Mandate

Objectives

The ITU-T Study Group 5 Regional Group for Latin America (SG5RG-LATAM) encourages the participation and contribution of Latin American countries[1] to the activities of ITU-T Study Group 5 on Environment, Climate Change and Circular Economy.

This regional group is created in accordance with WTSA Resolution 44 and Resolution 54 (Hammamet, 2016). SG5RG-LATAM will also support the implementation of Resolution 72 on “Measurement concerns related to human exposure to electromagnetic fields” (Hammamet, 2016), Resolution 73 on “Information and communication technologies, environment and climate change” (Hammamet, 2016) and Resolution 79 on “The role of telecommunications/information and communication technologies in handling and controlling e-waste from telecommunication and information technology equipment and methods of treating it” (Dubai, 2012); and will help Study Group 5 to assume its additional responsibilities following WTSA-2016 (Hammamet, 2016).

Terms of Reference

To disseminate information and studies on the relevant work of ITU-T Study Group 5 within the region;
To exhort the Latin American countries to actively participate in the Group activities, and cater to the needs of the region on the issues covered by the ITU-T SG5 mandate;
To facilitate the participation of member states, sector members and academia of the region in ITU-T SG5 meetings and other related events on topics relating to electromagnetic environment, especially on human exposure to EMF, circular economy, energy efficiency, and ICT and climate change, especially when these meetings are held in Latin America;
To foster the active participation of Latin American regulators and operators in the work of ITU-T SG5, and in the implementation of the ITU-T Recommendations on environment, climate change and circular economy;
To encourage the debate and study the challenges related to the environment, climate change and circular economy faced by operators and regulators within the Region;
To strongly promote the contributions to the activities of ITU-T SG5 from academia, and to promote their active participation;
To encourage the participation of the Latin American countries in the regional groups’ meetings, workshops, forums and other ITU-T SG5 events. The ITU-T SG5 Regional Group for LATAM will offer help to potential experts interested in joining and participating in informal debates, to increase expert participation in the work of ITU-T SG5 Questions. This Regional Group will provide important information on the workshops, forums and other ITU-T SG5 events and encourage the experts to present documents at said events.
To disseminate the work and the activities of ITU-T SG5 within the industry in the region, especially SMEs, interested in joining the mailing lists and informal debates, to increase expert participation in the ITU-T SG5 Questions’ work;
To identify any international and/or regional organizations working on issues related to environment, climate change and circular economy, in order to share information and establish mutual cooperation;
To ensure that ITU-T SG5 takes advantage of the relevant information on rules applicable to telecommunication networks and security systems, related to environment, climate change and circular economy;
To work in collaboration with all stakeholders to contribute to the Connect 2020 Agenda, the 2030 Agenda for Sustainable Development, the Paris Agreement and other international agreements and instruments;
To urge Latin American countries to contribute to the work of ITU-T SG5, especially to the new/revised Recommendations developed by ITU-T SG5;
To act as liaison hub between the Latin American telecommunication operators/regulators and ITU-T SG5 on matters related to environmental, climate change and circular economy;
To support any initiative leading to the Group’s evolution and consolidation.

Working methods

TSB secretariat will provide necessary support to the regular meeting of this Regional Group in accordance with available budgetary resources.
The regional group will be encouraged to hold physical meetings. The regional group is also encouraged to use remote collaboration tools and co-locate with existing meetings to the maximum extent.
The regional group progress reports are to be provided to the parent study group meeting.
