Mr Avinash Agarwal is an Indian Telecom Service (ITS) Officer of the 1992 batch. He has almost 30 years of extensive experience in Telecommunications, Information Technology, and Broadcasting while serving in various positions in the Government of India. Presently, he is posted as Deputy Director General (Convergence & Broadcasting) at Telecommunication Engineering Centre (TEC), Department of Telecommunications, Ministry of Communications, Government of India. TEC is India's Standards Setting Organisation, where his role includes framing standards, guidelines, and test procedures for telecom equipment and emerging technologies. Previously, as Additional Director General (IT) at Prasar Bharati, India’s Public Sector Broadcaster, he headed various digital transformation initiatives for the twin networks of Doordarshan and All India Radio and also successfully delivered their Global Digital Platform and NewsOnAir Mobile App. This involved live streaming of 230+ radio channels, live TV, text news in multiple languages, podcasts, etc. He also served as State Head Haryana & Senior GM Bharat Broadband Network Limited for the roll-out of the BharatNet Project under the Digital India initiative for providing Optical Fibre Cable connectivity to 6000+ Gram Panchayats in Haryana. His research interests include ethical aspects of Artificial Intelligence. He is the Chairman of National Working Group-9 related to Broadband Cable and TV. He is also the Vice-Chair of National Working Group-3 related to Economic and Policy Issues of International Telecommunication. He also Chairs the Working Group on Anonymization of Data supported by the Ministry of Electronics & IT. He did his B.E. in Electronics & Communications from MNIT Jaipur in 1992 and M.Tech. in Computer Science & Technology from IIT Roorkee in 1994.

Pradipta Biswas Associate Professor, Indian Institute of Science, India
Pradipta Biswas is an Associate Professor at the Centre for Product Design and Manufacturing and affiliated faculty at the Robert Bosch Centre for Cyber Physical Systems of Indian Institute of Science. HIs research focuses on user modelling and multimodal human-machine interactionfor aviation and automotive environments and for assistive technology. He setup and lead the Interaction Design Lab at CPDM, IISc. He is a Co-Chair of the IRG AVA, InternationalTelecommunication Union and a Memberof the UKRI International Development Peer Review College. Earlier, he was a Senior Research Associate at EngineeringDepartment, Research Fellow at WolfsonCollege and Research Associate at Trinity Hall of University of Cambridge. He completed his PhD in Computer Science at the Rainbow Group of Universityof Cambridge Computer Laboratoryand Trinity College in 2010 and wasawarded a Gates-CambridgeScholarship in 2006. He Iundertook a first degree in Information Technologyat the University of Kalyani and a master degree atthe Indian Institute of Technology, Kharagpur. Ahmed ELkaradawy Vice‑Chair, ATU TG Broadcasting, National Telecom Regulatory Authority, Egypt
Mr. Ahmed ELkaradawy is the Manager of the Terrestrial frequency international Coordination department, Vice chairman of the African task group that developed “The Strategy of Introduction Digital Sound Broadcasting in Africa”, and ASMG coordinator of the AI 1.3 (WRC-23). He holds (MSc.) degree in electronic and information technology engineering. With experience in different disciplines including Radio Spectrum management, terrestrial telecommunication technologies, and international Radio Regulations (RR). In addition, he is managing the technical international coordination tasks of FM service and DSB and the Transition to Digital TV in Egypt. He represented Egypt as a member of the Egyptian delegation to the World Radiocommunication Conference (WRC-19).

