How to submit notifications of Radio Astronomy Stations

​​​​​​​​​​​​​​​​Any frequency to be used for reception by a particular radio astronomy station can be notified if it is desired that such data be included in the Master ​Register according to No. 11.12 in the Radio Regulations.

​The general regulatory process of notifications of radio astronomy stations are as follows:​

1. Submission of a notification from Administration to ITU
2. Receivability examination
3. Publication of Part I-S
4. Regulatory examination
5. Registration of observation frequencies or return of a notice


1. ​Submission of a notification from Administration to ITU

An administrations which wishes to notify frequencies for a particular radio astronomy station according to Article 11 in Radio Regulations needs to submit a Notification notice to ITU with the following steps.

An administration captures data of the characteristics of a notified radio astronomy station in SNS data format with BR Space Software SpaceCap.​

The data items captured in SNS file are specified in Appendix 4 of the Radio Regulations.

The following data items are mandatory for a notification of radio astronomy stations to be captured on SpaceCap software or submitted as the attachments to the notification.

          • Name of station
          • Country or geographical area in which the station is located
          • Geographical coordinates of each transmitting or receiving antenna site
            (latitude and longitude in degrees and minutes)
          • Notifying administration
          • Date of bringing into use
          • Operating administration or agency
          • Minimum/maximum antenna main beam elevation
          • Operating azimuths of antenna main beam
          • Antenna characteristics (see the Preface)
            • antenna type
            • antenna dimensions
            • effective area of the antenna
          • Centre of the frequency band observed
          • Bandwidth of the frequency band observed by the station
          • Class of station (see the Preface)
          • Overall receiving system noise temperature
          • Characteristics of observations for radio astronomy stations​

Some data items should be consulted with the Tables in the Preface to BR IFIC (Space Services).
Concerning the data items of antenna characteristics, please see this page for more detailed information.
​If you can not find appropriate a code of antena characteristics on Table 6​​ in Preface to BR IFIC (Space Services), please submit the date of antenna characteristics  of your radio astronomy station as the attachment to your notification.

​Please note that, if the radio astronomy station is operated in a frequency band not allocated for radio astronomy service in the Table of Frequency Allocations of RR (Art. 5), the provision No.4.4 must be requested.

Notifications of radio astronomy stations are exempt from cost recovery fee in accordance with Council Decision 482.

The notice shall be submitted to BR via the e-Submission system.

You are requested to upload and submit a SNS file created with SpaceCap software and attachments of relevant information if necessary to BR via the following icons on the new submission page on the e-Submission system​.

The​ submitted notice is published as-received on the As-Received website by BR after BR has received your Notification notice for a radio astronomy station according to Resolution 55 (rev. WRC-19).

2. Receivability examination

After BR received a notice of a notification of radio astronomy station, BR conducts a receivability examination to confirm the completeness and the correctness of the data in the submitted notice according to Appendix 4 of the Radio Regulations and Rules of Procedure.

If mandatory data have not been captured in the submitted database or attachments to the notice or if data captured in a submitted database are not correct, the notice cannot be accepted and will be returned to the notifying administration. Clarifications may be requested to a notifying administration by BR and the administration will be given 30 days to provide the clarifications, in accordance with the Rules of Procedure on receivability.

3. Publication of Part I-S

After BR finishes the receivability examination and confirms the completeness of the notice, the notice is published in Part I-S in BR IFIC within no more than two months. A publication of Part I-S constitutes the acknowledgement to the notifying administration of receipt of its notice as regulated in No. 11.28 in the Radio Regulations.

4. Regulatory examination

After the publication of Part I-S, BR conducts the regulatory examination according to No. 11.31 in the Radio Regulations.

5. Registration of observation frequencies or return of a notice

When the examination leads to a favourable findings, Part II-S to BR IFIC is published and the observation frequencies are recorded in the Master Register.

Assignments received unfavourable findings but No. 4.4 is requested will be published also in Part II-S to BR IFIC and recorded in the Master Register for information only.

When the examination leads to an unfavourable findings, Part III-S to BR IFIC is published and the notice is returned to a notifying administration with an indication of the appropriate action.
