Anders Andrae
Senior expert, Huawei
Dr. Anders S.G. Andrae received the M.Sc. degree in chemical engineering from the Royal Institute of Technology, Stockholm, Sweden, in 1997, and the Ph.D. degree in electronics production (microsystems packaging) from Chalmers University of Technology, Gothenburg, Sweden, in 2005.He worked for Ericsson with Life Cycle Assessment (LCA) between 1997 and 2001. Between 2006 and 2008 he carried out post–doctoral studies at the National Institute of Advanced Industrial Science and Technology (AIST), Tsukuba, Japan.
His speciality is the application of sustainability assessment methodologies to ICT solutions from cradle–to–grave. Lately – apart from compliance, LCA and electricity footprints - he has focused mostly on Circular Economy-related topics in European Telecommunications Standards Institute’s (ETSI), International Telecommunication Union (ITU) and academia.
Since 2009 Dr. Andrae has been the Rapporteur and Editor of several ETSI and ITU Standards and Technical Reports about LCA and Circular Economy.
He is currently driving standardization of circular economy metrics for ICT goods. He has previously published three books and 30 peer–reviewed journal papers. Since 2008 Dr. Andrae has been with Huawei Technologies in Sweden as Senior Expert of LCA. |

She has successfully negotiated lucrative telecom deals with the CEO’s of companies in North and South America, Africa, the Middle East, the South Pacific, Europe, Asia and the Caribbean.
H.E Makeda Antoine-Cambridge has a BS in Computer Information Systems, an MBA (Strategic Management)and a MSc in Management Research. She has lived in Trinidad and Tobago, Jamaica and the United Arab Emirates and has been integral to the leadership and development of three NGOs in areas of gender, youth leadership, infectious diseases, education and the elderly.

 Pernilla Bergmark
Master Researcher, Ericsson
Pernilla Bergmark is a Master Researcher at Ericsson focused on the sustainability impacts of ICT. Her research interest includes methodology development and assessments related to climate impacts, circular economy, smart sustainable cities, and the Global Goals. Pernilla is a co-rapporteur of ITU SG5 Q9 and she is also active in ETSI EE and the Swedish national committee for ISO TC 268 (SIS TK 588). Currently she is working with Future Earth, Stockholm Resilience Center, WWF and others in the frame of the Exponential Climate Action Roadmap project which outlines the pathway to halving global greenhouse gas emissions by 2030. |
Leila Devia
Director of the Basel Convention Regional Centre for the South American Region, Argentina
Leila Devia is a lawyer who is specialized in juridical regime of the natural resources at the University of Bueno Aires (UBA). She holds a Doctorate degree in Legal Sciences from the University of Salvador and has finalized her postdoctoral studies at the UBA. She is an undergraduate and postgraduate professor of Environmental Law at the UBA; University of Belgrano, UADE, USAL, UNSAM, ITBA, UCEMA.
Currently, Ms Devia is the Director of Basel Convention Regional Centre for the South American Region. She is also the coordinator of Environmental Regulations at the National Institute of Industrial Technology. Leila is the author of numerous publications related to Climate Change (including Argentina’s relation to international trade and forest management). She is also a review expert of the Intergovernmental Panel on Climate Change of the United Nations. |

Dr. Okan Geray has more than 20 years of experience in management consulting in various industries. He has consulted for a number of organizations in Netherlands, France, Italy, Germany, South Africa, Turkey and Dubai. He has worked in A.T. Kearney global management consulting firm for 6 years and was a member of global Telecommunications and High Technology core team before he joined Dubai Government in 2002. He has worked as the strategic planning advisor in Dubai eGovernment, Dubai Smart Government, and more recently in Smart Dubai Office after its establishment. His responsibilities include Strategic Planning, Strategic Performance Management and Policy Making.
He was the Co-Chair of Enhancing Innovation and Participation Working Group in United for Smart Sustainable Cities (U4SSC) joint global initiative by ITU and UNECE. This working group addressed Smart Governance, Smart Economy and Smart People aspects in smart cities. He is currently leading two deliverables globally in U4SSC; namely “Guidelines on Strategies for Circular Cities” and “City Science Application Framework”. He is the Co-Chair of “Data Economy Impact, Commercialization and Monetization” Working Group in ITU Focus Group on Data Processing and Management. He is also the Co-Rapporteur of ITU Study Group 20 Question 7 on “Evaluation and assessment of Smart Sustainable Cities and Communities”.
He holds double major B. S. degrees in Industrial and Computer Engineering from Bosphorus University in Istanbul Turkey, an M.S. degree in Electrical Engineering and a Ph.D. degree in Systems and Control Engineering from University of Massachusetts in US. He has published journal and conference papers and has been an adjunct lecturer in management for 15 years.

