WTDC-25 preparations
The ITU World Telecommunication Development Conference 2025 (WTDC-25) will be hosted by the Government of Azerbaijan in Baku from 17 to 28 November 2025.
WTDC-25 represents a unique opportunity for the international community to gather and discuss the future, opportunities and challenges arising from the evolving telecommunications/information and communication technology sector and draw strategies for the achievement of universal and meaningful connectivity, and sustainable digital transformation.
The expected outcomes of WTDC-25 include, among others, the Baku Declaration, and the Baku Action Plan, which will set the priorities and programme of ITU’s Telecommunication Development Sector (ITU-D) over the next four years.
To prepare for the conference, Regional Preparatory Meetings (RPMs) will be held between February and April 2025 in each of the six regions. RPMs seek to identify priorities, challenges and opportunities at the regional level that need to be addressed to foster the development of telecommunications and ICTs, considering the identification of regional initiatives that focus on pressing needs of the Member States and Sector Members of the region.
In 2025, each RPM will be preceded by a Regional Development Forum (RDF) to promote multi-stakeholder partnerships among Member States, industry, academia, civil society, the UN system as well as regional and international development agencies and organizations, on specific regional telecommunication and ICT matters. On this occasion, matchmaking round tables will be held to match the pledges announced by partners with country and regional priorities.
