Executive Summary of the WP1/11, WP2/11 and WP3/11 meetings
(virtual, 15-16 July 2021)
Working Party 1/11 (Signalling requirements and protocols for emerging telecommunications networks), Working Party 2/11 (Control and management protocols for IMT-2020) and Working Party 3/11 (Conformance and interoperability testing) meetings were held fully virtually on 15-16 July 2021. The meetings were attended by 47 delegates from 14 countries.
The meetings were preceded by SG11 interim Rapporteur Group e-meetings of Questions 1, 2, 3, 4, 5, 6, 7, 8, 12, 14 and 16/11.
Note: Q13/11 RGM e-meetings were cancelled due to lack of input documents.

Note: ITU-T draft Recommendations Q.SFPtr and Q.BNG-P4switch were planned to be consented at the WP1/11 plenary meeting (16 July 2021). 5 Highlights of WP1/11, WP2/11 and WP3/11 meetings
WP1/11ITU-T draft Recommendations Q.SFPtr and Q.BNG-P4switch were planned to be consented at the WP1/11 plenary meeting (16 July 2021). However, as the baseline texts were not mature enough and required more improvement, the consenting plan has been postponed to SG11 meeting planned to take place in December 2021.
WP1/11 agreed to start five new work items, as follows:
- Q.NICE-SA “Signalling architecture of NICE (Network intelligence capability enhancement) in support of awareness capabilities” which introduces the reference points and specifies the mapping of reference points to interfaces in the architecture of NICE especially in support of awareness capabilities. It also provides the signalling requirements of the interfaces and defines the protocols used for interfaces (SG11-TD101/WP1).
- DC-SA “Signalling architecture of data channel enhanced IMS network” which presents the signalling architecture of data channel enhanced IMS network. The signalling architecture of data channel enhanced IMS network presents the requirements of data channel enhanced IMS network, specifies the framework of signalling network, and specifies the interfaces among data channel enhanced IMS network (SG11-TD102/WP1).
- TR-NCDP “Session layer network coding protocol for multicast data transmission”. This technical report provides an information about Session Layer multicast protocol based on network coding. The aim of the new protocol is to reduce the multicast traffic volume without reduction of the volume of transmitted information (SG11-TD113/WP1).
- Q.QKDN_profr “Quantum key distribution networks – Protocol framework” which specifies a framework for signalling aspects of a QKDN especially the following areas: overview of signalling and protocols for QKDN, signalling requirements for QKDN and protocol suites for QKDN (SG11-TD112/WP1).
- Q.CNCG-IC “Signalling requirements for intelligent control of cloud-network-converged networks gateway” (SG11-TD95-R1/WP1).
Also, WP1/11 achieved progress on the following ongoing work items:- Q.VoLTE-SAO-FP: Framework and protocols for signalling network analyses and optimization in VoLTE;
- Q.CIDA: Signalling procedures of calling line identification authentication;
- Q.Pro-Trust: Signalling procedures and protocols for enabling interconnection between trustable network entities in support of existing and emerging networks;
- Q.IMT2020-SAO: Requirement, framework and protocols for signalling network analyses and optimization in IMT-2020;
- Q.Sig_Req_ETS_IMS_roaming: Signalling requirements for emergency telecommunication service in IMS roaming environment;
- Q.telemetry-VBNS: Signalling requirements for telemetry of virtual broadband network services;
- Q.SFPtr: Signalling requirements for Service Function Paths Load Balancing Traceroute in SFC;
- Q.hns: Signalling requirements for hierarchical network slicing service;
- Q.CPN: Signalling requirements for computing power network;
- Q.BNG-P4switch: Procedures for Programming Protocol-Independent Packet Processors(P4) Switch-based vBNG;
- Q.BNG-INC: Requirements and signalling of intelligence control for the border network gateway in computing power network.
The Work programme of the WP1/11 will be updated accordingly. WP1/11 sent out eight liaison statements. The list of iLSs and oLSs is available in
SG11-TD69/WP1.