Malcolm Johnson
Deputy-Secretary General, ITU
Mr Malcolm Johnson was re-elected ITU Deputy Secretary-General on 1 November 2018 for a second four-year term starting on 1 January 2019.
During his first term as Deputy Secretary-General, he implemented many efficiency measures releasing more resources to key ITU activities and delivered balanced budgets. He led the Management Board for ITU’s new headquarters building from initiation to selection of architect and concept design. He has modernized ITU’s physical security, improved internal coordination and streamlined and digitized many internal processes substantially reducing paper consumption. He facilitated more inclusive participation in ITU’s work through the use of remote participation in meetings.
Prior to serving as Deputy Secretary-General, Mr Johnson served from 2007 to 2014 as Director of ITU's Telecommunication Standardization Bureau where he initiated the “Bridging the Standardization Gap programme” which has resulted in nearly 50 more countries, mainly developing countries, becoming active in ITU’s standards work; and the “Conformity and Interoperability programme” which helps developing countries prevent low quality and counterfeit ICT equipment from entering their markets. During his time as Director, he introduced a number of gender parity policies, and the percentage of women professionals increased from less than 20 percent to over 40 percent. He also initiated much of ITU’s current work related to environmental issues and accessibility.
Between 2003 and 2006, Mr Johnson was International Coordinator at the United Kingdom’s Office of Communications (Ofcom), where he had lead responsibility for the United Kingdom in ITU.
From 1992 to 2003, he was Director of the United Kingdom’s Radiocommunications Agency and was the European Coordinator for three ITU World Radiocommunication Conferences.
Between 1988 and 1992, he worked in the European Commission’s Telecommunication Regulations Division, where he represented the Commission in the Council and the Parliament of the European Union.
Born in Trallwng, Wales, United Kingdom, Malcolm Johnson graduated from the University of Wales, Cardiff, with MSc and BSc (1st class honours) degrees in 1976. He is a Chartered Engineer, a Fellow of the Institution of Engineering and Technology, an Honorary Professor of Amity University and an Academician of the International Telecommunication Academy. |

Dr. Barbara Kolm holds degrees in business studies and economics, she serves as CEO in private enterprises as well as NGOs and teaches at universities. Main fields of her academic work are efficiency processes, transparency, financial and legal foundations of administrative and state institutions – on regional, national and supranational level. Kolm publishes economic analyses, provides expertise on smart structural reforms and creation of sustainable growth. Kolm, founding Director of the Austrian Economics Center, is a frequent speaker at international conferences and serves as board member of several economic and academic associations e.g. supervisory board of ÖBB (Austrian Railways), WU (Business University Vienna), APEE (Association of Private Enterprise Education in the USA) and chairperson of the board of CAMP helping create special economic zones in Honduras to boost local employment. Maricela Muñoz
Minister Counsellor, Costa Rica
Ms. Muñoz is Minister Counsellor at the Permanent Mission of Costa Rica to the United Nations in Geneva. She has more than 20 years of experience working in multilateral diplomacy, with governments, international organizations and agencies, including USAID, the World Bank, IUCN, The Nature Conservancy, Avina Foundation, the U.S. State Department, and most recently the Ministry of Foreign Affairs of Costa Rica.
She holds a M.Sc. in Banking and Finance, from the University of Costa Rica and completed an Executive Leadership Program from the Kennedy School of Government at Harvard University.
Ms. Muñoz is particularly interested in the transformation of the global economy to become a digital one, namely the rapid development of telecommunications and information technologies, the internet of things, blockchain and blended learning, to advance global and sustainable socio-economic growth, employment, inclusiveness and competitiveness. Doctor in Law from the Universidad Iberoamericana (UNIBE), Dominican Republic, with a Master's Degree in International Trade from Ajou University, South Korea in the framework of the Korea International Cooperation Agency (KOICA) Scholarship Program and a Master's in Economics, with Specialization in International Economics and International Trade of the Pontifical Catholic University Mother and Teacher (PUCMM) and Paris I University Pantheon-Sorbonne, France. David Oehmen
Associate Programme Officer - Digital strategies and innovation, UNFCCC
David Oehmen leads the work on digital strategies for climate change adaptation of the United Nations Framework Convention on Climate Change (UNFCCC) secretariat. As such, he oversees the substantive and technical development of new tools and services and advises colleagues in the establishment of new digital solutions in relation to climate resilience. He is also working on fostering private sector engagement in climate resilience.
David has studied International Relations and Communications and has subsequently specialized on how digital solutions can help manage climate change impacts. |

