Simon Peter Akugizibwe ACIM Simon Peter Akugizibwe, ACIM, B.Sc. Tel Eng. has held various positions such as: Head of Products (Marketing) - Airtel Uganda, Executive Producer and Head of Strategic Oversight – Wandulu Productions (Media House), Co-Founder & CEO HUB360° - Start up - Pro Bono Marketing, Branding & Business Consultancy & Think Tank (Part time), Co-Founder and Marketing Head –HISMAK – ICT Start up (Part time) and TV Host – Upcoming show "Marketing Connect" sponsored by Uganda Marketers Society (Part time). He has more than 10 years' of experience in New Product Development of Internet, VAS, Enterprise, Devices & Digital solutions. Simon recently ventured into media production specializing in content development, scriptwriting, executive production and strategic oversight. He has a B.Sc. Telecommunication Engineering from the University of Dar-es-Salaam, a Professional Diploma in Marketing in Digital Strategy Level 6 from Chartered Institute of Marketing (CIM), a Masters in International Business Administration (MIBA) from Paris ESLSCA Business School (ongoing) and a Post Graduate Diploma in Management from Paris ESLSCA Business School (ongoing). He is also a member of Uganda Marketers Society (UMS) and the Information Communications Technology Association of Uganda (recently joined). His interests include OTT, IoT, M2M learning, AI, Big Data analytics, Entrepreneurship, Start-ups, Renewable energy and Media.
Mustafa Al Mahdi ITU Arab Regional Office Mustafa graduated with the highest honors B.sc in Telecommunication and Control Engineering and merit Master Degree in Telecommunications Management in 2005 and 2009 respectively. He is currently doing a PhD in Management of Technology at Nile University-Egypt. Mustafa worked for Telecommunication and Postal Regulatory Authority of Sudan for 9 years from, May 2005 to July, 2013 and in different sections, ranging from technical and regulatory issues (licensing, interconnection, QoS, spectrum management,…etc) to international relations related matters. In August 2013, he joined the ITU in the Arab regional Office and he is responsible for Arab Least Developing Countries enabling environment programme, ICT & Climate Change, Smart and Sustainable Cities, IoT, E-waste, Emergency Telecommunication, ITU Academy and the regional coordinator for capacity building programmes and ITU Arab CoEs Network. His current research interests are in the broad areas of Technology Management of 5G and IoT wireless and mobile technologies, green environment (EMF, E-Waste, Energy), and intelligent wireless solutions for smart cities including smart water management.
Kees Baldé United Nations University Dr. Kees Baldé is a Senior Programme Officer at the Sustainable Cycles Programme at the United Nations University. He is the focal point for statistics, guides staff and strategically develops the team. He is the main author of the first and the second edition of the Global E-waste Monitor that he prepared together with the Global E-waste Statistics Partnership. In the EU, Kees participated in a large consortium to develop a methodology and the first of its kind harmonized statistics on the Urban Mine for e-waste, batteries and End-of-Live vehicles. His achievements have been awarded by being the chair of the Taskforce on Waste Statistics of the UNECE Conference of European Statisticians that is tasked to develop a framework for waste statistics that is fit to purpose to monitor current and future (circular economy) waste policies. Next to that, Kees is a member of the board of directors of the Dutch Waste Electronical and Electronic Appliances Register. Previously, Kees worked at Statistics Netherlands, as the deputy head of the team Environment Statistics. He earned his PhD at the Faculty of Chemistry at Utrecht University on the subject of hydrogen.
James M. Kilaba TCRA-Director General-Board Member Eng. James M. Kilaba, is the Director General of the Tanzania Communications Regulatory Authority (TCRA), the government communications regulatory entity that regulates the country's Information and communications Technologies (Telecommunications, Postal and broadcasting) Sectors. Eng. Kilaba is a graduate of Master's degree in Telecommunications and Information Systems and a Bachelor's degree in Telecommunications and Information Systems Engineering, Essex University United Kingdom, 2002 to 2003. Bachelors' Degree, Electronics and Communications Engineering, University of Mysore (India), 1986 to 1990 and Diploma in An international Diploma Course on Development and Management of Small Businesses & Industries, Galilee College of Israel in 2007. Additionally, he has completed a postgraduate Diploma course in Business Administration. Before his new appointment, Eng. Kilaba held various posts, progressively from being an Executive Engineer to Director of ICT in TCRA. He has been working in the communications sector regulation for more than 20 years. Over this period he has been a pioneer in many ICT development initiatives in the country and beyond. He has also been active participant in the ITU Standardization and Development activities as well as serving the ITU as ITU-T Study Group 2 Vice Chairman for two Study periods (2009–2016). At East Africa region level, the TCRA Head was the motivator behind the establishment of the EACO Standardization Group in East Africa. James Kilaba is a registered Professional Engineer with Engineers' Registration Board (ERB) of Tanzania, Senior Member of the Institution of Engineers Tanzania and Member of the Institution of Electrical and Electronics Engineers (IEEE) of USA for over 15 years.
