Major accomplishments
- Work on Rec. ITU-T H.871 "Safe listening guidelines for personal sound amplifiers" was completed at this meeting. Personal Sound Amplifiers (PSAs) are non-medical devices, intended for people with normal hearing and (a) can have a design physically comparable to hearing aids, in which case it is called Personal Sound Amplification Product (PSAP) or (b) can also simply be an app on any smartphone or other device, in which case it is called Personal Sound Amplification App (PSAA). This is the first international standard that specifies the features for the safe operation of such devices, and it prescibes the same principles as found in ITU-T H.870 on safe listening devices, which is a standard adopted by ITU and WHO. - WP2/16 reviewed the preliminary results of the proposed collaboration between Q27/16 and ISO/TC22/SC31/WG8 (VDS) and agreed to propose that SG16 considers at its opening plenary the approval to create a Joint Project Team with WG8 on vehicular domain service (JPT-VDS).

Question 26/16 summary
Question 26/16 held its meeting on 10 and 12 of June 2019 at ITU, Geneva, Switzerland. The group reviewed 18 documents and, in addition to update F.ACC-AS and FSTP.ACC-SL, it agreed to propose H.871 (ex F.WAAD)
Safe listening guidelines for personal sound amplifiers (PSAs) for Consent at the WP2/16 meeting on 14 June 2019. Experts agreed to work in two ad hoc groups to promote the use of telecom relays and closed captioning in IPTV during the Japan Olympic Games in 2020; their ToR will be completed at the SG16 meeting in October 2019. The Question prepared two outgoing liaison statements.
Question 27/16 summary
Question 27/16 held an e-meeting on 25 April 2019, which was attended by experts from both ISO TC22/SC31/WG8 (VDS) and ITU-T Q27/16. The meeting focused on the discussion of the terms of reference (ToR) for the proposed Joint Project Team (JPT) for vehicle domain service development, as found in
liaison statement SG16-LS135. WG8 agreed to submit the ToR for ballot without any modifications to VDS for a two-week review in May 2019. Official approval of the JPT is targeted for the starting plenary of the next SG16 meeting in October 2019. Mr Tokita (VDS Convener from Honda, Japan) also presented the latest working draft document WD 23239-1 (WD3.0). Q27/16 plans another RGM on 9-10 July co-located with the FG-VM meeting in China..
Question 28/16 summary
Question 28/16 held two interim activities.- An e-meeting was held on 6 May 2019 to discuss the 2nd edition of H.870 on safe listening. Four documents were reviewed and an updated baseline for H.870 V2 was produced. It was agreed to continue further discussions at the Q28/16 meeting in June 2019, when hopefully more experts would be able to join.
- Q28/16 then met in Geneva, 12-13 June 2019 and progressed various work items: H.870 V2, HSTP.CONF-H870 and FSTP.EH-DEV. It produced three output documents, updated draft H.870 V2, HSTP.CONF-H870, and updated (draft) FSTP.EH-DEV. Point was made on the need to promote the H.870 brand for compliance purposes, most likely using the ITU/IEC test laboratory certification programme mechanism, once the conformance testing specification for H.870 is completed.One interim e-meeting is planned to progress safe listening work items, in the August 2019 timeframe; information will be circulated to the Q28/16 mailing list. was prepared on information on device communication.
