Working Party 2 made significant progress and achieved the following key outcomes:
Question 6/5 - Environmental efficiency of digital technologies
The Rapporteur of Q6/5 (Mr Magnus Olsson) opened the meeting and presented the draft agenda contained in Doc01, which was approved with modifications.
The meeting received and reviewed seven Contributions relevant to Q6/5.
The main discussions were:
- No new work items were opened.
- No draft Recommendations were submitted for consent.
- No draft Supplements were submitted for agreement.
- One Liaison statements was reviewed, and one answer was provided.
- Progress was made to the following work items:
- L.EEMDC “Energy Efficiency in Micro Data Centre for Edge Computing”
- L.Energy_sav_Cloud & Edge “Energy saving design for Data Centre considering harmonization of Cloud and Edge”
- L.Sup.MDEE “Study of Multi-dimensional network energy efficiency metrics”
- L.BBU “Requirements and use cases of liquid cooling solutions and high energy efficiency solutions for 5G BBU in C-RAN mode”
Additionally, during the meeting, it was decided to lift L.SDT “Definition of Sustainable Digital Transformation” to WP2/5 level for a discussion on its continuation or closure.
Furthermore, a discussion was opened on the possible creation of a new work item on Fixed Network Energy Efficiency, targeting creation of a work item proposal for the next SG5 plenary meeting in June.
The work programme was updated. The report of the Q6/5 meeting is contained in TD609-R1.
Question 7/5 - E-waste, circular economy, and sustainable supply chain management
The Co-rapporteurs of Q7/5 (Ms Nevine Tewfik and Mr Leandro Navarro) opened the meeting and presented the draft agenda contained in Doc01-R1, which was approved without modifications.
The meeting received and reviewed nine Contributions relevant to Q7/5.
The main discussions were:
- One draft Recommendation was submitted for consent, namely:
- Draft Recommendation ITU-T L.ICT_PROCURE “Circular Public procurement of ICTs” (TD620R1)
- One incoming Liaison Statement was reviewed, and two outgoing liaisons were provided.
- Progress was made on the following work items:
- L.ICT_PROCURE: Circular public procurement of information and communication technologies
- L.Suppl.GSP: Specific principles for the green supply chain management of information and communication technology manufacturing industry
- L.GDSPP: Requirements for a global digital sustainable product passport to achieve a circular economy
- L.1023: Revision of Recommendation ITU-T L.1023 - Assessment method for circular scoring; and
- L.D4PI: An information model for digital product information on sustainability and circularity
It was decided to change the title of draft Recommendation L.ICT_PROCURE from “Public procurement of ICTs to mitigate the adverse effects of e-waste” to “Circular Public Procurement of ICTs”. The original A.1 justification was revised to change the title and revise the scope and summary of the draft Recommendation (TD618). It will be submitted to WP2/5 plenary for approval.
A Contribution sharing information on a white paper on sustainable supply chain was discussed. It was agreed to consider it at the next meeting to discuss the possibility on the creation of a new work item on sustainable supply chain.
The work programme was updated. The report of the Q7/5 meeting is contained in TD610-R1.
Question 13/5 - Building circular and sustainable cities and communities
The Rapporteur of Q13/5 (Mr Leonidas Anthopoulos) opened the meeting and presented the draft agenda contained in Doc01, which was approved without modifications.
The meeting received and reviewed One Contribution relevant to Q13/5, the Contribution C191-R2.
The main discussions were:
- One Contribution, which was an update of the following:
- Draft recommendation L.FIMS “Reference model of firefighting infrastructure management system for buildings in sustainable cities” [TD619]
Additionally, during the meeting, some proposals for new items development under future Q13/5 meetings were discussed.

Collaboration matters and information sharing
During the working party plenary, three presentations were delivered by experts:
- Ariel Ivanier, Acting Chief, Market Access Section, Economic Cooperation and Trade Division, United Nations Economic Commission for Europe (UNECE) on UNECE Circular Economy Task force (TD626)
- Irene Martinetti, Manager, Circular Economy, WBCSD on Circular Transition Indicators (TD627)
- Saima Ansari, NGMN on Green Future Networks Telco Supply Chain Sustainability (TD628)
Virtual workshop on “Accelerating Circular and Sustainable Public Procurement of ICT”
The International Telecommunication Union (ITU), in joint collaboration with Govstack, GiZ, the Circular Electronic Partnership and the Global Electronics Council, are organizing a workshop on "Accelerating Circular and Sustainable Public Procurement of ICT" taking place virtually on the 14 February 2023 from 13h00 to 16h00 CET.
The objectives of the workshop are:
- Understand what the circular economy for ICT looks like and how public procurement can be a powerful transition tool for sustainability in the sector.
- Apply the international standard Recommendation ITU-T L.1061 “Circular public procurement of ICT” for policy and processes.
- Identify practical ways to circular and sustainable public procurement by using the guideline to develop strategies, create the conditions and embed the right processes.
Preparation for WTSA-24
In view of the preparations for WTSA-24 and the revision of SG5 structure and Questions, the WP2/5 Chairman presented TD625 on Preparation for the new study period.
During the discussion, members were invited to prepare new Contributions for the new wording of the Questions and send proposals for a possible new structure of SG5, if they consider it necessary.

- As anticipated on 5 December 2022, the next meeting of ITU-T SG5 will take place from 13 to 23 June 2023 Sophia Antipolis, France.
