Executive summary: e-Meeting of ITU-T Study Group 12 (Performance, Quality of Service, Quality of Experience), 12-21 October 2021

Overview

ITU-T Study Group 12 held its eleventh meeting of the study period as an electronic meeting, 12-21 October 2021.

The meeting was attended by 131 participants from 48 countries. Delegates exclusively used the MyMeetings web conferencing system to participate in the meeting.

The meeting received 47 Contributions and handled 113 TDs. Delegates reviewed 21 incoming Liaison statements and adopted 5 outgoing Liaison statements.

Five Recommendations were consented (2 new, 3 revised) by the meeting (see below for details). The meeting also agreed on three Supplements (1 new, 2 revised).

WTSA matters

WTSA-16 Resolution 95 (ITU-T initiatives to raise awareness on best practices and policies related to service quality)

The web page containing information on a questionnaire released by SG12 on the status of national quality regulatory frameworks, as well as country case studies and SG12 activities to implement the Resolution was updated, see https://1f8a81b9b0707b63-19211.webchannel-proxy.scarabresearch.com/en/ITU-T/studygroups/2017-2020/12/Pages/resolution95.aspx.
SG12's operational plan on the implementation of this Resolution was approved, as updated in TD1630. Work on Res. 95-related draft Recommendations also progressed, in particular in Question 12/12.

Preparation for WTSA-20

Study Group 12 continued the preparatory process for WTSA-20 for the next study period 2022-2024. Questions 8, 11 and 16/12 were agreed to be proposed for discontinuation and their work to be transferred as follows:

Q8/12: to be incorporated into Q17/12
Q11/12: maintenance of all Recommendations (except G.113) to Q12/12 and maintenance of Recommendation G.113 and its related work item on the updates of its appendices to Q15/12.
Q16/12: maintenance of all work items and recommendations (except E.475) to Q9/12 and maintenance of Recommendation E.475 to Q12/12.

This set of proposed revised Question texts will be submitted as part of Study Group 12's final proposal for consideration at TSAG's meeting from 25 to 29 October 2021.

Results by group directly reporting to Plenary

The new ITU Academy course on "Introduction to service quality regulation" was introduced and delegates were encouraged to take the course.
Q2 progressed work on on Supplement G.NRA "NRA and other stakeholders in the QoS matrix" and on TR-Recs “TR (Manual) on SG12 Recommendations”.

SG12 Regional Group on QoS for the Africa Region (SG12RG-AFR)

Reviewed its action plan;
Coordinated African contributions to SG12