Joost de Kluijver Director, Closing the Loop As the founder of social enterprise Closing the Loop (CTL), Joost de Kluijver has brought 'urban mining' to Asia and Africa. His organization buys broken mobile phones (e-waste) in emerging markets, enabling their proper recycling. Joost also worked in and co-owned an international electronics re-use company. He now uses his experience to “make mobile phone usage sustainable” at CTL. CTL has set up practical waste collection projects in collaboration with the informal industry, in Asia and Africa. This has resulted in two million scrap phones being saved from local dumps. The concept leads to less waste and less pollution, while adding to urban mining, to clean jobs in poor countries and to awareness on waste management. CTL created a business model based on this experience. It offers partners and customers on-demand waste collection. Based on the concept of carbon offsetting, CTLs approach allows for the material footprint of a phone to be offset. This circular services offers a practical and effective first step towards a waste free industry. Joost has also worked for Accenture and the Global Reporting Initiative.
Paolo Gemma Huawei Paolo Gemma is a senior Specialist and representative of Huawei on issues related to energy saving and environmental sustainability. Prior to joining Huawei, Dr. Gemma was working with Nokia Siemens Networks, where he was responsible for EMC (electromagnetic compatibility) and electrical safety areas. He also worked in the Siemens Communications Division. Dr. Paolo Gemma also plays an active role in international standardization activities. Since 1993, he has been engaged in ETSI (European Telecommunication Standard Institute) activities and he also participates in the development of EMC standards. In 1997, Dr. Gemma joined ITU-T Study Group 5 on Environment, Climate Change and Circular Economy as a Rapporteur and he is now the Chairman of Working Party 2 “Environment, Energy Efficiency and the Circular Economy”. He also acts as Vice-chairmen of the United for Smart Sustainable Cities (U4SSC) initiative. In 2002, Paolo Gemma was appointed as the Secretary of the Committee ETSI TC EE and as of 2009 he holds the position of Chairman of the EEPS EE (eco Environmental product standard) working group. Paolo Gemma is a graduate in electrical engineering from the University of Genoa.
Okan Geray Smart Dubai Office, Strategic Planning Advisor Dr. Okan Geray has more than 20 years of experience in management consulting in various industries. He has consulted for a number of organizations in Netherlands, France, Italy, Germany, South Africa, Turkey and Dubai. He has worked in A.T. Kearney global management consulting firm for 6 years and was a member of global Telecommunications and High Technology core team before he joined Dubai Government in 2002. He has worked as the strategic planning consultant in Dubai eGovernment, Dubai Smart Government, and more recently in Smart Dubai Office after its establishment. His responsibilities include Strategic Planning, Strategic Performance Management and Policy Making. He was the Co-Chair of Enhancing Innovation and Participation Working Group in United for Smart Sustainable Cities (U4SSC) joint global initiative by ITU and UNECE. This working group addressed Smart Governance, Smart Economy and Smart People aspects in smart cities. He is currently leading two deliverables globally in U4SSC; namely “Guidelines on Strategies for Circular Cities” and “City Science Application Framework”. He is the Co-Chair of “Data Economy Impact, Commercialization and Monetization” Working Group in ITU Focus Group on Data Processing and Management. He is also the Co-Rapporteur of ITU Study Group 20 Question 7 on “Evaluation and assessment of Smart Sustainable Cities and Communities”. He holds double major B. S. degrees in Industrial and Computer Engineering from Bosphorus University in Istanbul Turkey, an M.S. degree in Electrical Engineering and a Ph.D. degree in Systems and Control Engineering from University of Massachusetts in US. He has published journal and conference papers and has been an adjunct lecturer in management for 15 years.
