Resolution 32
(WRC-19)
| defines regulatory procedures for frequency assignments to non-geostationary-satellite networks or systems identified as short-duration mission (SDM) not subject to the application of Section II of Article 9 |
Conditions for SDM
Non-GSO SDM shall fulfill the following criteria:
- the network or system shall operate under any space radiocommunication service on frequency assignments that are not subject to the application of Section II of Article 9
- the maximum period of operation and validity of frequency assignments shall not exceed three years
- the total number of satellites in a non-GSO network or system identified as short-duration mission shall not exceed 10 satellites
Specific allocations for space operation service for SDM
Any frequency band allocated to the space operation service that is not subject to a coordination procedure can be utilized for short-duration missions (SDM) in accordance with Resolution 32 (WRC-19) through the submission of an advance publication information (API).
The frequency bands 137.025-138 MHz (space-to-Earth) and 148-149.9 MHz (Earth-to-space) are specifically allocated for the space operation service with the exemption from coordination procedures under Nos. 9.11A and 9.21. This exemption applies on the condition that they are submitted as non-GSO SDM in accordance with Resolution 32 (WRC-19) and comply with the conditions specified in RR Nos. 5.203C and 5.218A, as well as Resolution 660 (WRC-19), in addition to those listed in Resolution 32 (WRC-19).
Regulatory Procedure
As non-GSO SDM uses frequency assignments not subject to coordination, the first step of the regulatory process is to be submitted in an advance publication information (API) in accordance with No.9.1, with the identification that it is non-GSO SDM (item
A.1.g. of Appendix 4).

Commenting/Resolution of Difficulties
Commenting/resolution of difficulties procedure under No.
9.3 are applicable for
non-GSO SDM. Specifically, under No.
9.3.1, comments to an API/A publication for SDM shall be communicated to the notifying administration, as soon as possible and within a period of
four months. The Bureau makes these comments available “as received” on the ITU website.
Notification shall be submitted under No.11.2, with the identification that it is non-GSO SDM (item A.1.g. of Appendix 4) and the commitment under
A.24.a of Appendix 4.
The notification information cannot be communicated to the Radiocommunication Bureau (BR) at the same time as the advance publication information and can only be submitted after the launch of a satellite in the case of a network or of the first satellite in the case of a
system with multiple launches.
Notices relating to
non-GSO SDM shall be communicated to BR only after the launch of a satellite in the case of a satellite network or of the first satellite in the case of a system requiring multiple launches, and not later than two months after the date of bringing into use which is also equivalent to the launch date.
