Enhancing Telecommunication and ICT Data: Workshop in Bishkek

From April 22nd to 25th, 2024, a workshop "Data-driven digital development: exchange of experience on telecommunication/ICT data collection, analysis, and dissemination" took place in Bishkek, Kyrgyzstan. Organized by the International Telecommunication Union (ITU) in partnership with the National Statistical Committee of the Kyrgyz Republic and the Ministry of Digital Development of the Kyrgyz Republic, the event gathered more than 30 participants keen to enhance their knowledge in the sector of ICT statistics. The workshop was opened by: Natalia Mochu, Regional Director for CIS Region, ITU, Bakytbek Shokenov, Deputy Chairman of the National Statistical Committee of the Kyrgyz Republic and Altynbek Karypovich, Chairman of the Service for Regulation and Supervision in the Field of Communications, Ministry of Digital Development of the Kyrgyz Republic.

This country training was conducted by experts from the Republic of Belarus: Tatyana Marchuk, Consultant, Department of Transport and Information and Communication Technology Statistics, National Statistical Committee of the Republic of Belarus; Nikita Klimovich, Consultant, Department of Telecommunications and Radio Frequency Spectrum Regulation, Ministry of Communications and Informatization of the Republic of Belarus; and Artem Khinevich, Head of the Department of Sample Household Surveys of the Main Department of Statistics of Living Standards and Household Surveys of the Republic of Belarus. They also covered international aspects of ICT data collection, analysis, and reporting, and shared their experience of working with ITU in this area. They discussed with Kyrgyz colleagues the challenges and gaps that require special attention.

In particular, through the seminar, various topics were covered: 
• Collection and analysis of ICT indicators on a global scale,
• Development of internationally comparable ICT indicators,
• Dissemination of information on ICT trends and analysis of digital development in countries,
• Indicators of universal and adequate (acceptable) connectivity,
• Approaches and methodology for data collection on ICT statistics,
• Indicators at the household and individual levels,
• Fixed and Mobile broadband subscriber connections,
• Service package contracts.

Nikita Klimovich, Consultant at the Department of Telecommunications and Radio Frequency Spectrum Regulation, Ministry of Communications and Informatization of the Republic of Belarus, shared his views on the workshop: "This workshop is a unique opportunity for our countries to share their accumulated experience and knowledge in the collection and analysis of telecommunication statistics. Holding similar events on a regular basis in the future will allow participants to experience first-hand national approaches and methodologies of data collection in other countries of the region and the world."

​ The workshop served as a platform for participants to exchange valuable insights and best practices in the collection, analysis, and dissemination of telecommunication data. By sharing experiences and expertise, countries in the CIS region can enhance their capabilities in this critical aspect of digital development. Such collaborative initiatives foster regional cooperation and contribute to the global understanding of ICT trends and challenges. The knowledge gained from this workshop will further support informed decision-making and policy development in the field of telecommunication and digital technology.
