Promoting resilient national infrastructure in LLDCs through space connectivity
Landlocked Developing Countries (LLDCs) face unique challenges in building resilient digital infrastructure due to their geographical constraints.
Recognizing this, the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) and the International Think Tank for Landlocked Developing Countries (ITTLLDC) conducted a workshop on ‘Asia-Pacific wide Regional workshop on Satellite Services, National Regulatory Frameworks, and partnership’, in Ulaanbaatar, Mongolia.
The event was also supported by the Department of Infrastructure, Transport, Regional Development, Communications and the Arts of Australia, the Communications Regulatory Commission of Mongolia and the Ministry of Digital Development, Innovation and Communications of Mongolia.
Held in October, the seminar highlighted and discussed how satellite and space services can support affordable, resilient and universal connectivity. It focused on the principles of delivering services from satellite systems to overcome connectivity challenges and to facilitate sustainable development in the Asia and the Pacific region.
Sessions included:
- Developing a national satellite program: background and considerations
- Country case presentations on the national satellite programmes and regulatory mechanisms
- Introducing satellite service to market: challenges and solutions
- Trends in satellite connectivity and its regulations and future
- Partner2Connect (P2C) matchmaking sessions
The event included 10 country case studies, including 4 from LLDCs: Azerbaijan, Bangladesh, Bhutan, Cambodia, Indonesia, Laos, Malaysia, Nepal, Pakistan, and Sri Lanka.
Partner2Connect – matchmaking and pledges
The event also featured sessions related to national satellite regulations and space policies, as well as a segment on Partner2Connect, where 13 P2C pledges were presented for matchmaking, which attracted 30 expressions of interest from 11 entities.
In addition, Mongolian entities presented Partner2Connect pledges. They were:
- Development of Inclusive Digitalization Roadmap in Mongolia – International Think Tank for Landlocked Developing Countries
- Digital government platform implementation service – E-Mongolia Academy
- Accelerating Mongolia’s Digital Transformation through Digital Skills – E-Mongolia Academy
A fourth pledge on providing satellite training, consultancy services, and foster international cooperation in the space industry was also presented by Azercosmos, Azerbaijan.
Additionally, on 3 October, at the request of the Communications Regulatory Commission of Mongolia, interactive sessions discussed Alignment of Regulatory Framework with Economic and Technical Conditions of Future 5G Market in Mongolia and modern approaches to Spectrum Management Amid Digital Transformation and using AI, provided as direct country assistance.

To mitigate the impact of the COVID 19 pandemic and ease the adverse impacts on economies and societies, ITU and DITRDC are implementing this Project centered on addressing the three pillars identified by the Broadband Commission for Sustainable Development in its COVID-19 Crisis Agenda for Action:
(1) development of resilient connectivity,
(2) affordable access to ICTs, and
(3) safe use of online services.
The Project deliverables are expected to leverage the power of ICTs to promote faster and better recovery from the impact of COVID-19.
