Mr Brahima Sanou, Director, Telecommunication Development Bureau (BDT), ITU

Mr Brahima Sanou has been Director of the ITU Telecommunication Development Bureau (BDT) since January 2011. Mr Sanou was elected, on 24 October 2014, to a second four-year term.

He draws on over thirty years of experience in the ICT sector at national and international level.

A national of Burkina Faso, Mr Sanou is committed to promoting ICT as a major driving force for sustainable socio-economic development, in particular in least developed countries, remote and rural regions and amongst persons with special needs. His focus is on sharing knowledge and coordinated resources through multi-stakeholder, cross-sector platforms such as the m-Powering Development Initiative, the Smart Sustainable Development Model initiative and the ITU Academy.

Fluent in French and English, he is married with three children.

Mr Chaesub Lee, Director Telecommunication Standardization Bureau (TSB)

Chaesub Lee is the Director of ITU’s Telecommunication Standardization Bureau, following his election at the 2014 Plenipotentiary Conference in Busan, Republic of Korea. He took office on 1st January 2015.
Dr Lee has been involved in the telecommunication and ICT standardization field for 27 years, specializing in areas such as integrated services digital networks (ISDN), global information infrastructure (GII), Internet protocol, next-generation networks (NGN), Internet protocol television (IPTV) and cloud computing.
He started his professional life in 1986 as a researcher at Korea Telecom. After 17 years he took up a role at the country's Electronic and Telecommunications Research Institute (ETRI), where he stayed for the next eight years. Most recently he worked at the Korea Advanced Institute of Science and Technology (KAIST), and as a senior advisor to the Koreans Ministry, ICT and Future Planning (MSIP). Within ITU Dr Lee served as Chairman of the ITU Next-Generation Networks (NGN) Focus Group to address the growing need for global standards for NGN, including service requirements, functional architecture and mobility, security and Quality of Service (QoS).
He was also Vice-Chairman of the ITU IPTV Focus Group which works to coordinate and promote the development of IPTV standards. He acted as Vice-Chairman of ITU-T Study Group 13 'Future Networks and Cloud' from 2001 until 2008, becoming Chairman of that group in 2009. Study Group 13 works to develop standardization solutions for NGNs, future networks and cloud computing, Internet of Things (IoT), and mobile telecommunications, to ensure their smooth international deployment in the coming years. Dr Lee holds a PhD in Multimedia Engineering. He is married with two children.

Licensed to practice law in Washington, D.C., New York, and before the United States Supreme Court.
Served as Legal Advisor for one FCC Commissioner and two FCC Bureau Chiefs.
As IB Senior Counsel, develops and drafts FCC and United States positions on communications policy, regulatory, and development issues for international meetings; coordinates these positions with FCC, other U.S. government agencies, the private sector and multilateral organizations to ensure consensus, clearance, and effective advocacy; provides analysis and information on international communications matters to the International Bureau as requested.
Serves as Chair of ITU-D Study Group 1; with Vice Chairs representing Asia, Africa, the Americas, CIS, the Arab States and Europe, and 9 Rapporteur Groups, works to produce consensus guidelines on communications matters called for by ITU World Telecommunications Development Conferences.
2010-2014, served as Chair of ITU-D Study Group 1 (enabling environment, cyber security, ICT applications, and Internet-related issues); with Vice Chairs from all regions, 9 Rapporteur Groups, and nearly 400 participants, produced more than 300 guidelines on communications matters, including training materials on cyber security.
Juris Doctor Degree from the Howard University School of Law; Bachelor of Science Degree from American University, Washington, DC.

