region (Argentina, Bolivia, Brazil, Colombia, Chile, Ecuador, Paraguay, Peru, Venezuela, and
Uruguay) to implement the objectives of the Basel Convention, acting as a link through the focal
points and the competent authorities of these countries, through:
– Development and implementation of training programmes, courses, seminars, and related
projects in the field of environmentally sound management of hazardous wastes.
– Strengthening mechanisms for the transfer of environmentally sound technology and the
minimization of hazardous waste generation in the region.
– Training the trainers; and promotion of the ratification and implementation of the
Convention and its instruments.
– Collection, evaluation, and dissemination of information on new or proven environmentally
sound technologies and knowledge related to rational environmental management and
the minimization of the generation of hazardous wastes and other types of wastes.
Ministry of Health of Costa Rica
The Ministry of Health of Costa Rica, as the governing body in the area of health, has the
mission of leading and directing the social actors to develop measures to protect and improve
the physical, mental and social health of the people, by exercising the steering role of the
National Health System with a health promotion and disease prevention approach, so facilitating
a healthy and balanced human environment in accordance with the principles of equity, ethics,
efficiency, quality, transparency and respect for diversity
“General Law Nr. 5395 on Health” defines health as a good of public interest protected by the
State that is under the responsibility of the Executive Power, through the Ministry of Health, for
ensuring the health of the population. Likewise, “Law Nr. 8839 on Integral Waste Management”
grants the Ministry of Health the power to manage, monitor, evaluate and control integral
waste management. This project contributes to the definition of methodological strategies
and policies for the implementation of the Extended Producer Responsibility (EPR), shared and
differentiated responsibility, and the implementation of specific actions in the circular economy.
