In the fast-changing global technology landscape, Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS) grapple with distinct challenges hindering meaningful connectivity, access to digital services and value creation. These countries face structural and systemic barriers stemming from geographical constraints, limited infrastructure, and resource disparities, hindering their access to the digital realm.
Digital technologies offer transformative solutions and a unique opportunity for LDCs, LLDCs, and SIDS to overcome these challenges. By leveraging digital connectivity and digital transformation, these countries can bridge geographical divides, facilitate trade, enhance education and healthcare delivery, and stimulate economic growth. From mobile technologies to broadband access to artificial intelligence, the transformative power of digital solutions holds the promise of inclusivity, new paths to growth and empowerment, and sustainable development.
For many people in LDCs, LLDCs and SIDS, however, ICTs remain unaffordable and thus out of reach. The relatively high cost of ICT services, coupled with relatively low income levels remain a major barrier to higher ICT access and use levels, in particular in terms of broadband services.
ITU has mainstreamed the needs of the world’s most vulnerable countries in all its activities and programmes and develops tailored programmes of assistance in such areas as technology and network development, regulation, capacity building, and emergency telecommunications enabling them to fully participate in the information and knowledge society. It also provides concentrated assistance to LDCs, LLDCs, SIDS and countries which constitute those that are in special need.
Our mission is to foster partnerships and advocate for policies that empower LDCs, LLDCs and SIDS to harness the full potential of digital technologies. Through our core expertise and collaborative efforts, we strive to create an environment where connectivity becomes a catalyst for positive change, enabling these nations to build resilient, knowledge-driven economies and foster social progress.

Landlocked Developing Countries (LLDCs)
Some 32 countries are categorized as LLDCs. Of these, 15 LLDCs are located in Africa, five in Asia and the Pacific, seven in CIS, two in Europe, and two in the Americas. Also, 16 LLDCs are classified as LDCs.

Small Island Developing States (SIDS)
Among SIDS are 36 ITU Member States in addition to 21 economies. Five ITU Member SIDS are located in Africa, 1 in Arab States, 14 in Asia and the Pacific and 16 in the Americas. Eight SIDS are also classified as LDCs.

Countries with special needs
‘Countries with special needs’ as defined in ITU resolutions are countries that have gone through periods of armed conflict, civil strife or war and suffered destruction to their telecommunication infrastructure.
