| Roland Beutler Responsible for programme distribution strategy, SWR Roland Beutler has a master's degree in physics from the University of Stuttgart, Germany, and a PhD degree in mathematical physics from the Max-Planck-Institute for Metal Physics, Stuttgart. In 1993 he joined SWR to work in the frequency planning department and is currently responsible for programme distribution strategy. Between 1995 and 1996 he worked at the Università degli Studi di Lecce, Italy, under a Fellowship of the European Commission. Dr Beutler has been participating in EBU technical activities for more than 20 years and has chaired several EBU groups dealing with the future of broadcast distribution systems. He was chair of the several of EBU's Strategic Programmes and Project Teams. Currently he acts as chairman for the Strategic Programme on Distribution. This group coordinates the engagement of European broadcasters in 3GPP, the global standardization organization of mobile technology. Roland Beutler is actively participating in different 3GPP groups to support the requirements of broadcasters. He is also Vice-Chair of the 5G Media Action Group, a MRP of 3GPP, and Chair of 5G-MAG WG1.
Roland Beutler has been involved in ITU and CEPT work for many years and has been responsible for several of their working groups, both radio and TV related. He participated in RRC-06, WRC-12, WRC-15, and WRC-19. Moreover, he has published many articles and four textbooks.

Ms. Nataša Kuzmanović has more than 20 years of unique mix of experience and expertise in the electronic-communications and broadcasting regulation, international relations, project management and strategic development. Having been employed by the Communications Regulatory Agency of Bosnia and Herzegovina, Ms. Kuzmanović has been engaged on different assignments ranging from the ex-ante market analysis and SMP regulation in line with the EU Regulatory Framework, developing reports and studies, as well as monitoring the market. Ms. Kuzmanović was also a member of the Digital Terrestrial Television (DTT) Forum of BiH, an expert body founded by the government to lunch digital terrestrial broadcasting in Bosnia and Herzegovina, participating in the Working Group for Social and Economic Aspects of the introduction of DTT.

Umberto Mascia is currently co-chairman of the RSPG working group 'Assessment of future usage of the frequency band 470-694 MHz within the EU', after having co-chaired the working group that prepared the opinion entitled 'Strategy on the future use of the frequency band 470-694 MHz beyond 2030 in the EU' in the previous cycle.
Within the Italian administration, he is currently Director of the Unit for Technical Regulation and Spectrum Planning at the Ministry of Enterprise and Industry (MIMIT). His Unit is responsible, among other things, for maintaining and updating the Italian NTFA and following the international activities of the ITU, CEPT, and the European Union on spectrum planning and management.
His background includes a degree in Telecommunications Engineering and a PhD in Information and Communications Engineering from La Sapienza University of Rome (Italy).
He spent almost 20 years in the private sector and in applied research, spanning several application fields (e.g., railway traffic control, satellite applications, telecommunications, automotive, environmental monitoring), then moved to the public sector, and from July 2020 was appointed to his current position at MIMIT.

Mr Ponder is Head of the ITU Office for Europe at the International Telecommunication Union (ITU) (Geneva, Switzerland). Within the last years Mr. Ponder has been carrying out numerous projects, activities and initiatives at national, regional and international levels. He has been taking lead role in many international conferences and summits dealing with fostering ICT innovation and development of ICT ecosystem, information society, and advancements of digital economy worldwide, while setting strategies and ensuring their timely implementation. Along the professional career Mr. Ponder held official positions in the public sector and was a contributor to the legislative projects having impact on the public policy. Since 2014 Mr. Ponder has been working for ITU, in Market, Economics and Finance Unit (MEF/ITU), Strategy and Policy Unit (SPU/ITU), Project and Initiatives Department (PRI/ITU). From year 2008 upon his former duties he has acted as Europe Officer (EUR/ITU) as well as Project Manager for European Centres of Excellence Network (CoE-EUR). In August 2008 he was appointed as Coordinator for Europe. After successful recreation of the coordination for the region in 2009 he moved to the General Secretariat becoming Strategy and Policy Coordinator and one year later Senior Strategy and Policy Advisor with the objective to lead the ITU activities on World Summit on the Information Society (WSIS; United Nation Process on ICTs) and its 10 year review, amongst the others successfully establishing prime platforms, i.e. WSIS Forum, WSIS Prizes, WSIS Stocktaking, and organizing WSIS+10 High Level Event (2014) that resulted in negotiated texts. In parallel, since 2011 he has been working as Coordinator for Europe strengthening coordination and implementation mechanism. In 2017 he became the Head of ITU Office for Europe, directing actions, projects, initiatives, experts groups targeting 45 countries and representing ITU in Europe.