Luiz Fausto has over 20 years of experience in media technology. He has worked for Globo TV Network in Brazil since 2006, having held multiple positions, and currently acts as Technology & Regulatory Specialist. Lingarajah obtained a B.Sc. degree in Electrical and Electronics Engineering from the University of Peradeniya, Sri Lanka and M. Sc. Degree in Information Management (IM) from Sri Lanka Institute of Information Technology (SLITT). He started his career in 1993, as a Computer Engineer in private company in Sri Lanka and joint at Telecommunications Regulatory Commission of Sri Lanka as an Assistant Director in 1997. Presently, he is working as a Director in the License Management Division of the Telecommunications Regulatory Commission of Sri Lanka (TRCSL). Roberto Mitsuake Hirayama, currently Advisor at the Regulations and Planning Department of Anatel (Brazilian Telecommunication Regulatory Agency), has lots of experience on the Telecom sector, having worked in telecom manufacturers, large and medium sized telecommunications operators and for 18 years at several departments of the Regulatory Agency (Anatel), especially on Planning and Regulation/Policy roles and in the discussions for the adoption of the Brazilian Digital Terrestrial Television System (SBTVD-T) and the discussion on the transition and analogue switch-off currently been performed in Brazil. In ITU, Roberto has been following ITU-T and ITU-D activities since 2008, both in the ITU-T in Study Groups 9 and 16, where he helped standardizing the IPTV/DTV middleware Ginga (H.761), alongside with R&D institutions of Brazil(PUC-Rio, UFJF, and UFPB) and also in ITU D in Study Group 1, where he is Vice-Chair for the Americas and Co-Rapporteur of Question 2/1.

Burama Jammeh Director, Economic Regulation, Public Utilities Regulatory Authority, Gambia
Burama Jammeh is a career specialist in Competition Economist. He is the current Director of Economic Regulation at the Public Utilities Regulatory Authority (PURA). Mr. Jammeh over the years has accumulated vast experience in the field of Economic Regulation, especially in telecommunications, broadcasting and Energy. He is a member of the Gambia’s DTT implementation Taskforce and has contributed to the development of the regulatory instruments for the broadcasting sector in the Gambia. He has an MBA in Financial Management from the Federal University of Owerri in Nigeria. Prior to that, he earlier obtained a BSC in Economics from the Federal University of UYO, Nigeria. He also obtained a Higher Teachers’ Certificate (HTC) from the Gambia College specializing in Mathematics and Physics. Previously, Mr. Jammeh worked with The Gambia’s Ministry of Education as a teacher and later worked with formerly the Christian Children’s Fund (now Child Fund International, specialized in child welfare focuses NGO) as an Administrative Officer. While at the Child Fund, he developed a keen interest in youth development and is still an active member in community and youth affairs.

Kei Kawamura Senior Manager, Advanced Visual Communication Laboratory, KDDI Research Inc., Japan
Kei Kawamura received his B.E., M.Sc., and Ph.D. degrees in Global Information and Telecommunication Studies from Waseda University, Japan, in 2004, 2005, and 2013, respectively. He joined KDDI in 2010. He has been involved with developing HEVC, VVC, and V-DMC standards under JCT-VC, JVET, and MPEG-3DGH. He is currently engaged in the research and development of a video and dynamic mesh coding system at KDDI Research, Inc. His research interests include image and video processing, video and dynamic mesh coding, and multimedia distribution. He is a rapporteur of Question 1 of ITU-T Study Group 9 from 2020. He is a member of IEEE, IEICE, and ITE.

Brij Kothari Lead, Billion Readers (BIRD) Initiative, PlanetRead, India
Dr. Brij Kothari conceived Same Language Subtitling (SLS) on mainstream TV at IIM Ahmedabad in 1996 to guarantee lifelong reading practice and improvement for a billion viewers. Bill Clinton called SLS, "a small thing that has a staggering impact on people's lives," because of the multiple benefits at nation scale: improved reading, Indian language learning, and media acccess. Brij is currently leading the Billion Readers (BIRD) initiative to scale SLS in all Indian languages, supported by a system change grant from Co-Impact and in partnership with the government, TV networks, streaming platforms, and entertainment content producers. He has a Ph.D. in Education and a Masters in Communication from Cornell University. He also has an M.Sc. in Physics from IIT Kanpur and is the founder of PlanetRead and BookBox, committed to scalable solutions for reading and language learning. He is the recipient of the International Literacy Prize from the US Library of Congress.

