- The meeting had 171 registered participants during the meeting period (compared to 201 at the previous meeting). Remote participation services were provided to 11 delegates (6%; up from 3%); some delegates joined both remotely and physically. The

Major accomplishments
-
Preparations towards next study period: Study Group 16 completed its proposal on
Questions [TD 514/Plen] and updates to its
mandate [TD 513/Plen]. In particular, it was recognized that standardization on e-services has increased in the past four years, and is expected to grow. Eleven Questions are proposed to WTSA-16, ten as continuation or merger of existing Questions, plus one new Question on immersive live experience systems (see below). The final text of Questions and study group mandate updates to WTSA-16 will be found in WTSA-16 Docs
17 (Chairman's report and mandate) and
18 (Questions).
- It was agreed
not to continue JCA-IPTV in the next period and to organize one last
IPTV-GSI event in Geneva, 12-16 September 2016. However, it was agreed to establish a
JCA on e-services, with terms of reference in [TD 573/Plen].
- Work has started on systems for
immersive live experience (ILE), which will bring the sensation of live events to remote audiences, replicating the experience of being present at the event venue. This work will create a multimedia environment in which viewers will experience realistic perceptions of sound, lighting and space. The new group will meet for the first time during the IPTV-GSI event in September 2016. (Interview)
- The
ITU-T Software Tool Library (ITU-T G.191 STL) for speech codec development, which has had an open source license since its original version in the early 1990s, was made an
open source project, to facilitate contribution and maintenance by a wider number of speech coding developers, including industry and media. SG16 also agreed to transfer future upkeep of the STL to ITU-T SG12, were we find today the largest set of ITU users of the library.

IPTV services: Three new Recommendations were completed: ITU-T H.703 (ex H.IPTV-EUIF) defines an enhanced user interface framework for IPTV terminal devices [TD 545/Plen], ITU-T H.723 (ex H.IPTV-TDES.4) provides the characteristics and requirements for mobile IPTV terminal devices [TD 546/Plen] and ITU-T H.742.0 (ex H.IPTV-UVS) specifies the architecture and requirements for the use of video sensor devices for IPTV services [TD 547R1/Plen]. Additionally, revised Technical Paper ITU-T HSTP-MCTB approved at this meeting now contains a description of use of H.265 HEVC in IPTV systems [TD 559/Plen].

Accessibility: New work has started to specify the conformance testing of accessible IPTV terminals implemented according to
ITU-T H.702. Technical Paper ITU-T FSTP-UMAA on use cases for assisting people with disabilities using mobile applications was approved at this meeting [TD 565/Plen].

E-health: Two major updates were Consented to the personal connected health specifications in the H.810-H.850 series:
- Experts completed the work for the third edition of the Continua Design Guidelines (CGD) in the ITU-T H.810 series, which introduces new devices and transports, as well as an architectural refresh and aligns with the so-called "Iris" version of the CDG. [TD 480/Plen,

Safe listening: the collaboration with WHO has continued for the development of technical standards for safe listening music players. The baseline text in
draft ITU-T F.SLD has progressed, and a
workshop was organized following the SG16 meeting with the presence of industry representatives, users, WHO, and ITU-T SG12 and CENELEC TC 108X experts.

Digital multimedia transport: Common text ITU-T H.222.0 | ISO/IEC 13818-1 is used in most terrestrial and satellite system for transport of audiovisual content, and it had two corrigenda and three amendments Consented. They include new profiles and levels for MPEG-4 audio descriptor (Amd.4), carriage of MPEG-H 3D audio over MPEG-2 systems (Amd.5) and carriage of quality metadata in MPEG-2 systems (Amd.6) [TD 554/Plen,
TD 555/Plen,
TD 556/Plen]. Corrigendum 1 to Amd.2 provides clarifications and corrections on pause flag, URL construction and adaptation field syntax (Amd.1 Cor.2); Cor.1 corrects the PES header table and removes of semantic element from clause 2.6.61 (Cor.1) [TD 553/Plen,

Video coding: A series of updates were Consented at this meeting. One is updates to the Emmy Award winning ITU-T H.264 [V11,
TD 564/Plen] and to its successor, ITU-T H.265 [V4,
TD 558/Plen]. Updates to the conformance testing and reference software specifications for HEVC (ITU-T H.265) were readied at this meeting with ITU-T H.265.1 V2 [TD 569/Plen] and H.265.2 V3 [TD 551/Plen]. One new standard was also completed, ITU-T H.273 (ex H.STI) that defines coding-independent code points for video signal type identification [TD 563/Plen]. The discussions towards a new generation video compression standard continued within the informal Joint Video Exploration Team (JVET) with MPEG, as well as within the formal Joint Collaborative Team (JCT) on Video Compression, that currently has focused on HEVC. At this meeting, it was agreed by SG16 and MPEG to close the JCT on 3D video coding (JCT-3V), as it had concluded its assigned tasks.

