This background paper invites members to assess if current Plenipotentiary Conference (PP) Resolutions already cover topics under consideration within the Kigali Action Plan in order to avoid duplication of efforts and treatment of the same subject, with a view to maintain a focus on efficiency and resource optimization. It also invites members to make an exercise to propose the reduction of WTDC Resolutions and consider various factors when proposing modifications or creation of new Resolutions in the context of the World Telecommunication Development Conference (WTDC).