Vanessa Gray ITU Ms. Vanessa Gray is the Head of the Division for Least Developed Countries (LDCs), Small Island Developing States (SIDS) and Emergency Telecommunications within the ITU’s Telecommunication Development Bureau (BDT). In this position, she is responsible for studying the ICT needs of LDCs, Landlocked Developing Countries (LLDCs) and SIDS, developing specific programs of assistance tailored to address the particular vulnerabilities of these countries, and identifying ICT for development opportunities. Ms Gray coordinates the Telecommunication Development Bureau’s work in the area of Emergency Telecommunications, to develop ICT projects and provide assistance for disaster prevention, preparedness, mitigation, response, and recovery. She is also responsible for the BDT’s work on e-waste and climate change adaptation. Prior to this position, Ms Gray was a Senior ICT Analyst in the BDT’s ICT Data and Statistics Division and contributed to the design and preparation of the Division’s analytical publications, including the Measuring the Information Society Report (MISR). She also contributed to and coordinated the analysis of information society developments, organized ICT-related meetings, and delivered national and regional trainings and workshops on ICT statistics to ITU member states. Ms Gray was the ITU focal point for the Inter-agency and Expert Group (IAEG) on MDG/SDG Indicators and provided advice on the work on monitoring the MDGs and SDGs in the area of ICTs. Ms Gray holds a Master’s degree in Political Science and Economics from the Graduate Institute of International and Development Studies in Geneva, Switzerland.
Gyu Myoung Lee LJMU, UK/KAIST, Korea (ITU-T FG-DPM chair, Q4/20 Rapporteur) Gyu Myoung Lee is with the Liverpool John Moores University (LJMU), UK, as a Reader from 2014 and with KAIST Institute for IT convergence, Korea, as an Adjunct Professor from 2012. Prior to joining the LJMU, he has worked with the Institut Mines-Telecom, Telecom SudParis, France, from 2008. Until 2012, he had been invited to work with the Electronics and Telecommunications Research Institute (ETRI), Korea. He also worked as a research professor in KAIST, Korea and as a guest researcher in National Institute of Standards and Technology (NIST), USA, in 2007. His research interests include Internet of things, computational trust, knowledge centric networking and services, multimedia services, and energy saving technologies including smart grids. He has been actively working for standardization in ITU-T, IETF and oneM2M, etc., and currently serves as a WP chair in SG13, a Rapporteur of Q16/13 and Q4/20 as well as an the chair of ITU-T Focus Group on data processing and management (FG-DPM) to support IoT and smart cities & communities. He is a Senior Member of IEEE. He received his BS degree from Hong Ik University, Seoul, Korea, in 1999 and his MS and PhD degrees from the Korea Advanced Institute of Science and Technology (KAIST), Daejeon, Korea, in 2000 and 2007.
Fryderyk Lewicki Orange Polska, Poland, chairman of ITU-T Working Party 1/5 Fryderyk Lewicki received MSc and PhD degrees from the Wroclaw University of Technology (Poland). He is also a graduate of several telecommunication programs provided by the United States Telecommunication Training Institute in Washington DC (1990-1992). Since 1985 he joined the Orange Labs Poland where he has a position of the Manager on Antennas, Propagation and EMC. He is Chairman of the ITU-T SG5 WP1/5 "EMC, lightning protection and EMF " and for the fourth term the Rapporteur for Question 3/5 "Human exposure to electromagnetic fields (EMFs) from information and communication technologies (ICTs)". In the ITU-R SG3 "Radiowave propagation" he is chairman of the Sub Working Party SWP 3K-2 "Path general propagation method". He is also Past chair of the Polish Chapter of the IEEE EMC Society. The main fields of his activity are: antenna systems, protection against electromagnetic radiation, spectrum management and radiowave propagation.