The reports of interim Rapporteur meetings of Q1, 2, 3, 4, 5/11 were approved by WP1/11 accordingly.
WP2/11
WP2/11 consented two draft Recommendations, as follows:
- ITU-T Q.5023 (ex. Q.INS-PM) “Protocol for managing intelligent network slicing with AI-assisted analysis in IMT-2020 network” which specifies protocol for managing intelligent network slicing with AI-assisted network analysis function in IMT-2020 networks. It describes architectural concept of intelligent network slicing APIs and management system, reference points among relevant functional elements, signalling flows over each reference point, and message formats with detail information (SG11-TD76-R1/WP2);
- ITU-T Q.4101 (ex. Q.HP2P-recov) “Hybrid P2P communications: Tree and data recovery procedures” which specifies procedures for construction and recovery of a tree-based hybrid overlay network as well as recovery of data lost during reconstruction of the overlay network (SG11-TD94/WP2).
WP2/11 agreed to start two new work items, as follows:
- Q.PMMC “Protocol for traffic flow coordination of multi-modality communication” which specifies protocols, signalling flow and message format for multi-modality communication. It specifies traffic coordination between two or more traffic flows of one terminal, two or more traffic flows of two more terminals. It also specifies coordination of packet grading and drop mechanism to ensure quality of network service in poor network condition (SG11-TD91/WP2);
- Q.DIVS-IMT2020 “Signalling Requirements and Protocol for Providing Network-oriented Data Integrity Verification Service based on Blockchain in IMT-2020 network” which specifies signalling requirements and protocol for providing network-oriented data integrity verification service based on blockchain in IMT-2020 network. It includes signalling requirements, protocol procedures and message format between DIVS function with the UEs, the service user, the CEF and other DIVS functions, and security considerations. (SG11-TD92/WP2).
Also, WP2/11 achieved progress on the following ongoing work items:
- Q.IMT2020-PIAS: Protocol for providing intelligent analysis services in IMT-2020 network;
- Q.IITSN: Protocol for IMT-2020 network Integration with Time Sensitive Network;
- Q.PMUPF: Protocol for managing User Plane function in IMT-2020 network;
- Q.FMEC-SRA: Signalling requirement and architecture for federated multi-access edge computing;
- Q.HP2P-pp: Hybrid peer-to-peer (P2P) communications: Peer protocol;
- Q.HP2P-omp: Hybrid P2P communications: overlay management protocol.
The Work programme of the WP2/11 will be updated accordingly. WP2/11 sent one liaison statement. The list of iLSs and oLS is available in
SG11-TD74/WP2.
The reports of interim Rapporteur meetings of Q6, 7, 8/11 were approved by WP2/11 accordingly.
WP3/11
WP3/11 consented two draft Recommendations, as follows:
- ITU-T Q.4044 (ex Q.vs-iop-ts) “Test suite for interoperability testing of virtual switch” which provides test suite for interoperability testing of virtual switch and contains test cases specifying the test objective, test procedures and expected results (SG11-TD68/WP3);
- ITU-T Q.4068 (ex. Q.API4TB) “Open APIs for interoperable testbed federations” which provides a generic reference model for testbeds federation and describes the elements of this reference model. This Recommendation contains a technical framework consisting of guidelines, which provides a common reference for developers in order to facilitate the implementation and promotion of interoperability of testbeds. (SG11-TD92-R1/WP3).
WP3/11 agreed to start a new work item Q.N-att-framework “Framework of NFV automated testing” (
SG11-TD88/WP3).
Also, WP3/11 achieved progress on the following ongoing work items:
- Q.GDC-IoT-test: Testing requirements and procedures for Internet of Things based green data centres;
- Q.BaaS-iop-reqts: Interoperability testing requirements of blockchain as a service;
- Q.vbng-iop-ts: Test suite for interoperability testing of virtual BNG.
The Work programme of the WP3/11 will be updated accordingly. WP3/11 sent four liaison statements. The list of iLSs and oLS is available in
SG11-TD66-R1/WP3.
