Shan is the vice-chair of ITU&WHO Artificial Intelligence for Health focus group and was elected in the roster of WHO digital health expert. She is a senior standards and strategic expert from E-Health Department of Cloud Computing & Big Data Research Institute in China Academy of Information and Communications Technology (CAICT), also the head of International collaboration group of Health &Medical bigdata and network research center in CAICT. She joined many national science and technology projects and participated in “MIT Technology Review: AI in health care: Capacity, capability, and a future of active health in Asia”,” People-oriented, Artificial Intelligence Drives the Development of Medical System (2019)”, “WHITE PAPER SERIES ON MEDICAL AI: Value first, Artificial Intelligence Drives the Development of Medical System(2019)”,"Medical Health IoT White Paper (2018) "& “Medical Artificial Intelligence Technology and Application White Paper(2018)". She used to support China-EU ICT Dialogue, National Informationization Plan of the 13th Five-Year Plan, and work on Smart medical industry planning in many cities across China.
