Working Party 1/5 – Damage prevention and safety
Working Party 1 made significant progress on its Work Programme and achieved the following key outcomes:
Consented Recommendations
- ITU-T K.44 Amd.2 "Resistibility tests for telecommunication equipment exposed to overvoltages and overcurrents" is intended to improve the description of the surge generators used in the resistibility tests and to modify the definition of remote power feeding. (TD1279)
- ITU-T K.67 "Expected surges on telecommunication networks due to lightning" was revised in order to be aligned with ITU-T K.98. ITU-T K.67 provides information for the design of protective measures against lightning surges, such as the need and rating of surge protective devices (SPDs) and the routing of internal cabling of buildings. (TD1244)
- ITU-T K.107 (ex K.hvps2) "Method for determining the impedance to earth of earthing systems" establishes a method for measuring the earth impedance of the earthing systems usually encountered in telecommunication networks. This recommendation provides new techniques, alongside with the traditional ones. (TD1246)
- ITU-T K.108 (ex K.jup) "Joint-use of poles by telecommunication and solidly earthed power lines" specifies the protective procedures to be followed when installing telecommunication cables in joint use of poles with solidly earthed power lines. Solidly earthed power lines are those that deliver a high short circuit current under earth faults, which can cause extensive damage to the telecommunication plant and safety hazard to the customers. This new recommendation is likely to be very useful for developing countries. (TD1242)
- ITU-T K.109 (ex K.tup) "Installation of telecommunication equipment on utility poles" specifies the safety and protective requirements to be observed when installing a telecommunication equipment on a utility pole. Are examples of these equipment the small base stations used to provide wireless access to broadband services in urban areas. (TD1243)
- ITU-T K.110 (ex K.ldt) "Lightning protection of the dedicated transformer for radio base station" establishes the lightning protection requirements for the power transformer that feeds a radio base station. These requirements are intended to improve the reliability of the base stations, especially those installed in a lightning exposed environment. (TD1273R1)
- ITU-T K.111 (ex K.ntt) "Protection of surrounding structures of telecommunication towers against lightning" provides guidance for the installation of telecommunication towers in urban areas, in order to avoid an increased risk of lightning damage to the nearby houses and buildings. This recommendation will be very useful for the legislators when establishing the rules for the installation of new towers and for retrofitting the existing ones. (TD1257R1)
- ITU-T K.112 (ex K.tot) "Lightning protection, earthing and bonding: practical procedures for radio base station" provides a set of engineering procedures that can be used by the field engineer in order to specify and to implement the lightning protection of radio base stations (TD1272R1).

ITU-T L.1440 “Methodology for environmental impact assessment of information and communication technologies at city level” gives general guidance for city level environmental assessments related to ICT, and provides a description of methodologies to be used for the assessment of the environmental impact of ICT in cities. The document provides specific guidance in setting the city boundaries, preparing and performing the assessment of ICT related GHG emissions and energy consumption at city level. (TD1112R2)

ITU-T L.1502 (ex L.Infrastructure Adaptation) “Adapting information and communication technology infrastructure to the effects of climate change" specifies identifies direct and indirect threats of climate change on ICT services and provides options for adaptation and mitigation. These threats include extreme rainfall, flooding, landslides, extreme wind, lightning, extreme humidity, drought, ice storms and heavy snowfall. This Recommendation was developed within the framework of Recommendation ITU-T L.1500. It focuses on telecommunication networks and infrastructure. (TD1141R2)

ITU-T L.1503 (ex L.cities adaptation) “Information and communication technologies for climate change adaptation in cities” is aimed at a broad audience of stakeholders interested in ICTs, climate change adaptation, and sustainable cities, including city decision makers and planners. Urban stakeholders, including mayors and city planners, are invited to consider novel approaches to sustainability by integrating the use of ICTs in their climate change adaptation strategies and policies. A new EMF Guide & Mobile App on EMF was launched during the last SG5 meeting. The
EMF Guide and App in 6 languages provides information and education resources on Electromagnetic Fields suitable for all communities, stakeholders and governments and is available online at
http://emfguide.itu.int or via the iOS, Blackberry World and Google Play app stores. The Mobile app offers an introduction to EMF and their relationship with health, as well as the various internationally agreed guidelines and standards designed to ensure safety in the use of mobile phones and other wireless technologies. It is designed for smart phones, tablets or desktops.

