required.� The group will continue to work by electronic correspondence using the ITU-T Q.14 reflector
(tsg16q14@ties.itu.int).
Q.15/16 (Distributed Speech Recognition and Distributed Speaker Verification) [WP3]
There were no contribution addressed to Question 15/16, and consequently there was no discussion on this subject. More
contributions are encouraged to future meetings of SG16.

Draft text of a new question on E-health in SG 16
The following is an extract from TD 63/Plen:
Title: Q J/16 - Multimedia framework for E-Health applications
Background and Justification
The evolution of advanced digital telecommunication techniques has enabled the development of MM-systems to
support E-health applications, in particular in the area of Telemedicine.
E-health designates the use of Information and Communication Technology (ICT) means to support health care needs, while
Telemedicine is considered as that part of E-health where telecommunication systems allow interconnecting remote locations
and to access distant resources. Examples of Telemedicine applications are teleconsulting, teleradiology, telesurgery, etc.
Within the general concept of E-health, this question focus on standardization of Multimedia Systems to support
Telemedicine applications
In order to allow a wide deployment of Telemedicine applications for the benefits of the market, in particular in
developing countries, it is important to achieve interoperability among systems and to reduce the cost of devices
through economy of scale. Consequently, the development of global international standards with the involvement of the major
players (governments, inter-governmental organizations, non-governmental organizations, medical institutions, doctors, etc.)
is a key factor to achieve these objectives.
Considering the fact that many organisations are already active in this field with which ITU already cooperate and that in
addition to technical issues, there are a number of other aspect to be considered (e.g. legal, ethical, cultural, economics, regional), it is
considered that ITU can provide the right environment to harmonize and coordinate the development of a set of global standards for E-health
applications.
In the framework of this generic question, SG16, as lead SG for Multimedia Applications and Services, will coordinate the
technical standardisation of Multimedia systems and capabilities for Telemedicine applications in ITU-T and will develop
corresponding Recommendations.
The improvements and additions to the specific characteristics of MM-systems and terminals will be addressed within
the relevant equipment related questions of the SG.
