Abstract :

Non-Terrestrial Networks (NTN) represent a transformative solution to bridge the digital divide, particularly in rural and underserved areas. However, integrating NTNs with terrestrial networks presents significant regulatory, technical, and operational challenges. This submission addresses these challenges, highlights the socio-economic benefits, and provides actionable recommendations for Arab States, leveraging ITU frameworks. By adopting these frameworks and tailoring solutions to regional needs, fostering collaboration, and implementing effective regulatory measures, the region can unlock the full potential of NTNs, ensuring universal connectivity and driving sustainable socio-economic development.