Session 1: The High Stakes of Roaming

	Mr Bilel Jamoussi, Chief of Study Groups Department, ITU/TSB An established and accomplished engineer and manager; multilingual standardization expert and holder of 22 patents, Tunisian born Dr. Bilel Jamoussi is currently Chief of the Study Groups Department of ITU secretariat’s Standardization Bureau in Geneva Switzerland. Holder of his ITU post since 2010, he has led the coordination of the bureau’s standards making activities into a new era characterized by the need for increased collaboration with vertical sectors such as the healthcare, car, aviation, utility and banking sectors. Key achievements under his tenure have been important new standards in the fields of e-health, multimedia, smart grid, broadband and green ICTs while effectively managing staff, projects, and resources. Prior to 2010, Jamoussi worked for Nortel for 15 years in Canada and then in the United States where he held several leadership positions. During his time at Nortel he was granted and filed US patents in diverse areas including packet, optical, wireless, and quality of service. As Nortel's representative to the one laptop per child (OLPC) initiative he contributed to the availability of low-cost computers in support of education in developing countries and led the development of the Wireless Mesh networking used in the OLPC device that was to become the IEEE 802.11s standard. A previous participant in the Internet Engineering Task Force (IETF) he authored a number of Request for Comments (RFCs). As an IEEE Senior Member he was elected to the IEEE Standards Association (IEEE-SA) Board of Governors (BOG) and the IEEE-SA Corporate Advisory Group (CAG). He served on the IEEE Standards Education Committee and was the Technical Liaison from IEEE-SA to ITU-T and ITU-D. He holds a BSc, MSc and PhD in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.
	Mr Laurent Pouillieute, Orange, France Laurent Pouillieute is the Head of roaming new business development and regulation strategy. He is in charge of the new business development, regulation strategy and implementation for roaming at Orange Group level. He supports the roaming business for the European Union (EU) and Asia, Middle East and Africa (AMEA) Orange affiliates. He has 20 years’ experience of telco and internet/mobile business.
	Mr Amah Vinyo CAPO, Chef Division Réglementation et Etudes économiques à l’Autorité de Réglementation des secteurs de Postes et de Télécommunications du Togo (ART&P) Amah Vinyo CAPO, Economiste et Gestionnaire de Politique Economique, occupe sa position actuelle depuis 2005. Il a travaillé de 1999 à 2003 à la Société des Télécommunications du Togo (Togo Telecom). Il est chargé d’animation de séminaires au Centre Régional de Maintenance des Télécommunications de Lomé (CMTL) et à l’Université de Lomé. Il était Rapporteur de la question Q12-3/1 de la Commission d’études 1 de l’UIT-D et actuel Rapporteur de la question Q4/1 de la Commission d’études 1 de l’UIT-D sur "Politiques économiques et méthodes de détermination des coûts des services relatifs aux réseau nationaux de télécommunication/TIC". Amah Vinyo CAPO a obtenu une Maîtrise en Sciences Economiques à l’Université de Lomé ; un Diplôme d’Etudes Supérieures Spécialisées (DESS) en Hautes Etudes en Gestion de la Politique Economique à l’Université de Cocody d’Abidjan (Côte d’Ivoire) et le BADGE en Régulation des télécommunications délivré par l’Université TELECOM PARISTech (France). Amah Vinyo CAPO est Marié, de nationalité Togolaise. Il parle couramment l’Ewé, sa langue maternelle, le Français et a une bonne maîtrise de l’Anglais.
	Mr Mike Corkerry, AT&T, USA Mike Corkerry heads the external affairs function for AT&T’s EMEA (Europe, Middle East and Africa) Region. Based in London, he is responsible for coordinating AT&T’s regulatory affairs, public policy and government advocacy in the Region. Prior to this, Mike performed a similar role at Concert, the AT&T/BT global venture. Mike joined British Telecom in 1980 and worked in a number of BT functions in the UK and continental Europe. Between 1994 and 1997 he was based in BT’s Brussels office where he was responsible for relations with key EU institutions. Mike currently serves on the Board of Directors of the UK Competitive Telecommunications Association (UKCTA) and BritishAmerican Business.
	Mr Chen Jinqiao, PhD. of Economics, Deputy Chief Engineer, China Academy of Information and Communication Technology, Ministry of Industry and Information Technology (MIIT) China (P.R. of) Professional titles: Senior engineer, PhD. of Economics, Secretary General and Member of ECTE (*Expert Committee of Telecommunication Economics*, an important think tank for MIIT in the filed of ICT sector, established in 2003); Member of the strategy and policy committee of China Institute of Communications; Member of Beijing Communications Institute. During his career, Mr Chen Jinqiao has gained an in-depth understanding and mastery in development rules and future trends of telecommunication industry in China and had carried out a series of significant research projects in telecommunication field. He has already published over 100 articles in various kinds of newspaper and periodicals, especially in telecom and economics publications, which touched upon telecom market, operators as well as regulations and so on. Since 2001, he joined the study group of ITU-T and ITU-D as a chief member of Chinese delegation. He is actually Rapporteur for ITU-D Study Group 1 Question 6/1 on "Consumer information, protection and rights". He successfully carried out some projects of UNDP with Chinese and Germany scholars in the filed of building up information society. He was the main researcher for the project of EU-China information Society comparison study in 2006. He was invited as key speaker by several famous investment banks such as UBS, DB and Goldman Sachs to attend their investment conference.