Sira Ubwa Mwamboya Minister for Infrastructure, Communications and Transportation Zanzibar Dr. Sira Ubwa Mwamboya is currently the Minister for Infrastructure, Communications and Transportation for Zanzibar. She is also a Doctor of Medicine with her degree obtained from Kharikov State Univesity in Ukraine, Russia. In addition to that, she also holds a Master's degree in Tropical Disease from the University of Mahidol in Thailand. In her work with the government she has also been the Minister of Agriculture and Natural Resouces (2013 – 2015) and prior to that she was the Deputy Minister of Health (2010 – 2013). In addition to the aforementioned she has also worked as the Programme Manager for Zanzibar Tuberculosis and Leprosy Programme (1993 – 2006) as well as being the Chairperson of the development committee and the training committee at the Ministry of Health in Zanzibar, just to mention a few. Dr. Sira has not only dedicated her skills and expertise in working with the government but also with companies and NGOs. In her field of work with NGOs, she is currently the Vice Chairperson of Catalyst Organisation for Women Progress in Zanzibar (COWPZ) which is an NGO whose main goal is to promote the welfare of women and children. Dr. Sira has also served as the Permanent Secretary for Tanzania Leprosy Association (2004-2011). Her work with the community is vast with just a couple of her contributions highlighted.
Emmanuel C. Manasseh Principal Research Officer, Tanzania Communications Regulatory Authority (TCRA) Dr Emmanuel C. Manasseh received the BSc. degree in Telecommunications Engineering from the University of Dar Es Salaam, Tanzania in 2005; Masters of Engineering (M.Eng.) degree from the department of artificial complex systems Engineering at Hiroshima University, Japan in 2010; Doctor of Engineering (D.Eng.) from the department of system cybernetics at Hiroshima University, Japan in 2013. From 2005 to 2007, he was with Celtel Tanzania Limited, as a Telecommunications Engineer, working on Operation & Maintenance of all 2G/3G base station subsystem (BSS). From April 2013 to March 2014, he was an assistant Professor at Hiroshima University in the Department of System Cybernetics. From May 2014 to Nov 2014, he was a lecturer at Nelson Mandela African Institute of Science and Technology (NM-AIST) Arusha, Tanzania. Dr. Manasseh is currently working as a Principal Research Officer at Tanzania Communications Regulatory Authority (TCRA). His research interests are in Statistical signal processing, wireless communications and networking, detection, estimation, with emphasis on OFDM and MIMO techniques. Recently, he is also conducting research on Signal processing for big data analytics, Smart Grid Communications, IoT and Physical layer security. Dr. Manasseh is a member of Institute for Electrical and Electronics Engineers (IEEE); Signal Processing Society and Communications Society. He is also a member of the Institution of Engineering and Technology (IET) UK, European Signal Processing Society and Asia Pacific Signal and Information Association (APSIPA).
Olivier Mbera Country General Manager for Enviroserve Rwanda Green Park Mr. Olivier Mbera is an Environmental Engineer by profession. He earned a MSc. Degree with honours from the China University of Geosciences in China. He is currently the Country General Manager for Enviroserve Rwanda Green Park, a leading e-waste recycling company in East Africa which operates the Rwanda E-waste dismantling and recycling Facility in partnership with the government of Rwanda. He is also the Chairperson for the EACO Regional Steering Committee on e-waste management and representative of the African Circular Economy Network (ACEN) Chapter in Rwanda. He has worked for UNIDO as national consultant where he participated in numerous project studies and implementation follow ups. He led the development of the E-waste management project in Rwanda and worked as the E-waste Project Manager under the Rwanda Ministry of Trade and Industry. He has been a national expert for different program including: Resource Efficient and Cleaner Production , Sustainable Consumption and production and Lake Victoria Environment Management Program II ( LVEMP II).
