The issues of Internet governance are many and often not well defined. The purpose of this response is to present a detailed definition of "open standards" which are necessary (but not sufficient) for an "open Internet."
Simply, open standards are a direction not a destination. No existing SDO creates "open standards." Some SDOs standards are more open in certain ways than others. This respondent recommends open interfaces( point 8 in the included paper) as an important aspect of open standards that are not implemented in the IETF or ITU-T (with a some exceptions noted in the included paper).
