Spectrum allocations
have been made and expanded for mobile telecommunications as these have
advanced from the limited initial offerings to the dominance they have
today. The details of the allocations are provided in the
Radio
Regulations,
a complex document, and the details of how these allocations are used
are described in the specifications for the various access technologies
themselves, again complex documentation.
Spectrum allocation is
an inter-governmental matter. The decisions taken by the ITU in this
area are treaty-level, hence a great deal of attention, time and effort
are allocated to this critical aspect of mobile telecommunications.
Access rights to spectrum are a national matter but the value of
spectrum as a basic need for mobile telecommunications makes it an
extremely valuable commodity and very high prices have been paid for
these access rights. For similar, reasons, these rights are strongly
protected against infringement (misuse, interference, etc.)