He handles all the multilateral, bilateral and coordinates with various international organizations like ITU, APT, ITSO, CTO, IEEE etc. Prior to that, he was responsible for standardization portfolio in telecom and related ICT sector of National Standardization Organization (NSO) - Telecommunications Engineering Centre (TEC) under Department of Telecommunications (DoT), Ministry of Communications. He holds the Masters in International Development Policy (MIDP) from acclaimed Sanford School of Public Policy, Duke University, USA. He handles all the activities related to ITU for India as focal point and ITU Councillor. Peter MacAvock Head of Delivery, Platforms & Services, QC Group, European Broadcasting Union
Peter MacAvock is Head of Delivery, Platforms & Services at EBU. He heads the team responsible for innovation projects relating to delivery technologies, spectrum management and software platforms. Amongst other things, he is responsible projects related to hybrid radio and television including HbbTV, DVB, RadioDNS and others. In July 2016, he was elected Chairman of the DVB Project, and retains a role as co-chair of the HbbTV Requirements Group. He is an Irish national living and working in Switzerland.

Satoshi Miyaji Chairman, ITU-T Study Group 9, Japan
Dr. Miyaji has a long history of participating in the ITU-T SG9 (“television and sound transmission, and integrated broadband cable") almost for twenty (20) years as an expert of broadcasting and telecommunications particularly for cable television networks and services. He served as Vice Chairman of SG9 and Chairman of WP1/9 for eight (8) years in 2009 – 2016. At the WTSA-16 (General Assembly of ITU-T), he has been appointed as Chairman of SG9 for the Study Period 2017 – 2020. In KDDI, he is now responsible for development and deployment of entertainment-related business and services such as video streaming, music distribution, e-books, live concert, and so on.

Régis Moulin Co-Chair Technical WG, DVB Native IP
Régis Moulin participated in the first developments of digital television in Europe by joining the pioneering teams of Canal+ and Canal+ Technologies in 1995. Since then, he has worked for many players in the technical distribution of digital television services, including broadcasters, pay-tv bouquet operators, receiver and head-end technology providers, as a product manager and end-to-end service architect. Convinced of the complementarity of broadcast and broadband networks for audio-visual distribution, Régis Moulin is currently co-chair of the DVB-NIP technical group which specifies the standard for the distribution of audio-visual content over IP in the broadcast context.

Subodh Nepal obtained a Master's in communication and information engineering degree from Tribhuvan University, Nepal, and a Ph.D. from Nara Institute of Science and Technology, Japan. Dr. Subodh, presently working in the Ministry of Communication and Information Technology, Government of Nepal is skilled in Public Policy formulation, licensing, radio frequency monitoring, and digital technology analysis. His core competence includes Telecommunication and broadcasting service regulation, spectrum management, and research in recent digital technologies. He has held visiting positions as a lecturer at various universities in Nepal. He has lots of experience in the Telecom and broadcasting sector, having worked for 12 years in the frequency management and technical analysis department, especially in Planning and Regulation/Policy roles in Digital Terrestrial Television Systems and the discussion on the transition from analog to digital transformation of broadcasting services. He is also working as a vice-chair of ITU-T Study Group 3 Regional Group for Asia and Oceania (SG3RG-AO).

Stefano Polidori Counsellor, ITU-T Study Group 9, ITU
Stefano is a Counsellor at the International Telecommunication Union and responsible for the technical secretariat of ITU-T Study Group 9 “Broadband cable and TV”. He is also responsible for the Intelligent Transport Systems (ITS) activities, including the Symposium on the Future Networked Car at the Geneva Motor Show. Stefano is the ITU representative to the European Multi Stakeholder Platform on ICT Standardization at the European Commission. After few years in the private sector, joined the ITU in 2004 covering various positions including Coordinator for ITU Kaleidoscope academic conference and Advisor for Study Group 11 “Signalling, protocols and test specifications”. Stefano holds a Master in Electronic Engineering from the University of Rome, Italy and a Master of Science in mobile communication from Aalborg University, Denmark.