Joint Coordination Activity on ICT & Climate Change (JCA ICT&CC)
The last Meeting of the JCA ICT&CC was held on 14 October 2015 under the Chairmanship of Ahmed Zeddam and Dave Faulkner. The meeting focused on "Cooperation with SDOs and other organizations" in the area of ICT and Climate Change.

Joint coordination session between SG5 and SG20
A joint coordination session between SG5 and SG20 took place on 20 October 2015.
Following TSAG's decision to create a new Study Group 20 on "Internet of Thing (IoT) and its applications, including smart cities and communities" and taking into consideration the need for SG5 to revise the wording of the text of Q20/5 in order to avoid any overlap between the two Study Groups, SG5 has agreed to proceed as follows:

The deletion of Q20/5 was proposed;

Work items related to the ‘Key performance indicators for smart sustainable cities “ have been transferred to Q18/5;
- Some of the deliverables of the FG-SSC have been discussed within Q18/5 and Q15/5 and are expected to form the basis for future ITU-T Recommendations or Supplements;
- All the others work items relating to Q20/5 will be transferred to SG20 for its consideration.
Forum on Internet of Things: Empowering the New Urban Agenda
A forum on Internet of Things: Empowering the New Urban Agenda took place on 19 October 2015 and was attended by over 200 participants. This forum discussed, inter alia, the role that Internet of Things (IoT) plays in relation to converging technologies for building smart sustainable cities with integrated ecosystems.
This forum brought together smart city stakeholders, managers and engineers working with IoT applications, service providers planning on delivering IoT solutions, and policy and standards makers. It assembled IoT experts from industry, government and academia.

A session on Connect 2020 agenda with a special focus on environmental sustainability goals took place on 15 October 2015.
An implementation initiative covering issuing pertaining to Greenhouse Gas (GHG) emissions and e-waste generated by the ICT sector was required to achieve the Connect 2020 Agenda targets for environmental sustainability. Within the Connect 2020 Agenda, Target 3.2 calls for the reduction of the volume of redundant e-waste by 50% by the year 2020, while target 3.3 advocates that GHG emissions generated by the telecommunication/ICT sector should be decreased per device by 30% by 2020. In order to facilitate the attainment of these targets, two separate roadmaps have been defined by ITU Study Group 5 on "Environment and Climate Change".
The Implementation Initiative includes several phases, including an initial definition of its vision and mission, according to the Connect 2020 goals and the ICT sector goals. Secondly, the initiative will be followed by an analysis of the requirements for the success of its implementation; including three steps: 1) the identification of the ICT Sector Challenges and Opportunities in this framework, 2) the definition of the correct Governance model for the implementation initiative and 3) a financial model to allocate the necessary resources for the implementation initiative and the subsequent follow up.
The next part of the Initiative includes the roadmaps implementation activities to be carried out by the different actors, to guarantee the accomplishment of the Connect 2020 targets. Finally, the Initiative will require the definition of several metrics and Key Performance Indicators (KPIs) to follow up on the advancement of the roadmaps and their success. This must be supported by an effective communications plan, led by ITU and its members.
In addition, this Initiative proposes an implementation schedule from early 2016 until 2020, based on which decisive actions must be taken in the first semester of 2016. Activities in the individual roadmaps cover the attainment of targets pertaining to the reduction of GHG emissions and e-waste and aim to contribute to meet the UN Sustainable Development Goals (SDGs), adopted by UN-Member States in September, 2015 (TD1146; TD1177; TD1282R1)