| Elena Puigrefagut Coarasa Senior Project Manager, European Broadcasting Union (EBU); Vice-Chair ITU-R Study Group 6 Elena Puigrefagut Coarasa, Senior Project Manager at the European Broadcasting Union, co‑ordinates joint technical activities undertaken by EBU Members on frequency planning and spectrum management and regulation and, in particular, frequency planning studies for terrestrial broadcasting systems. She represents the EBU in a number of international committees as the CEPT, EC and ITU including ITU World Radiocommunication Conferences. Prior to joining the EBU, Elena worked at Eutelsat, a global satellite operator, as a frequency planning engineer in the Operations Department. During this period, she was responsible for the planning of the satellites that supported the launch of digital TV across Europe in the mid-1990s.
Elena holds a Master's degree in Image and Sound (ENST, Paris) and a M.Sc. in Telecommunications Engineering (Universitat Politècnica de Catalunya, ETSETB Barcelona).

| Amy Rajaonson Broadcast Engineer, France Télévisions Amy previously worked in the defense industry as an antenna engineer for five years before joining France Télévisions four years ago. She is part of the Exchange Engineering Department, which manages all communication systems within the company, including RTC, workflow automation for content delivery across France Télévisions, support, satellite and 4G/5G transmissions. Unsurprisingly, the latter is her favourite area to work in.
The first major project she was involved in took place on July 26, 2023 (one year before the Olympic Games), where she collaborated with TVU Networks to set up a cloud-based production workflow. The continuation of this work occurred during the Olympic Torch Relay on May 9, 2024.

| Erik Reinhard Distinguished Scientist, InterDigital Erik Reinhard is Distinguished Scientist at InterDigital since June 2019. Before that, he held the same position at Technicolor R\&I since July 2013 prior to holding various academic positions at universities and research institutes in Europe and North America. He was founder and editor-in-chief of ACM Transactions on Applied Perception, and authored books on high dynamic range imaging, color imaging, computer graphics and natural image statistics. He has published more than 100 papers, and was member of more than 50 program committees. Dom Robinson has spent over 25 years focussed specifically on the complex challenges facing the live ‘Streaming Media’ market. Today he leads business development for pioneering live streaming software specialists id3as.com where the company specialises in delivery of ultra high-availability, scalable delivery of all elements of live streaming. id3as software has been underpinning much of the financial market fair disclosure live webcast coverage for a decade or more, with numerous significant deployments in broadcast, OTT and webcast arenas, with platforms scaling to many hundreds of thousands of events and reaching many millions of users with carrier grade SLAs.
A pioneer in the sector, he was responsible for the propositioning, architecture, technical design and implementation of many, now well established, online media publishing workflows. He has always had a strong focus on live / linear content delivery, which requires not only a deep understanding of the computational issues involved, but also of intricacies of network provisioning.
He founded the first large-scale Content Delivery Network in Europe. This CDN was pioneering in its focus on driving IP Multicast adoption in the consumer markets, and between 2001 and 2009 it grew to carry over 150m streams each month for clients as diverse as Sky Sports, RT News and over 60% of the UK’s Internet Radio. He was responsible for putting the UK Parliament, Number 10 Downing Street, Glastonbury Festivals (for the BBC) and FatBoySlim online; in many cases breaking new ground while doing so, both technically and in terms of providing entirely new consumer propositions. He produced the world’s first 3D webcast (for Universal, broadcasting a Keane concert) and coauthored several Patents that now underpin many common media workflows. He also began using Satellite IP for Contribution and Distribution models in 1998, building a satellite-based CDN for Enfocast / Microsoft in 2001/2002 and consulting with Eutelsat and Astra on several of their deployments. Widely recognised as a sector visionary, he holds several International Awards for his work, and regularly Chairs or speaks at conferences ranging from Cloud TV, SDN/NFV, CDN, Distributed Compute, OTTTV and IPTV. He has been a Contributing Editor of StreamingMedia.com (and its print magazine) for 20+ years, and has been published by Wiley Academic Press.

