Andrea Donath Head of Programme GovStack-Initiative at Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) She is an experienced manager in International Development Cooperation programmes, mainly in the areas of private sector engagement, product development and communications. She is currently programme manager of the GovStack initiative at GIZ. In her previous position, she led the product development team that developed innovative, mostly digital approaches to maximize synergies between private and public sector interventions in International Cooperation as the digital matchmaking platform leverist.de. She has regional experience in Southeast Asia, Eastern Europe and the Middle East. In the Palestinian Territories, she expanded GIZ's portfolio in various sectors and headed the PR & Communications Unit. Previously, she worked at the German Ministry of Finance on various EU neighborhood and research programs managed by GIZ. She has a background in economics, communication and digital transformation.

Roberto Gilbert Head of the National Procurement Office, Argentina Roberto Raul Gilbert is a Public Accountant that graduated from the National University of Lomas de Zamora - Faculty of Economic Sciences. He is currently the HEAD OF THE NATIONAL PROCUREMENT OFFICE OF THE SECRETARY OF PUBLIC INNOVATION HEAD OF CABINET OF MINISTERS-PRESIDENCY OF THE NATION. He began his career in the Public Administration in 1996 participating in the creation and assembly from the beginning of the Superintendence of Occupational Risks "Law 24,557 Occupational Risks". There he faced his first professional challenge in this branch, applying the regulations in the "Law 24,156 of Financial Administration and Control Systems of the Public Sector", designing the structure of the organization, the Budget circuits and their execution, Treasury, Purchases and Contracts. He was in charge of the Administration and Finance Sub-Management in the last 2 years of his management at the Agency. In the years 2011 to 2021, he held the position of Director of Operational Control and Investment Management in Official State Advertising, in the Secretariat of Public Communication, returning in 2017 to the position of Director General of Administration, in the Chief of Staff of Ministers of the Presidency of the Nation, until 2021, where he was assigned to the position he currently holds. Throughout his work and professional career, he specialized in Administration and Finance, both in private and public activity. It was in the public sphere, where he obtained his greatest development, acquiring vast experience in budget preparation and execution, mainly in the purchasing and contracting process, restructuring, assembling processes, information flows that facilitate control and management of the organization. In the financial area, this included detecting business opportunities, and investment, maximization of income and income, etc. With recognition from those who make up the Public Administration over the course of all these years. Yolanda Martínez
Senior Project Coordinator, Govstack Yolanda Martínez is a recognized digital delivery expert currently working at the International Telecommunications Union (ITU) as Sr. Project Coordinator for the GovStack Global Initiative, helping governments accelerate the digitization of government services, build digital champion teams, strengthen their digital governance, institutional mandate, and digital policies. In the public sector, Yolanda led the National Digital Strategy of Mexico & the National Digital Government Unit; during her tenure, the Country reached leadership positions in online service delivery, AI, and digital inclusion. Recognized as a regional leader Mexico was the 2nd Latin American Country to join the D9 (a Group of Leading Digital Nations) and chaired the coordinating bureaus of the Network of e-Government Leaders of Latin America and the Caribbean (RedGEALC) and the Digital Agenda for Latin America and the Caribbean (ELAC). At the local level, Yolanda led the Zapopan Digital City Program, adapting government services to the digital era. She has led several digital transformation initiatives in the private sector while at Deloitte Consulting. In the international arena, Yolanda led the Office of the Inter-American Development Bank (IDB) in Chile and has collaborated with OECD as a peer reviewer for the Digital Government Strategies of various Latin American Countries. Yolanda has been recognized by @political as one of the twenty most influential people globally in Digital Government. She holds a Ph.D. degree in Information and Knowledge Society from the Open University of Catalonia (UOC) and an MsC. in Public Policy & Management from Carnegie Mellon University (CMU).

Previously was Manager /Team Leader M & E, Research, Reporting & Advisory Services, at Public Procurement Regulatory Authority (PPRA). He has vast experience in procurement and supplies management spanning over 16 years. Before joining PPRA, Mr. Ndung’u worked as a procurement officer with then the Ministry Of Finance and earlier as researcher assist with Institute of policy analysis and research, IPAR. He joined PPRA as a compliance officer and later promoted to Manager Compliance and then the current position. He is a member of Chartered Institute of Purchasing and Supply (CIPS) and Kenya Institute of Supplies Management (KISM) and has attended various trainings in Leadership and Procurement both locally and internationally. He holds certificates in Masters and Bachelor’s degree in economics- University of Nairobi, Professional Diploma in Supplies Management-CIPS(UK), Diploma In Forensic and Criminal Investigation, and Diploma in Green And Circular Economy Division of Innovation, DTU Management, Technical University of Denmark, Copenhagen Denmark.Has participated procurement reforms in Kenya including in the development of the green public procurement framework in Kenya. He is currently a member of the change team for spearheading the adoption of sustainable public procurement practices in Kenya under the SIDA Global Capacity Development on Sustainable Public Procurement Program.

Nevine Tewfik Senior International Relations Expert, the Central Division for International Relations, Ministry of Communications and Information Technology (MCIT), Egypt Nevine Tewfik holds a BA and MA degrees in Political Science from the American University in Cairo where she worked for several years as Instructor of Political Science. Nevine has also been working for the past 30 years in the field of International Relations, Research, Policies, Studies and Strategic Thinking. She is currently Senior IR Expert at the Ministry of Communications and Information Technology. Prior to that she held several positions including Head of Research, Studies and Policies, Deputy Director and Head of The European Cooperation Department. Her current work cuts across the different portfolios of the International relations division on the bilateral and multilateral levels, where she is member of the Management Team. One of the founders of the IR Division at MCIT, Nevine has represented the ministry in numerous international platforms and organizations since then. Nevine is vice chair of SG5 on “The Environment, climate change and circular economy”, vice chair of WP2, vice chair of the African and Arab Regional groups and co- rapporteur of question 7 on Circular economy including e-waste. Nevine was actively involved in the Green ICT program at MCIT and the Sustainable Recycling Industries project implemented in Egypt in cooperation with the Swiss government. Nevine has recently earned a Certificate in Strategic Management and Innovation from the Copenhagen Business school within the Next Technology Leaders Initiative and The UNCTAD 45th regional course on key issues on the international economic agenda for countries in the middle east and north Africa. She has been recognized by the ITU for her outstanding contribution to ITU- T standards work in terms of Impact during WTSA- 20. Nevine is active in counselling among other things.
