22 February 2003The first version of the Software Copyright Guidelines including Software Copyright Statement and Licensing Declaration form was agreed for trial use and posted on the ITU website by Study Groups.

7 December 2011It was agreed to publish the Software Copyright Guidelines version 3.0.