Moving to a new technology department he, worked on introducing non-linear editing, stereo, widescreen, the BBC's first HD programme Planet Earth I and the first UHD programme, Planet Earth II. Andy has been a Rapporteur for ITU Working Party 6C investigating the use of 3DTV, the Global Broadcasting Platform and image quality. He is a Co-Chair of the joint group on Accessibility and has chaired several Rapporteur Groups including the group that developed the High Dynamic Range (HDR‑TV) Recommendation which was awarded a technical Emmy in 2023. In 2015 he became chair of Working Party 6C itself where he initiated new areas of study on Advanced Immersive Sensory Media Systems, Artificial Intelligence and Energy Aware Broadcasting as applied to content production and international programme exchange. In WP 6B, Andy led the group formalizing the use of componentized content creation that led to a new Recommendation. Andy left the BBC at the end of 2020 but is still leading standards work in the ITU and EBU. He is also an active member of SMPTE, becoming a Fellow in 2014 for work relating to standards. |

| Walid Sami Senior Project Manager, European Broadcasting Union (EBU)
Dr Walid SAMI is Senior Project Manager at the European Broadcasting Union (EBU), Geneva, with responsibility for co-coordinating studies on frequency planning and spectrum sharing issues. He represents EBU in several European and International Forums dealing with Spectrum Management. He has served as Vice Chair of ITU-R Study Group 6 (Broadcasting) for two study cycles and he is mostly active in Working Party 6A (Terrestrial broadcasting delivery). Dr SAMI has also a significant role in developing cooperation with Arab States Broadcasting Union and African Union of Broadcasters as well as Administrations members of ITU-D. Prior to joining EBU, Dr. SAMI worked in spectrum management and frequency planning of Digital Broadcasting systems at Télédiffusion de France (TDF) and CSA (Conseil Supérieur de l'Audiovisuel) in France.

| Jenny Weinand Head of Media Law, European Broadcasting Union (EBU) Jenny Weinand is Head of Media Law at the Geneva-based European Broadcasting Union, where she works in the field of media and communications law. Jenny has been interested in European media regulation even before joining the EBU's Legal and Policy department. At the University of Luxembourg, she researched on the EU Audiovisual Media Services Directive, under the supervision of Prof. Dr Mark D. Cole. Jenny holds a PhD in Law and an LL.M. from the Faculty of Law, Economics and Finance of the University of Luxembourg and a B.A. in European Studies from the University of Maastricht.

| David Wood Consultant, Technology and Innovation, European Broadcasting Union (EBU) David Wood graduated from the Electronics Department at the University of Southampton in the UK, and obtained a Master's degree and a PhD from the Popov Institute in the Ukraine. His PhD thesis concerned methods of evaluating image quality. He has also studied management at the Harvard Business School in the United States. David Wood worked at the BBC Research Department and Independent Broadcasting Authority in the UK before joining the Technical Department of the European Broadcasting Union in Belgium and Switzerland. His work has largely been associated with the coordination of media standards and research and development of media systems. He has received a number of awards for his work including from several of the world's broadcasting unions and the highest award from the US Society of Motion Picture and Television Engineers. He has led a number of standardisation activities in the ITU-R concerned with technology standards, particularly concerned with digital television and radio standards. He has written a large number of technical papers and been associated with several brooks on technology. His recent work has concerned working with the EBU group on media technology futures, and development of the management tools of integrated enterprise architecture for media companies. He is a lifelong enthusiast for 3D and a rather poor musician.
