• Administrations are invited to delete from the ITU Master International Frequency Register (MIFR) the assignments that are not operational and won't be in the following 3 months.
• To ensure equitable access, administrations are invited to submit and coordinate reasonable requirements, especially on borders and difficult areas (VHF: 1 layer and UHF: 4 layers for 6 MHz raster and 3 layers for 8 MHz raster).
• To ensure the stability of the reference situation taken into account for the compatibility analysis (iterations), administrations agree not to notify any new or modified assignments to the MIFR that might impact the planning process within the coordination area, until after the last iteration at the 4th meeting (around 6 months).
• The meeting agreed to freeze the last iteration’s assignable or agreed channels and keep the list as a reference list. Administrations can notify when they start deploying the digital TV (3 months prior to bringing frequency assignments into use). This reference list must be taken into account when an administration wishes to assign frequency channels that are not within the list (compatibility analysis).
• For the 4th and last meeting, the participants should be able to take decisions on assignments and coordination.

• the need to update the MIFR with all the assignments in operation (UHF and VHF, analogue and digital);
• the need to delete form the MIFR all the assignments that are no longer in operation, as well as those not intended to be put in operation within the next three months;
• the need to delete all the analogue assignments from the MIFR for the administrations that have already completed their analogue switch-off;
• stopping the use of flexible channels one month prior to the 3rd meeting.

• the need to achieve successful coordination agreements with the neighboring administrations;
• the establishment of the preliminary technical criteria that should be taken into account in the compatibility analysis, based on the previous work of ITU-R Study Groups. These assumptions have been submitted to the relevant ITU-R Working Parties for their approval;
• the software tools provided by the BR (CADisplay and eTools CA_compat) to run and analyze the results of the compatibility analysis;
• the need to notify the frequency assignments in operation to the Master International Frequency Register (MIFR), in conformity with Article 11 of ITU Radio Regulations;
• the need to carry out the planning, coordination and iteration process, held every other week, between meetings;
• the need to harmonize, to the utmost possible, the use of the UHF band, in particular, the use of the 700 MHz band by the Mobile services;
• the importance of informing the BR about the intention to allocate the band 470-698 MHz, or portions thereof, to the Mobile service as soon as possible;
• the gathering of information on the use of the VHF and UHF bands, through a questionnaire prepared by the BR and submitted to the concerned administrations before the second meeting.