Session 2: The Economics of International Mobile Roaming

	Mr Gerard Pogorel, Professor of Economics and Management-Emeritus Ecole Nationale Supérieure des Télécommunications-Telecom ParisTech, France Gérard POGOREL is Professor of Economics and Management-Emeritus, Telecom ParisTech, France. He co-ordinates an Expert Group on future Telecom regulation at Center for European Policy Studies in Brussels. He is a member of the Jury for the Broadband Europe Award. He co-authored in 2014 a report to the Prime Minister of Italy on Broadband for 2020. He chaired the Scientific Committee of the “Spectrum & Innovation” Agence Nationale des Fréquences International Conference held in Paris in June 2013. He was a member of the Organo di Vigilanza, Telecom Italia Open Acess (2008-2012). He acts as co-founder and Chair/Rapporteur of the European Spectrum Management Conferences 2006-2015. He was previously Chair of the European Union Framework Research & Technology Development Programme Monitoring Panel, and Chair of the Monitoring Committee of the EU Information Society and Technologies Research Programme. He participates in numerous Government-level and regulation Authorities Committees and Scientific Committees on telecom and media policy and regulation in Europe, the USA and Asia. Gérard Pogorel is Officier des Palmes Académiques.
	Mr Simon Forge, SCF Associates, UK Simon Forge has over 25 years’ experience in the information industries, principally in the UK, France and Italy. He is director of SCF Associates Ltd. His strategy and economic studies have been drawn on by major systems vendors, governments, regulators and mobile operators for new directions, especially on spectrum policy. Currently he is working on projects in telecommunications, computing and their socio-economic impacts, exploring new radio and computing models and technologies with an emphasis on forecasting (using a scenario-based methodology). Recent and current studies include an analysis of the use by the mission critical sectors of commercial broadband mobile; an EU policy for sharing spectrum with an economic benefits analysis; use of licence exempt bands for novel smart grid technologies; a strategy for the release of the 700MHz band to stimulate EU industry; cost analysis of mobile financial services; spectrum policy for a developing nation; an IT strategy for telecare and telemedicine for a sheltered care institution; and the development of wireless power systems. He has a PhD in digital signal processing, MSc and BSc in Control Engineering, from the University of Sussex, UK, is a Chartered Engineer, M.IET, sits on the editorial board of the journal Info and is a visiting lecturer at Chalmers Technical University, Sweden, in Digital Economics and the Computing and Software Industries.

