1 Introduction
Buenos Aires is a populous city and also the capital city of Argentina. The city is considered the
epi-centre of commerce, industry, politics, culture, and technology in the country. Buenos Aires
accounts for nearly 85 per cent of the tech hub activity in Argentina.
2 Background & context
Argentina is in the process of adopting a National AI Plan, a plan to facilitate AI use in the public
and private sectors. This plan is intended to fall under the Innovative Argentina 2030 Plan and the
2030 Digital Agenda.
In alignment with the Sustainable Development Goals, Argentina, through its AI National plan,
wants to promote the development of an AI ecosystem in the country, keeping in mind the ethics
and data protection requirements in the centre of its development.
3 AI principles in the city
3.1 AI principles (adopted by the city)
The main principles and aspects Argentina’s National AI Plan include:
• Promoting and encouraging the adoption of AI for an agile, efficient and modern State, capable
of delivering measures relevant to growth and development objectives;
• Guaranteeing solutions to the needs of inhabitants by providing more and better services, and
acting as a key factor in the promotion of AI-based technology and the transformation of the
country; and
• Increasing the State’s productivity and efficiency through targeted AI solutions; use traceable
AI systems with well-founded and transparent logics; and ensure standardised, efficient and
successful AI purchasing and implementation processes.
The Attorney General’s Office of the City of Buenos Aires aims to transition to a “digital bureaucracy”
integrating AI systems to facilitate, simplify and accelerate interactions and tasks exponentially.
These systems are anticipated to be deployed in all public offices.
On the travel front, Passenger Predictability solutions have been deployed in the Aeroparque Jorge
Newbery and Aeropuerto Internacional Ezeiza, to improve passenger flow in security, immigration,
baggage hall and border control. The system is able to monitor passenger movement, and offers
live and predictive insight into patterns and provide insights on predicted wait times.
