ITU-T E.212建议书的目的是为了定义一种唯一的公众固定和移动网络国际识别计划，为用户提供公众电信业务的接入。ITU-T E.212识别计划原本是为使用公共陆地移动网（PLMN）而设计的。此项计划是分层的且能够确定地理区域、网络和用户。此建议书的主体完全用于描述该识别计划。附件中为如何使用这一资源给出了指导。国际移动订户标识（IMSI）独立于国家编号规划。
总体而言，此建议书使用“订户”这一术语，是因为IMSI能够确定接入公共电信服务的订户。
