ITU-D Regional Economic and Financial Forum of Telecommunications/ICTs for Africa - Brazzaville, Congo (Republic of the) 18 - 19 February 2014

The International Telecommunication Union (ITU) Regional Economic and Financial Forum of Telecommunication/ ICT for Africa was organized by the Telecommunication Development Bureau (ITU-D), in coordination with the meeting of the Study Group 3 Regional Group for Africa (SG3RG-AFR) organized by the Telecommunication Standardization Bureau (ITU-T).  These events were organized in collaboration with the Agence de Regulation des Postes et des Communications Electroniques (ARPCE)  in Brazzaville, Republic of Congo, from 18 to 21 February 2014.  

The Forum counted with the participation of 59  participants from 23 countries including regional organizations such as ATU, AFRINIC and CEMAC.   The opening ceremony was presided over by Mr Yves CASTANOU, Director General, ARPCE who delivered a welcome address, followed by a statement by Mr Ballo DJIBRILLA representing the African Telecommunications Union (ATU), Mr Saliou TOURE, Chairman of SG3RG-AFR and Ms Carmen PRADO-WAGNER, representing the ITU-BDT.  S.E. M. Thierry MOUNGALLA, Ministre des Poste et des Télécommunications, République du Congo gave the key note speech stressing the importance of the Forum as a platform for countries to learn and share their experiences in the ICT sector and ICT best practices.

The 2014 meeting of the ITU-T SG3RG-AFR followed the Forum from 20 to 21 February 2014. ​

Purpose

 

 

 

 

  The Forum focused, among other interesting subjects, on the impact of the development of Internet and OTT on voice services; submarine cable: organization and operation of a consortium : Agreement for construction and maintenance of a system; IP Interconnection charging; implementation and management of Internet Exchange Points (IXP); NGN regulation and licensing regime in Africa; costing methodologies for determining the prices of International Roaming services; monitoring the implementation of national Broadband plans.
