ITU Regional Seminar for CIS countries on promoting and measuring Universal and Meaningful digital Connectivity (UMC) and ITU-CIS Stat Seminar on the development of ICT statistics in the CIS Region

The ITU Regional seminar for CIS countries on promoting and measuring Universal and Meaningful digital Connectivity (UMC) was held from 24 to 26 June 2024 in Tashkent, Uzbekistan, and provided an opportunity to explore the concept of UMC and how to streamline it in national digital policies, how to improve the statistical capacity of countries in the region to produce and disseminate relevant statistical data, and how to use the data to identify good practices and policy recommendations. This seminar was organized by ITU in collaboration with the Ministry of Digital Technologies of the Republic of Uzbekistan.

This seminar was followed by the Joint ITU-CIS Statistical seminar on 27 June 2024, which examined the situation of ICT statistics in the CIS countries at country and regional level.

The Data Visualization Hackathon “Bridging the Digital Divide” was organized as a side event and was aimed at involving students of advanced technical universities of the Republic of Uzbekistan in the presentation and analysis of ICT statistics. The hackathon contributed to a better understanding of future young industry professionals on how dashboards are prepared and strategic decisions are made on the basis of ICT statistics aimed at the digital development of countries.

Target audience

This Regional Seminar was intended for policymakers in charge of national policies and strategies in the field of digital connectivity, and executives and experts from ministries, national statistics offices (NSOs), regulators, telecom operators, research institutions, and other relevant organizations from the CIS countries responsible for measuring the development of telecommunications/ICTs.

Participants from national statistical offices and other institutions that collect data on ICT were invited to take the two following free, self-paced courses available through the ITU Academy, prior to the seminar:

Objectives and programme

It covered the following topics:

  • Embracing Universal and Meaningful Digital Connectivity: New Requirements for ICT Policies (day 1)
  • Data-driven decision-making: promoting collaboration between national digital and statistical services (day 2)
  • Monitoring Universal and Meaningful Digital Connectivity: Strategies for Solving Measurement Challenges (day 3)
  • The situation of ICT statistics in CIS countries at country and regional level (day 4)

Background

The International Telecommunication Union (ITU) has been organising a series of regional and subregional workshops to strengthen the capacity for producing and using ICT statistics to monitor universal and meaningful connectivity (UMC). These workshops convene policymakers and statisticians to deliberate on metrics for gauging progress towards Universal and Meaningful Connectivity (UMC), analyze the persistent socio-economic and geographical divides, and harness data effectively to refine, monitor, and assess digital policies.