	Mr Florian Schwendinger, European Parliament
	Ms Imme Philbeck, Regulatory and Market Environment, ITU/BDT Imme Philbeck has been working at the Regulatory and Markets Environment Division of BDT/ITU as an Economic Consultant in Geneva since April 2015. She is a telecommunications, regulatory and competition specialist with 14 years of international experience, working for and with regulators, international institutions, ministries and governments as well as private-sector clients and operators. Prior to joining the ITU, Imme worked as a Senior Consultant for WIK, Germany (2009-2015), where she conducted a number of Roaming studies for different clients, including the Gulf Cooperation Council’s Roaming Working Group (“International mobile roaming across the GCC Region”, July 2013 – June 2015), the Australian and New Zealand governments (“Trans-Tasman Roaming: Service Costs”, Report for the Department of Broadband, Communications and Digital Economy (DBCDE) of Australia, the European Parliament (“State of the Art - Mobile Internet Connectivity and its Impact on e-Commerce”- a report for the European Parliament's Committee on Internal Market and Consumer Protection, July 2012), and the European Commission (“Study on the Options for addressing Competition Problems in the EU Roaming Market”, July 2010 – December 2010). Furthermore, Imme served as a Senior Short Term Expert to the “Workshop on voice and data roaming in ASEAN” (September 2012) organized by the ASEAN Secretariat in cooperation with the European Commission through the Regional EU-ASEAN Dialogue Instrument (READI) Facility). As Bahrain Telecommunications Company’s Principal Economic Advisor, Imme worked on a breadths of regulatory, economic and strategic issues (including Roaming) from early 2007- mid-2009. Prior to joining Batelco, Imme was an in-house Economist at Ashurst (London, Frankfurt and Brussels) on cross-industry competition matters, including mergers and acquisitions, market investigations and anti-competitive conduct (2003-2007), prior to which she worked at the UK Office of Fair Trading (now Markets and Competition Authority) as a Case Officer / Economist within the International Mergers Branch, including a secondment to the European Commission’s DG Competition (then Mergers Task Force) (2001-2003). Imme studied at Humboldt University Berlin (undergraduate courses economics) and holds a doctorandus / MSc of International Economics from Maastricht University.

