Gustavo Correa is an Electrical Engineer with emphasis on Telecommunications from UNIFEI (2001), Master in Communications and Signal Processing from UFSC (2004) and Specialist in Regulation of Public Telecommunications Services from ANATEL (2005). He currently works as Connectivity Solutions Manager at CPQD and as the Executive Manager of the Excellence Center in Open Networks (EXCCON). He is also a participating member of initiatives such as the Open RAN @Brasil Program, Anatel's Open RAN Working Group, Science Centre for Digital Agriculture (CCD-AD/SemeAr), BRICS Institute of Future Networks (BIFN), Brasil 6G, Conexis/5G Brasil Project, Brazilian Internet of Things Forum.

Mr. S.K. Mishra is an officer of the Indian P&T Accounts and Finance Service. Mr. Mishra holds a Masters’ in Public Administration and an M.Phil in Social Sciences. He also holds a Master’s degree in ‘Sanskrit’ from University of Allahabad. He is a Life Member of the Indian Institute of Public Administration and the Bougainvillea Society of India. Over a career spanning about 30 years, he has worked in the Department of Telecommunications and Department of Posts in Government of India in various capacities in field offices and headquarters dealing with Finance, Project appraisal, Revenue management, Tariff setting and costing, Accounting, Internal Audit, Human Resource Management/Development, Establishment, General Administration and Training. He was Financial Advisor to the Government of India-UNDP (1996-2000) project on ‘Human Resource Development and Management in Telecom; executed with the help of ITU. From 2003 to 2005, he supervised the Telecom Revenue operation billing, Accounting and related IT systems, Tariffs and the Banking operations of MTNL, Mumbai. He served as DDG (PAF), Department of Posts, and Head of the Postal Accounts Organization from 2006-2008 and as Director General, National Institute of Communication Finance from 2008-2012.Thereafter he worked in Department of Telecommunications as in charge of Assessment of Non-tax revenues from telecom sector as well as the financial and economic analysis of Telecom licenses. From January 2015, he is working as Pr. Advisor (Financial and Economic Analysis) in the Telecom Regulatory Authority of India (TRAI). He is dealing with Tariff and economic regulation, Accounting separation, Costing of services, Financial and economic impact analysis of regulatory decisions, Assessment of economic and financial health and performance of the sectors regulated by TRAI, as well as Internal finance, Accounts and budgeting for the TRAI. He is also the Appellate Authority for TRAI for the matters relating to RTI Act.

Diane Rinaldo Executive Director, Open RAN Policy Coalition
Diane Rinaldo is one of the country’s leading authorities on 5G, telecommunications supply chain security and privacy. She served as Acting Administrator of the National Telecommunications and Information Administration and Acting Assistant Secretary of Commerce for Communications and Information. During her time at NTIA, Ms. Rinaldo directed the Administration’s efforts on privacy; testified in the House of Representatives and Senate on 5G and Internet security issues; served as a principal advising the White House and Congress on 5G and supply chain; as well as other successes in education and deployment of Internet access around the world. Prior to her Executive Branch service, Ms. Rinaldo served on the House Permanent Select Committee on Intelligence, where she focused on Congress’ landmark cybersecurity legislation, the Cybersecurity Act of 2015. She also served as Congress’ oversight and budget monitor for the National Security Agency and the defense network systems, and as Deputy Chief of Staff to Congressman Mike Rogers as his top technology policy staffer. Ms. Rinaldo also spent time in the private sector as the Director of Government Affairs and cyber policy for SAP, and as a Vice President at a top consulting firm in Washington, DC. Recognized for her work on cybersecurity, Ms. Rinaldo was awarded the Executive Women’s Forum’s 2016 Influencer of the Year award; was named one of the top ten people in Washington, D.C. impacting cyber legislation; and has consulted on movies and television. She earned a bachelor’s degree in Political Science from the University of Maine and an Executive Certificate from Harvard University for Cyber Studies.

Anshul Bhatt Chief Product Officer, Rakuten
Anshul Bhatt is the Chief Product Officer at Rakuten Mobile. He also serves as Head of Symworld Solutions for Rakuten Symphony. Previously, Anshul was the business unit head of AI Operations at Rakuten Mobile with a mission to automate 100% of network operations. Anshul has personally witnessed the pains of day-to-day network operations and is focused on transforming how we manage networks by actualizing a fully autonomous network. Before joining Rakuten in 2019, Anshul worked at tier-1 telecom operators Reliance Jio and Bharti Airtel as well as at product company Subex in the Network Analytics domain. Anshul holds a bachelor’s degree in Electrical Engineering from the Indian Institute of Technology, Roorkee (IIT Roorkee). He is based in Denver, USA.