Andy Quested Chair ITU-R WP 6C, Lead EBU QC Group, European Broadcasting Union
Andy Quested started working for the BBC in 1978 becoming a video-tape editor in 1985 where he worked on many comedy, children’s and documentary series. Moving to a new technology department he, worked on introducing non-linear editing, stereo, widescreen, the BBC’s first HD programme Planet Earth I and the first UHD programme, Planet Earth II. Andy has been a Rapporteur for ITU Working Party 6C investigating the use of 3DTV, the Global Broadcasting Platform and image quality. He is a Co-Chair of the joint group on Accessibility and has chaired several Rapporteur Groups including the group that developed the HDR Recommendation until 2015 when he became chair of Working Party 6C itself. As chair, he initiated new areas of study on Advanced Immersive Sensory Media Systems, Artificial Intelligence and Energy Aware Broadcasting as applied to content production and international programme exchange. In WP 6B, Andy led the group formalizing the use of componentized content creation that led to a new Recommendation. Andy left the BBC at the end of 2020 but is still leading standards work in the ITU and EBU. He is also an active member of SMPTE, becoming a Fellow in 2014 for work relating to standards.

Rawaa Radaydeh is a Telecommunication Engineer at MTIT in the General Administration of Licenses & Type Approval Dept. Her responsibilities include ensuring that telecommunications equipment and devices meet national standards for safety, performance, and compatibility with existing telecommunications infrastructure. She also develops regulatory processes to ensure compliance with national regulations and standards, reviews technical reports and specifications submitted by manufacturers and suppliers, and provides technical advice and support to stakeholders and the general public regarding telecommunications-related issues. Rawaa also reviews telecommunications license applications, develops and implements licensing policies and regulations for new and emerging technologies and services, and engages with telecommunications companies to provide technical guidance and support for compliance with licensing regulations.

Govindan Rangarajan Director, Indian Institute of Science (IISc), India
Prof. Govindan Rangarajan obtained an Integrated MSc (Hons) degree from the Birla Institute of Technology and Science, Pilani, and a PhD from the University of Maryland, College Park, USA. He then worked at the Lawrence Berkeley Lab, University of California, Berkeley, before returning to India in 1992. He has been a faculty member of the Department of Mathematics, Indian Institute of Science (IISc), since 1992. He is currently the Director of IISc. Prof. Rangarajan’s research interests include nonlinear dynamics and chaos and time series analysis. He is a JC Bose National Fellow. He is also a Fellow of the Indian Academy of Sciences and the National Academy of Sciences, India. He was awarded the Chevalier dans l’Ordre des Palmes Academiques (Knight of the Order of Academic Palms) by the Government of France. He was also a Homi Bhabha Fellow.

Sarra Rebhi Vice-Chair, ITU-T SG-16 I Head of Technical Department, Tunisian broadcaster office, Tunisia
Sarra currently holds the position of the Technical Department Chief at the Tunisian National Broadcasting Office, where her responsibility includes managing equipment projects, broadcasting network planning and spectrum management. In addition to this role, Sarra has also been appointed as Vice-chair of the ITU-T SG-16 on multimedia since 2019. Sarra educational background includes an electrical engineering degree from ENIM (Tunisia), which she obtained in 2007. She also holds a master’s degree and a Doctorate in Information and Communication Technologies from Sup’Com (Tunisia), which she obtained in 2013 and 2018 respectively.

Abdullah Saleh Alaraimi Director of Frequency Planning Department, Ministry of Information, Oman
Dr. Alaraimi is vice-chairman of ITU-R, study group 6 (2015-2023), and he elected as vice-chairman of ITU-R, study group 7 (2012-2015). He is leading the team of changeover from analogue to digital in Oman TV, and he is the project manager of DVB-T2 project. Dr. Alaraimi is the director of frequency planning department in ministry of information, and participating in many conferences and workshops dealing with broadcasting technologies. He is member in, the Institute of Electrical and Electronics Engineers (IEEE), and the Institute of Electronics, Information and Communication Engineers (IEICE).