Innocent-Prime Michael Mungy Master of Ceremony (MC) Mr. Innocent P. M. Mungy is a seasoned PR and Corporate Communications Practitioner. He worked as the Head of Corporate Communications at Tanzania Communications Regulatory Authority, since January 2008 to February 2018. He has worked for the Authority for 10 years. He is currently with the Ministry of Works, Transport and Communications in the Communication Sector. He is a fully accredited member of the UK based, The Chartered Institute of Public Relations (MCIPR) since March 2003. He is also a full member of the International Association of Business Communicators (IABC). He is the Associations’ Tanzania Chapter Vice President-Administration. He holds an MA in Communications Management from London Metropolitan University’s Sir John Cass School of Art, Media and Design. Mr. Mungy has worked in many positions in the PR and Communications field in both Tanzania and abroad for the last twenty eight years, having started as an Assistant Public Relations Officer in 1989 to a Public Relations Manager with the then National Bank of Commerce (NBC) in 1997, where he was involved in publicity of the Bank services. His rich voice is still remembered as the main voice of the Bank's weekly radio programme “BENKI YAKO.” He later on joined Air Tanzania Corporation (ATC) where he was the Head of Public Relations and Communications for five years until when he moved to United Kingdom to join his family. While in UK, Mr. Mungy worked for The UK Department for Constitutional Affairs as a Communications Event Coordinator for The Unified Courts Administration Programme (UCAP) from 2003 to 2004. He was later transferred to Her Majesty's Courts Service Communication Directorate where he worked as Communications Planner from June 2004 to 2006 May. He returned home to Tanzania in June 2006 to Head the Information, Education and Communications Unit of the Vice President's Office. In January 2008, Mr. Mungy joined TCRA on secondment from The Vice President’s Office and he was letter transferred to the Authority on permanent basis in May 2009. Mr. Mungy played a key role in the implementation of the National Communications Strategy for Analogy Switch Off in Tanzania as the face of the Public Awareness Campaign and spearheads the campaign in print and electronic media, as well as in the Social Media. The Communication Strategy was been a very successful one the Tanzania, EAC and SADC region. He managed recourses mobilization for the campaign which was financially demanding, in which resources in terms of financial and human as well as Air Time for TV and Radio was obtained, jingles and spot announcement were contributed. He handled the counterfeit mobile switch off in Tanzania in 2015 to 2016 where there was 40% of counterfeit phones and managed a good communication strategy and by June 2016, only 2% counterfeit phones were in the market before finally were switched off. He played a key role on other national communications strategies including the Operation Kimbunga where he managed the communications planning and handling the international media engagement and management. Mr. Mungy is a visiting lecturer of PR and Communications to various higher learning institutions in Tanzania. He is also a mentor to a number of PR and Communications practitioners in Tanzania. Mr. Mungy has also been involved in many charity Fund Raising for Girls and ICT projects in Tanzania, Fistula Treatment through Sheer Illusion Charity Ball as well as building Hostels and Children Centre for students with Children at the University of Dar es Salaam, and many other social needs.
Ramadhan Muombwa Mwinyi Ministry for Foreign Affairs & East African Corporation Ambassador Ramadhan Muombwa Mwinyi is the Deputy Permanent Secretary - Ministry of Foreign Affairs and East African Cooperation. He had previously served as Deputy Permanent Representative of the United Republic of Tanzania to the United Nations in New York and Chief Secretary in the Revolutionary Government of Zanzibar. He is married and he has three kids.
Helen Cynthia Nakiguli Uganda Communications Commission Senior Officer – Environment Management at the Uganda Communications Commission, with overall responsibility of developing and overseeing implementation of environmental management and sustainability guidelines in the ICT sector. Chairperson of the ITU-T SG5 Regional Group for Africa for the study period 2017-2020 with an MSC in Environmental Management (climate change pathway), an honours degree in Environment Engineering and Management, PGD in project planning and management.
Vadim Nozdrin Study Group Department, Radiocommunication Bureau, ITU Since 2010 Vadim Nozdrin is Counselor of ITU-R Study Groups, in particularly dealing with operational and technical aspects of systems for remote sensing and space research, operating on both ground-based and space-based platforms, as well as airborne and maritime communications. Before he has been working on technical and regulatory aspects of satellite coordination at Space satellite Department of ITU’s Radiocommunication Bureau since 2000. He has a degree in telecommunication engineering (1988), and a PhD in telecommunication economy (1998) from the Moscow University of Telecommunication and Information.
Percy Onianwa Executive Director, Basel Convention Coordinating Centre for the African Region Percy Onianwa obtained his undergraduate and postgraduate degrees in Chemistry from the University of Ibadan in Nigeria. He is currently Professor of Analytical/Environmental Chemistry at the same University. His research interest has centered around environmental monitoring and assessment, modelling, method development, and waste management. In this regard he has also been actively involved with the work of the Basel Convention Coordinating Centre for the African Region (BCCC-Africa), one of the regional centres of the Basel Convention, which is located on the campus of the University of Ibadan. In January 2016, he was appointed to the position of Executive Director of the Centre. The Centre has been actively involved in capacity building, awareness raising and research on the management of various hazardous wastes, including e-waste. Percy is also involved with chemical products standardisation work at the national and continental level. He is currently, Chairman, Technical Committee on Chemicals, Cosmetics and Allied Products of the Standards Organisation of Nigeria (SON), and also member of the Technical Harmonisation Committee (THC) 05 (Chemistry & Chemical Engineering) of the African Organisation for Standardisation (ARSO).
