Enhancing Azerbaijan’s ICT Data Systems

In the fast-paced era of technology, accurate and reliable data is the backbone of informed decision-making and policy formulation.

The ITU Office for the CIS Region provided comprehensive expert and technical assistance to Azerbaijan to enhance their national ICT data collection and analysis in line with ITU methodologies. Ensuring that data gathering techniques adhere to international standards is crucial for a number of reasons, including:

  • Global Standardization to ensure data comparability making it possible to compare and analyse data in a meaningful way on a worldwide scale.
  • Accurate, credible and trustworthy: Following established and standardized procedures reduces inconsistencies in the way data is gathered, producing information that is more reliable and trustworthy.
  • Policy Formulation: Following international guidelines ensures that data is comparable and can be used to successfully inform national and international policy and decision-making.

The enhanced ICT data collection was adopted at the national level and came into force in 2023. Further support is being provided to identify digital literacy data gaps and use this assessment to develop a comprehensive approach at the national level to advance digital literacy in the country.

“The importance of data collection and analysis are paramount in digital development. Data is relied upon by our Member States, our partners, and all the stakeholders committed to achieving universal and meaningful connectivity,” said Dr Cosmas Luckyson Zavazava, Director, Telecommunication Development Bureau (BDT), ITU.

Jeyhun Huseynzade, Head of Strategy, Innovation, and Digitalization at the Ministry of Digital Development and Transport, emphasized the importance of global standardization in facilitating meaningful comparisons and analyses of ICT trends on a global scale. He said, “Adopting ITU standards and methodologies raises a nation’s profile and acknowledgment of its data internationally, promoting a spirit of cooperation and enabling better evidenced-based decision-making.”
