Purpose for data collection
The purpose of the databank is to collect a large basis of measured radio noise values over different countries and regions of the world. This will eventually allow the determination of the actual radio noise level with statistical confidence. Currently the databank only contains the white Gaussian-like component of the radio noise (WGN) as defined in Recommendation ITU-R P.372. Any ITU-R member performing radio noise measurements is kindly invited to provide their data in order to contribute to the databank.
Measurement method to be applied
The measurement method for outdoor radio noise should conform to Recommendation
ITU-R SM.1753. The measurement method for indoor man-made noise should conform to Recommendation
ITU-R SM.2093. Selection criteria for measurement locations should refer to the definition of location or environmental categories given in those recommendations.
Requirements for input data
Each row of the table corresponds to measurement data obtained in one frequency band at one location. The requirements for input data are as follows.

| In order to take account of the time variation of factors such as human activities and ionospheric characteristics (See also Rec. ITU-R SM.1753), 24 hours of variation of noise levels (Fa) for every hour should be provided. The source of noise (e.g. atmospheric noise) should also be specified. |

The radio noise databank for outdoor environments supports filtering and presenting functions. An embedded drawing function allows the user to present a diagram of a single plot and a boxplot for noise levels of the selected data.