Neil Sahota (萨冠军) is an IBM Master Inventor, United Nations (UN) Artificial Intelligence (AI) subject matter expert, and Chief Disruption Officer (Emerging Technology) for the University of California system. With 20+ years of business experience, he works with organizations to create next generation products/solutions powered by emerging technology. His work experience spans multiple industries including legal services, healthcare, life sciences, retail, travel and transportation, energy and utilities, automotive, telecommunications, media/communication, and government. Moreover, Neil is one of the few people selected for IBM's Corporate Service Corps leadership program that pairs leaders with NGOs to perform community-driven economic development projects. For his assignment, Neil lived and worked in Ningbo, China where he partnered with Chinese corporate CEOs to create a leadership development program.
He actively volunteers with nonprofits for event management, fund raising, grant reviews, and site visits. Neil is an active member of the UCI Alumni Association and serves on the Board of Directors for the Orange County Marathon, supporting their work with the OC Kids program in fighting childhood obesity. |
Nevine Tewfik
Senior International Relations Expert, Ministry of Communications and Information Technology (MCIT), Egypt
Nevine Tewfik is The Senior Expert of the International Relations Division at the Ministry of Communications and Information Technology- Egypt. With a background in development and political science, Nevine joined MCIT in 2001. Since then, she has been actively involved in bilateral and multilateral portfolios and in representing Egypt and the Ministry in different international and regional forums including the CDEP/ OECD, UNESCO, ITU, UNICEF, EU and the World Bank among other organizations. Nevine has been involved in the development of projects with international partners as well.
Throughout her career at MCIT, Nevine has developed, formulated and contributed to many key strategic papers and documents including MCIT's strategies, policies and vision papers. Nevine has more than 25 years- experience in the fields of socio political research, international relations and sustainable development. For the past years, Nevine has worked intensively in the development and dissemination of the Green ICT portfolio and Child Online Protection programs in Egypt and reaching out to the region, as well as engaging Egypt actively in the international dialogues on the subjects. She represented the projects at related conferences including the different rounds of IGF, as well as at a number of OECD meetings. Ms. Tewfik is also Vice chair of SG5 of ITU-T on the Environment, Climate Change and Circular Economy, rapporteur of question 7 on circular economy including e- waste and vice chair of the SG5 regional Arab and African groups.

Maria Victoria Sukenik
Chairman, ITU-T Study Group 5 “Environment, Climate Change & Circular Economy"
Degree in International Relations, she studied at the University of Salvador, Buenos Aires, Argentina. Also completed a Master's Degree in International Economic Relations, at the University of Buenos Aires; and a Postgraduate in Governance and Institutional Development at the University of Alcalá de Henares, Spain. She worked in the private sector, in wholesale banking, and since 2004 she joined the Public Administration of the Argentine Republic. Initiating its work, first in the Ministry of Economy to join in 2006 as advisor in international affairs in telecommunications, ICT, satellite and postal services, in the former Secretary of Communications.
Currently, Ms Sukenik works at the Secretary of Information and Communication Technologies (SeTIC), depending on the Office of the President. Representing Argentina in international and regional meetings (ITU, CITEL, UNASUR, MERCOSUR, among others).During WTSA-16 she has been appointed as ITU-T Study Group 5 Chairman, for the period 2017-2020. Also appointed as Vice-chairman United for Smart Sustainable Cities (U4SSC). From January to July 2017, Victoria participated in the Regulatory Experience Programme of the State Secretariat for the Information Society and the Digital Agenda of Spain. |

Sonia Valdivia is Program Manager at the World Resources Forum on ‘sustainable recycling industries’ and ‘life cycle management (LCM)’. She was Programme Officer at the United Nations Environment Program (UNEP) (2005-2014), and coordinated the UNEP/SETAC Life Cycle Initiative Secretariat. She has a PhD in environmental management and policies from the Technical University of Karlsruhe and a Honorary Professorship from the Leuphana University (Lüneburg). Co-author of UNEP/SETAC publications on “Social Life Cycle Assessment”, “LCM – How business uses it to decrease footprint” and “Towards Life Cycle Sustainability Assessment”, and WRF publications on ‘Worst to Good practices in Secondary Metal Value Chains’ and ‘Life Cycle Assessment of Worst Practices in Secondary Metal Value Chains’. She is advisory board member of the Consumer Information Program of the United Nations and of the Life Cycle Initiative. |
Piyush Verma

Piyush currently works as Senior Energy Market Analyst at the International Energy Research Centre, Ireland where he leads the policy & regulatory innovation work. He is an energy transition policy expert and works on the intersection of technology, society, environment & governance.
He has significant expertise on policy and regulatory aspects of digitalization, blockchain and other frontier technologies for the energy sector. He has also managed the Ireland’s first blockchain based peer-to- peer energy trading project funded by the Irish government. He has extensively published on energy and climate change issues on the technology as well as policy side and received several recognitions. He has been selected as Global Future Energy Leader by the World Energy Council, London in 2018.