Image coding: Work has been completed for the 3rd edition of two texts from the JPEG XR family of image compression algorithms: its image coding specification in ITU-T T.832 [TD 550/Plen] and its reference software in ITU-T T.835 [TD 570/Plen].

Network signal processing: Revised ITU-T G.799.1/Y.1451.1 was completed, that updates functionality and interface specifications for GSTN transport network equipment for interconnecting GSTN and IP networks [TD 562/Plen].

Visual surveillance: Two new specifications for interoperable visual surveillance systems were Consented at this meeting:
- ITU-T F.743.2 (ex F.CSVSReqs) "Requirements for cloud storage in visual surveillance" [TD 571/Plen]
- ITU-T F.743.3 (ex F.VSSIReqs) "Requirements for visual surveillance system interworking" [TD 572/Plen]

Speech to speech translation services: an updated version of ITU-T F.745 that defines the functional requirements for network-based speech-to-speech translation services was consented [TD 567/Plen]. Updates to its counterpart in ITU-T H.625 are planned for the next SG16 meeting.

Videoconferencing and telepresence: Work on a new edition of the
H.323 systems was completed to
inter alia support WebRTC interworking and telepresence signalling, but could not be Consented at this meeting due to the delay in the approval of various IETF RFCs (ITU-T H.235.10 and H.245 in particular). Experts were able to complete review of Supplement 4 to the H-Series Recommendations to include the new feature identifiers for ITU-T H.460.26 and H.460.27 [TD 561/Plen]. Work on
telepresence has also been completed for draft new ITU-T
H.TPS-AV and
H.TPS-SIG; however, as for H.323 systems, they could not be Consented due to the delay in IETF in completing various IETF CLUE-related RFCs.

Media gateway protocol: ITU-T H.248.50 was revised with updates to the NAT traversal toolkit packages [TD 548R1/Plen].
- Revised
rapporteur meeting organization guidelines were approved for use by SG16 experts [TD 474/Plen Att.1].
Eight collocated activities:
- As SG9 met with SG12 in January 2016, there was no collocation with ITU-T SG9.
- ITU-T SG16 also hosted the Joint Collaborative Team on Video Coding (JCT-VC) and the Joint Collaborative Team on 3D Video Coding (JCT-3V) as part of its ongoing collaboration with ISO/IEC JTC 1 / SC 29 / WG 11 (MPEG) for the development of enhanced capabilities for video coding.

- The next meeting of ITU-T SG16 is scheduled in Geneva, 16-27 January 2017. The SG16 meeting is expected be collocated in the 1st week with ISO/IEC JTC1 SC29/ WG11 (known as MPEG), to facilitate joint work on video coding.

