Summary: Smart cities support human life by services that reference and analyse digital twins of surrounding environment, and that control actuators and systems including vehicles, traffic systems, lightings, air conditioners, etc. Digital twins provide the basis of control and, therefore, they need to reflect the up-to-date state of the object of interest. Numerous object exist in the real world, and taking their digital twins and maintaining the digital twins up to date requires massive effort due to the amount of the digital twin data. The creation and update of the digital twin data is likely to be performed by cooperation of many entities including municipalities, companies, other organizations, and even individuals by exploiting the concept of “sharing economy”. The contribution on digital twins made by those entities should be properly recorded to make the responsibility in contributed digital twins explicit and the digital twins correct. Also, incentive mechanism involving both givers and takers of the incentive is required to promote contribution. This Recommendation specifies the requirements and functional architecture for the infrastructure to create up-to-date digital twins by cooperation of many entities on the basis of blockchain technology.