Virginia Onyara Multimedia University of Kenya Virginia Onyara is a PhD student at the University of Nairobi, School of Business, pursuing a doctoral programme in Business Administration. She has an MBA in Human Resources Management and a Bachelors degree in Education (Arts) both from Kenyatta University, Kenya. She is an e waste specialist and a green ICT expert, a member of the East Africa Regional and Kenya's National E waste Management Committees, a member of the Multimedia University of Kenya (MMU) environmental sustainability committee and a member of the East Africa's Communication Organisation (EACO) Working Group 7 (E waste and Counterfeit Gadgets). Virginia works at Multimedia University of Kenya at Research and Innovation division as a research administrator. Her research and work interests include and are not limited to environmental sustainability, Policy formulation, strategy development, capacity building, project implementation and awareness creation. She has over 10 years experience in Administration and over 5 years experience in e waste management and green ICT fields.
Eiman Farouk Mahmoud Osman SG5RG-ARB Chairman and SG5 Vice-chairman Period (2017 – 2020) Eiman Farouk is a head of Environmental Effects Division, working at Telecommunications & Post Regulatory Authority (TPRA) Technical Department in (Standards & Specifications section) she has experience on: Management of electromagnetic radiation issued by radio stations. Electronic waste management for communication and information technology equipment. Minimize environmental impacts and climate change from the use of communication technology.
Denis Rugege Board Member of the Rwanda Green Building Association and Chairman of the Green Economy Advisory and Research (GEAR) Dr. Denis Rugege Chairman and Managing Director of Green Economy Advisory and Research (GEAR) Ltd. - Rwanda. He is lead expert on the Green Economy approach that is anchored around resource efficient, low-carbon and climate resilient in economic activity and livelihoods. His experience includes technical capacity strengthening support in the elaboration of green growth policy and strategic frameworks into implementation programmes at national and local levels. His current activities include performance evaluations of policy and programme effectiveness as well as capacity strengthening for environmental sustainability and climate resilience. Previously, Dr. Rugege served in senior research and academic positions for over 20 years respectively at the Institute of Natural Resources and the University of KwaZulu-Natal South Africa, where taught post-graduate courses and as well carried out and supervised research in topics including environmental sustainability gender and climate resilience. He holds Bachelor of Science from the National University of Lesotho, Master of Science and PhD degrees awarded by the International Institute for Geo-Information Science and Earth Observation and Wageningen University, the Netherlands.
Maria Sasabo Permanent Secretary, Ministry of Works, Transportation and Communications Dr. Maria Sasabo is a Permanent Secretary (Communication) in the Ministry of Works, Transport and Communication, Tanzania from December 2016. Dr. Sasabo has been involved in the telecommunication operation, education and regulation field for 32 years specializing in areas of Data Communication, Revenue Assurance, Next Generation Networks and Code Division Multiple Access (CDMA). She started her professional life in 1986 as senior technical officer at Tanzania Telecommunications Company Limited (TTCL), and thereafter Executive Engineer project resource planning and scheduling, Chief Engineer new technologies, manager switching and data planning, Manager revenue assurance and Manager regulation central zone at Tanzania Communications Regulatory Authority (TCRA). Dr. Sasabo holds a PhD in Communication Engineering. She is married with three children.
Anne Rita Ssemboga Programme Officer ITU Anne has been monitoring and analyzing new technologies and their impact on ICT policy, regulation, economics and market structure for some 20 years. She began her career in the industry at the Uganda Communications Commission (UCC), the regulatory agency in Uganda and was the Head of the Competition and Economic Regulation before joining the ITU in 2013. At ITU, Anne is working with the Regional Office for Africa based in the Southern Africa Office, Harare Zimbabwe as a Program Officer. She is a focal person for a range of issues ranging from Economics and Finance, policy and regulation, ICT statistics and measurements, ICT & climate change among others. She has contributed to a number of technical papers and discussions at national, regional and international levels in areas such as universal access, broadband infrastructure investment & pricing, international internet connectivity (ICC), International Roaming, Mobile Finance, eWaste and Climate change, QoS among others. Anne holds a Master's Degree in Economic Policy Management, Makerere University; a Post Graduate DIP in Economics for Competition Law, Kings College, London (UK) and BA (Hons) in Economics.