Summary of Questions' Results
Question 1/16 summary
Q1/16 had a successful meeting and reviewed several input documents pertaining to the common text ITU-T Rec. H.222.0 | ISO/IEC 13818-1. They resulted in two corrigenda and three amendments proposed for Consent. The Question does not plan on holding any interim Rapporteur Group meeting and did not prepare any outgoing LSs. In the next study period, the Question will be merged with current Q2/16, Q3/16, and Q5/16, into a new Q1/16.
Question 2/16 summary
Question 2/16 met for two quarters during this study group meeting, working to progress the work items planned for Consent or approval. While able to produce stable output text of documents originally planned for Consent, it was not possible to put those documents forward for Consent due to dependencies on IETF documents that have not yet been published as RFCs. The Question completed one document for approval at this meeting. Q2/16 did not prepare any outgoing liaison statements and does not plan an interim Rapporteur Group meeting before the next SG16 meeting. The Question did not propose to continue as an independent Question in the next study period; rather, its mandate and existing work items will be continued in the new Q1/16, which is the merger of Questions 1/16, 2/16, 3/16 and 5/16.
Question 3/16 summary
Question 3/16 met for 2 quarters to review 35 documents. Q3/16 continued work on a number of existing work items which has resulted in one Recommendation Revised H.248.50 on NAT Traversal for Consent. One new work item was initiated, revised H.248 Sub-series IG. No liaison statements were prepared at this meeting and the Question is not planning on meeting before the end of the study period. The Question is not proposing to continue as an individual Question in the next study period and the current work items will be handled in the new Q1/16.
Question 5/16 summary
Question 5/16 had a successful meeting, and progressed work on the two remaining work items. Three contributions on audio/video parameters and signalling were presented and discussed. Updated baseline text for H.TPS-AV and H.TPS-SIG was prepared and accepted. Both H.TPS-AV and H.TPS-SIG are ready for consent as soon as the IETF drafts referenced in these work items are published. One input liaison statement was reviewed, and no output liaison statements were prepared. The Question is not planning on holding an interim Rapporteur meeting. The Question is not being proposed to continue as an individual Question in the new study period; current open work items will be transferred to a new Q1/16.
Question 6/16 summary
The primary goals for Question 6/16 at this meeting of SG16 were to review the progress of Q6/16, JCT-VC, JCT-3V, JVET, and JPEG work, and reach AAP Consent on revised Recs. H.264 (V11), H.265 (V4), H.265.1 (V2), H.265.2 (V3), T.832 (V3), and T.835 (V3) and on the new Rec. H.273 (ex H.STI). A substantial portion of the image coding work of Question 6/16 has been conducted jointly with ISO/IEC JTC 1/SC 29/WG 1 (JPEG/JBIG), and a substantial portion of the video coding work of Question 6/16 is being conducted jointly with ISO/IEC JTC 1/SC 29/WG 11 (MPEG) in three joint collaboration groups, known as the Joint Collaborative Team (JCT) on Video Coding (JCT-VC), the Joint Collaborative Team (JCT) on 3D Video Coding (JCT-3V), and the Joint Video Exploration Team (JVET). Meetings of JCT-VC, JCT-3V, and JVET were held in a collocated fashion with this meeting of SG16 under its auspices. The JCT-VC is tasked with development of extensions to High Efficiency Video Coding (HEVC, Rec. ITU-T H.265). The JCT-3V has been tasked with development of 3D video coding extensions, but has completed its assigned work and will discontinue meeting in the future. Future work in the former domain of JCT-3V will be handled by Q6/16 and MPEG with collaborative communication exchange. JVET is exploring the potential for developing a future video coding standard with substantially improved coding performance relative to HEVC. Meetings of MPEG and JPEG were also held in a collocated fashion during the current meeting of SG16, and joint discussions were held with these groups and Q6/16. Q6/16 is planning to hold one Rapporteur meeting, one JCT-VC meeting, and one JVET meeting before the next SG16 meeting in January 2017 and to hold a meeting of the JCT-VC and of the JVET in a collocated fashion with the next SG16 meeting in January 2017 under its auspices. The Question prepared four outgoing Liaison Statements. The text of Question 6/16 was updated in preparation for continuation of its work in the next Study period.
Question 7/16 summary
Question 7/16 which addresses mainly coordination aspects of media coding did not receive any contributions and no sessions were held during the SG16 meeting. The Question will not continue in the next study period as a separate Question, and its relevant work areas have been merged with Questions 10/16, 15/16 and 18/16 for audio-related tasks, and the video / image coding related tasks were transferred to Question 6/16.

