Implementing GovStack in Djibouti
The Telecommunication Development Bureau (BDT) supports countries through GovStack.
GovStack supports countries and organizations with building cost-effective digital public services. Djibouti has committed to leverage the GovStack platform to transform government services and make them accessible to its people. As part of ongoing efforts to build a digitally empowered future, key stakeholders in Djibouti met earlier this year to chart implementation roadmaps and showcase prototypes of digital solutions for e-Cabinet and e-Construction Permit services.
The meeting supported the implementation of two GovStack Building Blocks: the Document Management System Building Block to enable e-Cabinet services, and the Registries Building Block to facilitate the Registry of e-Construction Permits.
Additionally, integration plans with other applications were developed, and end-users were onboarded for the e-Cabinet and e-Construction Permit Services, facilitating valuable feedback for configuration.
The e-Cabinet initiative is expected to improve decision-making, transparency, and efficiency in government operations, while the digitization of construction permits will streamline the permit issuance process, making it more transparent and encouraging investment in infrastructure.

About GovStack in Djibouti
Djibouti kickstarted its GovStack implementation through the Multi-Donor Action “Initiative for Digital Government and Cybersecurity” in the Horn of Africa, together with France, Germany, and Spain, co-financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ) and supported by ITU.
In Djibouti, GovStack focuses on three main themes: digital government strategy and roadmap; service design of e-government use case; and capacity development. The ITU Telecommunication Development Bureau supports the technical service design of e-government use cases, specifically e-Cabinet and e-Construction.
GovStack’s approach not only facilitates the initial stages of digitalization but also sets the stage for continuous improvement and innovation in government services.
By leveraging the GovStack building blocks approach – as described in the GovStack Playbook – the government of Djibouti aims to further advance its digital transformation efforts and revolutionize its governance and service delivery systems. By digitizing key services, such as healthcare, education, and public utilities, the government can streamline processes, improve transparency, and make services more accessible to citizens.
