Executive Summary of the SG11 meeting (virtual, 18 December 2020)
ITU-T SG11 “Signalling requirements, protocols, test specifications and combating counterfeit products” plenary meeting was held fully virtual on 18 December 2020 and was attended by 116 delegates from 34 countries.
The objectives of the meeting were to take a decision on the proposed new Questions O/11, P/11 and revision of current Q8/11 (H/11) for the Next Study Period based on the outcomes of interim sessions of SG11 dedicated to preparation for WTSA-20.
The SG11 plenary was supported by
ITU MyMeetings remote participation tool and simultaneous interpretation. Remote participation guideline was available on the SG11 webpage for

4 SG11 Structure and Management
There were no changes to the structure of SG11.
5 Questions
SG11 made a decision on two new Questions O/11 and P/11 as well as a new text for current Q8/11 (see details below).

There were no changes since last SG11 meeting (July 2020).

8 Highlights of the SG11 meeting
At this particular meeting, SG11 achieved the following outcomes:
- The report of interim SG11 NSP sessions (October-November 2020) was considered (SG11-TD1500/GEN) and all received contributions were presented (C555; C556-R1; C557-R1; C558; C559; C560; C561; C562; C563; C564);
- SG11 did not approve new Questions O/11 and P/11, according to the following reasons:
- There was no consensus on the proposed texts of new Questions O/11 and P/11 (SG11-TD1495/GEN, SG11-TD1496/GEN);
- There was no consensus on creation of two new Questions O/11 and P/11;
- There was no consensus on the following actions according to cl.7.2.3 of Resolution 1 of WTSA-16:
- There was no consensus on the approval of those Questions by consultation of the Member States;
- There was no consensus to continue discussion of those two new Questions during this Study Period.
- The Chairman’s proposal to inform IETF working groups on the status of the SG11 discussions and consult whether they would wish to hold a joint brainstroming session in order to discuss the issues was not supported;
- It was agreed that the Chairman will inform TSAG about decision of this meeting accordingly;
- SG11 agreed the new text of revised Q8/11 (H/11), SG11-TD1497-R1/GEN. The TSAG-TD977 will be revised accordingly;
- The received LSs from TSAG (SG11-TD1464/GEN) and ITU-T WP4B (SG11-TD1489/GEN), which are related to the subject of the meeting, were taken for information;
- The remainder iLSs (SG11-TD1494/GEN) will be discussed at the next SG11 meeting (17-26 March 2021).
9 Outgoing Liaison Statements
SG11 Chairman will inform TSAG on the SG11 decision on Questions O/11 and P/11 respectively. The oLS which Chairman sent to TSAG in August 2020 was taken for information (
SG11-TD1463/GEN). There were no other oLSs considered.
