ITU-D organizes a Global Symposium for Regulators (GSR) that takes place approximately annually. Since its launch in 2000, the GSRs have provided a unique venue for regulators and policy-makers from both developed and developing countries to meet and exchange views and experiences. The meetings foster an open dialogue between regulators and key ICT stakeholders: the private sector, investors and consumers.

 

The themes for past GSRs were:

2003: Promoting Universal Access to ICTs
2004: Licensing in an Era of Convergence
2005: Regulation in the Broadband World
2007: NGN Regulation
2008: Six Degrees of Sharing
2009: Hands-on or Hands-off? Stimulating growth through effective ICT regulation
2010: Enabling Tomorrow�s Digital World

 

From the GSR10 web site: �GSR10 examined the challenges for regulators to stimulate nationwide broadband deployment through adaptive and targeted regulations and out-of-the-box tools. GSR10 also focused on the need to keep up with the pace of convergence and integration of ubiquitous networks, in particular through adapting institutional structure and mandates, adopting cutting-edge best practices and embracing new tools such as innovative dispute resolution techniques.�

 

The GSR web site provides links to �Best Practices� documents from each GSR beginning in 2003 related to the theme of that GSR. These provide useful and timely information. These documents remain relevant despite the rapid changes in telecommunications that have taken place in the last decade.
