Spectrum

Spectrum allocation is an inter-governmental matter. The decisions taken by the ITU in this area are treaty-level, hence a great deal of attention, time and effort are allocated to this critical aspect of mobile telecommunications. Access rights to spectrum are extremely valuable and very high prices have been paid for these rights. Similarly, these rights are strongly protected against infringement.

 

Spectrum aspects consist of two main parts. The first is the Radio Regulations (2008 Edition) which contains the complete texts of the Radio Regulations as adopted by the World Radiocommunication Conferences from 1995 through 2007, including all Appendices, Resolutions, Recommendations and ITU-R Recommendations incorporated by reference and therefore mandatory.

 

The second aspect is the allocation to users. While the Radio Regulations, 2008 Edition prescribe many aspects relevant to IMT as well as other users of the radio spectrum, details of licensees, etc., are not included in the Radio Regulations but need to be obtained from other sources. Two such commercial resources are:

AT4 Wireless offers spectrum database support. e.g., for the WiMAX Forum

 

The next WRC will be in 2012. Getting ready for this event will involve a series of �Conference Preparatory Meetings.� ITU-R Preparatory Studies for WRC-12 provides the current list of agenda items and related documents but it should be noted that this information will change frequently as the work leading up to WRC-12 progresses.