Victoria Sukenik Chairman ITU-T Study Group 5: Environment, Climate Change and Circular Economy Degree in International Relations, she studied at the University of Salvador, Buenos Aires, Argentina. Also completed a Master's Degree in International Economic Relations, at the University of Buenos Aires; and a Postgraduate in Governance and Institutional Development at the University of Alcalá de Henares, Spain. She worked in the private sector, in wholesale banking, and since 2004 she joined the Public Administration of the Argentine Republic Initiating her work, first in the Ministry of Economy to join in 2006 as advisor in international affairs in telecommunications, ICT, satellite and postal services, in the former Secretary of Communications. Currently, Ms Sukenik works at the Ministry of Modernization, Secretary of Information and Communication Technologies (SeTIC). Representing Argentina in international and regional meetings (ITU, CITEL, UNASUR, MERCOSUR, among others). During WTSA-16 she has been appointed as ITU-T Study Group 5 Chairman, for the period 2017-2020. And in 2017, as Vice Chairman of the Initiative "United for Smart Sustainable Cities" (U4SSC). From January to July 2017, Victoria participated in the Regulatory Experience Programme of the State Secretariat for the Information Society and the Digital Agenda of Spain.
Emilie van Deventer Team leader of the Radiation Programme, World Health Organization Emilie van Deventer is the team leader of the Radiation Programme at the World Health Organization. This programme covers the public health aspects of ionizing and non-ionizing radiation safety. She is responsible for the WHO International EMF Project which provides information on the health impact of EMF exposure and guidance to national authorities on radiation protection programmes. Before joining WHO, she was a professor of Electrical and Computer Engineering at the University of Toronto, Canada. She holds a PhD from the University of Michigan, USA and received a doctorate Honoris Causa from the University of San Marcos, Lima, Peru in 2014.
Elise Vermeersch United Nations University Institute for the Advanced Study of Sustainability (UNU-ViE-SCYCLE) Ms Vermeersch is graduated in Law, she holds a double master degree in New Technologies Law (Lille University, France/Murcia University, Spain) and received a diploma in Intellectual Property Law (Lille University, France). Ms Vermeersch works as a research associate at the United Nations University Institute for the Advanced Study of Sustainability (UNU-ViE-SCYCLE), supporting projects in the area of waste and raw materials management. Ms Vermeersch is also working as a fellow at the United Nations Interregional Crime and Justice Research Institute (UNICRI). She is specifically involved in numerous applied research programmes related to environmental crime, supply chain security, illegal trafficking of goods and products and organised crime. Before joining the UN, she worked within the Corporate Economic Security Direction of a pharmaceutical company where she carried out researches and risk analysis related to cybercrime and cyber-counterfeiting of medicines.
Reyna Úbeda ITU Reyna Úbeda studied Industrial Engineering and she completed a Master on International Management from the University for Economics and Environment Nürtingen- Geislingen in 2014. She joined the ITU’s Standardization Bureau in 2015. She is part of the team that supports ITU-T's activities related to IoT, Smart Cities, ICTs, the Environment Climate Change and Circular Economy. Reyna speaks English, Spanish and German.
Peter Ulanga Chief Executive Officer and member of the Board of Universal Communication Service Access Fund (UCSAF) Engineer Peter Ulanga is the Chief Executive Officer and member of the Board of Universal Communication Service Access Fund (UCSAF) for the past eight years. He has built his career in management and ICT leadership for the over two decades. Internationally, Engineer Ulanga has been involved in the work of International Telecommunication Union (ITU) for the past 15 years contributing in the work of Study Group 2, Study Group 13 and Study Group 5. He served as a Vice Chairperson of Regional Group for Africa of Study Group 5 (2009 to 2016) and a rapporteur of Question 13 and Associate Rapporteur of Question 14 and Question 15 (2010-2016). He has also made many presentations in various international conferences on ICT. Engineer Ulanga in his spare time does software development in Java/Android and iOS Swift, with research interests in IMT2020 and IoT, he is following up technological developments in the Standardization space worldwide mainly through International Telecommunication Union (ITU) and IEEE.