Sanjiv Shankar Joint Secretary (Broadcasting-I) and CVO, Ministry of Information & Broadcasting, India
Mr. Sanjiv Shankar, presently Joint Secretary, Ministry of Information & Broadcasting, Government of India; is an officer of the 1993 batch of the Indian Revenue Service (IRS-IT). Skilled in Public Policy; his core competence includes Business Analysis, Risk Assessment and Taxation. He has a demonstrated history of working in the Government of India and Tax Administration at both policy and implementation levels. In the Income Tax Department, he has assessed big corporates and businesses such as Nokia, Oracle, NTPC, ONGC Videsh Ltd, etc.; adjudicated tax appeals of group cases of search and seizures and was head of the Directorates of Intelligence as well as Investigation at Pune; during the period of Demonetization in 2016-17. He also carries the experiences of being part of the various Indian delegations abroad and working on UNDP project. Mr. Shankar is a graduate and postgraduate from Delhi University and has also earned a master’s in international development Program from the Sanford School of Public Policy, Duke University, USA in 2012-13. He also co-authored a book titled “Essays on Tax Policy & Practice” in 2015. This book is a collection of essays on contemporary topics such as Tax Incentives, Tax Havens, Permanent Establishment, Exchange of Information, Taxing E-Commerce etc. He has also contributed research articles in various journals including The Indian Journal of Public Administration (2017). As Advisor to Saankhya Labs, Sesh is responsible for Sinclair ONE Media’s activities in India to realize Direct to Mobile (D2M) in India’s billion strong mobile ecosystem. He is involved in chipset and system development, international standards development, and engagement with carriers, broadcasters, and government. He is active in TSDSI, ATSC and 3GPP in promoting D2M standards and interworking. Sesh has worked at the leading satcom and telecom companies, including INTELSAT, SES, Hughes, and Teleglobe. His goal is to make broadcast-broadband convergence a reality in every smartphone on the planet. Sesh has EE degrees from IIT Bombay and the University of Michigan.

Rajesh Sundaresan Dean, EECS, IISc
Rajesh Sundaresan received the BTech Degree in Electronics and Communication from the Indian Institute of Technology Madras and the MA and PhD degrees in Electrical Engineering from Princeton University. He then worked at Qualcomm Inc. on the design and development of wireless modems. He joined IISc in 2005, where he is a Professor in the Department of Electrical Communication Engineering and an associate faculty in the Robert Bosch Centre for Cyber-Physical Systems. He has held visiting positions at Qualcomm Inc., the Coordinated Sciences Laboratory of the University of Illinois at Urbana-Champaign, the Toulouse Mathematical Institute, Strand Life Sciences, and the Indian Statistical Institute’s Bengaluru Centre. His research interests include decision theory, communication, computation, and control over networks.

After obtaining his master’s degree in computer Networking and Telecommunications, Aziz became a Mobile Core Network Specialist within Nokia Networks with an extensive Cellular PDN/EPS/IMS/SDM technical background before joining Rohde & Schwarz in 2018.

Mr. Syed Tausif Abbas is currently working as Principal Advisor in Telecom Regulatory Authority of India (TRAI). He is responsible for regulatory and licensing matters related to Broadcasting & Cable Services, Spectrum and Networks. He has got more than 30 years of experience in Telecom Sector at various positions covering Telecom Projects, Telecom operations, capacity building & training division, telecom licensing, regulatory and policy formulation. Presently, in TRAI, he is associated with the regulatory and licensing work related to Broadcasting & Cable Services including Cable TV, Satellite TV (DTH), IPTV, Radio broadcasting, Digital Addressable System, 5G Broadcast. He is also associated with the works related to Mobile Networks, Spectrum and Telecom Licensing matters including 5G Technologies, M2M Communications, IoT, Satellite Communications. Currently, he also holds the position of Chairman of SATRC Working Group on Spectrum at APT.

Lieutenant Colonel Awal Uddin Ahmed has completed 27 years of his professional journey. He has served in all types of appointment in the military communication domain i.e. staff, instructor and command. Since February 2022, he is placed on deputation and working as Director (Spectrum Management) of Bangladesh Telecommunication Regulatory Commission (BTRC). He is a graduate of Defense Services Command and Staff College. He has his BSc in Electrical Electronic and Communication Engineering and MSc in Defense Studies from Bangladesh University of Professionals.
