Specific regulations implement the law, as it is the case for those related to WEEE. Figure 6
shows the hierarchical outline of regulations related to WEEE management in Costa Rica. In
addition, the regulatory framework covers public policy, as well other instruments that convert
national strategic actions into operational-oriented activities.

As a result of the regulatory framework developed, the country has a National System for
Electronic Waste Management (SINAGIRE) that can be considered at the forefront in the region.
Costa Rica, Mexico, Colombia and Peru are the leading forces in the region in environmentally-
sound WEEE management (Forti, Baldé, Kuerh, & Bel, 2020). The Ministry of Health is the
governing body for waste management, as it was established in the Law on Integral Waste
Management (Law 8839, 2010) and, therefore, runs SINAGIRE.