Question 13/16 experts met during this SG16 meeting to progress the work on ten draft Recommendations: ITU-T H.IPTV-AM.2; H.IPTV-SBM, H.IPTV-UVS; H.IPTV-EUIF; H.IPTV-TDES.4; H.IPTV-TDES.5; H.IPTV-MDS; H.IPTV-MAFR.10; H.IPTV-MAFR.13; H.IPTV-MAFR.14. ITU-T Q14/16 had a meeting during SG16 meeting in Geneva, Switzerland, 23 May – 3 June 2016. The highlight of this meeting was the Question's discussions on H.DS-META and Web-based digital signage. Q14/16 agreed to revise three draft Recommendations: H.DS-AM, H.DS-CASF, H.DS-META, and two draft Technical Papers: HSTP.DS-WDS, HSTP.DS-Gloss. The group plans to hold one interim meeting before the next SG16 meeting within the context of the IPTV-GSI event planned 12-16 September 2016.
Question 15/16 summary
Question 15/16 reviewed texts on a draft new Recommendation ITU-T Q.4016v.1_FAX_req "SIP signalling between the IP Multimedia Subsystem (IMS) and SIP enabled devices for real-time fax over IP" from SG11 and on V.152. A proposed combined text of Questions 10/16, 15/16, 18/16 and of part of Question Q7/16 for the next Study Period was agreed, therefore the Question will not continue as an independent Question in the next study period. One outgoing liaison to SG11 regarding ITU-T Q.4016v.1 was prepared and Q15/16 is not planning on holding any Rapporteur meetings until the end of the study period.
Question 18/16 summary
Question 18/16 reviewed ITU-T G.799.1 "Functionality and interface specifications for GSTN transport network equipment for interconnecting GSTN and IP networks" and agreed to put it forward for consent at this meeting. At this meeting the Question agreed to stop work on revised ITU-T G.799.2 "Mechanism for Dynamic Coordination of Voice Enhancement Signal Processing Functions" and revised ITU-T G.799.3 "Signal processing functionality and performance of an IP-to-IP voice gateway optimised for the transport of voice and voiceband data". A proposed combined text of Questions 10/16, 15/16, 18/16 and of part of Question Q7/16 for the next Study Period was confirmed, therefore the Question will not continue as an independent Question in the next study period. No outgoing liaison was prepared and no interim meetings are planned.
Question 20/16 Summary
Question 20/16 met in two sessions to review 18 incoming liaisons directed at Q20/16 and necessary outgoing liaisons were prepared. Q20/16 also reviewed the SG16 guidelines for organization or rapporteur group meetings. Some important subjects related to WTSA-16 preparations and next study period were covered in our discussion.
Question 21/16 summary
Question 21/16 met for six quarters to review 34 documents. Q21/16 continued work on a number of existing work items which resulted in three Recommendations for Consent: revised ITU-T F.745, new ITU-T F.743.2 (ex F.CSVSReqs) and new ITU-T F.743.3 (ex F.VSSIReqs). Revised ITU-T H.625 is now planned for Consent at the next SG16 meeting. Q21/16 experts also organized a half-day workshop on mobile animation file format standardization. Two new work items were initiated and two liaison statements were prepared at this meeting. The Question is planning to hold an interim meeting before the end of the study period. The Question is proposing to continue as an individual Question in the next study period.
Question 26/16 summary
Question 26/16 progressed work on F.Relay as well as FSTP.UMAA. It agreed to put forward ITU-T FSTP-UMAA "Technical Paper: Use cases for assisting people with disabilities using mobile applications" for Approval at this meeting. It also agreed to create one new work item and has produced two outgoing liaison statements. Q26/16 plans on holding one interim meeting within the context of the IPTV-GSI event planned 12-16 September 2016.
Question 27/16 summary
Question 27/16 reviewed 14 contributions at the meeting, which are related to draft new Recommendations ITU-T F.VGP-REQ, F.AUTO-TAX, G.SAM and G.V2A. The baseline text for G.V2A was updated. The group decided to discontinue G.SAM. There were three incoming liaison statements to Q27/16 and the Question was asked to review three liaison statements directed to QALL. It was agreed to draft five reply LSs. The group received TD 476/WP2 from CITS and decided to coordinate with Q6/17 on the possibility of creating a technical paper. Q27/16 plans to hold a joint meeting with Q6/17 on 2 September 2016 during the SG17 meeting in Geneva, as well as a Q27/16 Rapporteur Group meeting right before (on 1-2 September 2016).
Question 28/16 summary
Question 28/16 was addressed in four sessions. It received 52 contributions and produced 50 output documents, including one outgoing LS. It progressed texts in the H.800-sub-series, F.SLD, F.MCDC, H.MBI, H.HL-SM and agreed to put forward for Consent the 3rd edition of H.810 series ("Iris") and the 2nd edition of ITU-T H.820-H.850 series ("Genome"). It has agreed to create a new work item HSTP.MBI-UC, "Use-cases of e-health applications and services using brain data". Q28/16 reviewed its Question text and completed its update. The group agreed that there is more work to be done in e-health standardization and we need to continue our work in the next study period. Q28/16 held a mini workshop on e-health on 26 May 2016. The group prepared one outgoing LS and plan one interim meeting.
