How can you improve the world’s response to natural disasters? What is the best way to get funding to these countries? How can you set up a network of volunteers? Smart Sustainable Development Model Initiative: Tools for Rapid Emergency Responses and Sustainable Development, part of the ITU’s SSDM Initiative, shows how ICT can play a vital role in the relief effort.
The report provides an overview of proposals that grew out of three ITU working groups: a Global Emergency Fund for Rapid Response, bringing together donors and volunteers on the ground; a Volunteer Emergency Network, with ICT enabling first responders to share vital information, so that the disaster management is coordinated; and an SSDM Regulatory Toolkit and Guidelines to find a way round regulatory barriers in some countries to the use of ICT. A broad spectrum of interlinked issues is addressed, including how to harness ICT’s potential in socio-economic development, linking rural telecommunications and ICT development, and creating ecosystems where investments in telecom infrastructure are also used for disaster management.