Session 3: Towards Ubiquitous Roaming for All

	Mr Abdoulkarim Soumaila, Africa Telecommunications Union (ATU) Mr. ABDOULKARIM SOUMAILA is the current Secretary General of African Telecommunications Union (ATU) since January, 2011, having been re-elected at an Ordinary Session of ATU plenipotentiary Conference held in Harare, Zimbabwe in July, 2014. He is leading the Continental body entrusted with building consensus within African countries and coordinating African Common Proposals in international fora.
	Mr Claudi Fulí, Comisión Nacional de los Mercados y la Competencia (CNMC) and Body of European Regulators of Electronic Communications (BEREC) Claudi Faulí joined the Spanish regulatory authority CNMC in 2009. His regulatory and competition experience includes wholesale access regulation, definition of mobile termination rates, market power issues, infrastructure sharing, advice to Ministry in spectrum policy issues and disputes resolution. Since 2013, Claudi has also an active role in the Body of European Regulators for Electronic Communications (BEREC), being Co-Chair of the International Roaming Expert Group (IR BEREC EWG). The current main task of the IR BEREC EWG is paving the path for a smooth transition to the new roaming paradigm in Europe as of mid-2017, when operators shall no longer levy any surcharge in comparison to domestic prices for the provision of regulated roaming services. Prior to joining CNMC, Claudi worked at different mobile operators for more than ten years. During this period, he gained ample knowledge and experience in mobile network technologies and contributed to the roll-out and optimization of Vodafone’s and Orange’s networks during their first respective deployments in Spain. A telecommunication engineer by training, he has a degree in Telecommunication from Universitat Politècnica de Catalunya in Barcelona. He obtained his master in mobile communications from the Fundació Politècnica de Catalunya.
	Mr Vikram Raval, GSM Association (GSMA) Vikram is a communications regulatory and policy specialist, with a focus on a range of international telecoms regulatory matters. Vikram is Regulatory & Public Policy Consultant in the Government and Regulatory Affairs team, GSMA. With 15 years telecoms experience Vikram has worked across a range of telecoms communications sectors - fixed and mobile, business and consumer. Career: Law Society of England and Wales; Eircom – interconnection and regulatory; NTL (Virgin) internet, telephony and tv; Orange – mobile commerce (mobile payments, location services, child protection, data protection) and security regulation; Verizon Business – Head of Regulation for UK and Ireland covering business regulation, competition complaints and EU export regulation and compliance for all software and hardware; Lebara Group (MVNO) - Head of Regulation for EU and Australia, consumer mobile; GSMA covering a range of subjects in international mobile regulation from International Roaming, Taxation, Trade, ITU – to name a few and with a focus on developing markets in Africa, Arab States and Asia. Education: Economics and Law Degree BA (Hons), Post Graduate - London College of Law.
	Mr Manuel da Costa Cabral, Associação de Reguladores de Comunicações e Telecomunicações da CPLP (ARCTEL), Working Group on International Roaming Manuel da Costa Cabral works at the External Affairs Department of ANACOM, the Regulatory Authority for Electronic Communications in Portugal. He is the Chair of Working Group on International Roaming within Associação de Reguladores de Comunicações e Telecomunicações da CPLP (ARCTEL). Manuel is also the Portuguese Representative to the International Telecommunication Union (ITU) in several Conferences and Meetings. Manuel was a “Policy Officer” at the European Commission. In that capacity, Manuel developed economic analysis sustaining the development and evaluation of EU policies for the Electronic Communication Sector, including for the International Roaming Regulation. He holds a business degree from Católica Lisbon School of Business Economics and a Post-Graduation in Communication and Multimedia Management Instituto Superior de Economia e Gestão (ISEG).
	Mr Matthieu DELESCLUSE, Communication Networks, Content and Technology Directorate General (DG CONNECT) in charge of roaming coordination European Commission (EU) Matthieu Delescluse has been involved in the legislative process of the draft EU Telecoms Single Market Regulation and is in charge of its implementation as regards roaming. He spent almost 10 years at the European Commission dealing with internal market for telecoms, and research and innovation policy, an area where he has coordinated statistics and indicators activities in DG Research and Innovation. Matthieu Delescluse holds a PhD in cognitive sciences and statistics from Pierre-et-Marie Curie university and is a graduate from Ecole polytechnique in France.
	Mr Hugo Romero, Comisión de Regulación de Comunicaciones (CRC), Colombia Hugo Romero is an Electrical Engineer from the National University of Colombia, with specialization in Telecommunication Business Management at the University of the Andes. He has been linked to the Commission for Communications Regulation for several years, where he has served as a consultant in the telecommunications regulatory studies and projects like measures against theft of cell phones, International Mobile Roaming Service, blocking radio signals in prisons and National Telecommunications System in Emergencies. In his professional career he has worked in telecommunications sector companies such as mobile operator Comcel SA, directing for 8 years the International Roaming Service area and for 15 years the fraud control and revenue assurance area.
	Mr Kemal Huseinovic, Chief of the Infrastructure, Enabling Environment and E-Applications Department at ITU/BDT Mr Kemal Huseinovic is the Chief of the Infrastructure, Enabling Environment and E-Applications Department at ITU’s Telecommunication Development Bureau (BDT). His Department is promoting the use of ICT-based networks, services and applications, while ensuring the use of appropriate technologies to build or extend their information and communication infrastructure and adapt to the rapidly changing telecommunication/ICT environment. This includes the provision of guidelines and tools for the development of policy and regulatory frameworks, financing policies and strategies, development of telecommunication and IP-based networks, promotion of pervasive broadband deployment, digital broadcasting and spectrum management, and the use of reliable and cost-effective ICT applications while enhancing cyber-security. It covers also the promotion of access and use of telecommunications and ICTs for groups that have been marginalized in their access to current mainstream ICT services, including women, youth, indigenous people, persons with disabilities and people living in remote communities. Before joining ITU in 2014, Mr Huseinovic was Director General of the Communications Regulatory Agency of Bosnia and Herzegovina. He holds two Master Degrees and a PhD on “Competition Enlargement through Establishment and Development of Regulatory Authorities of Communication Market”.
