The Special Training for Europe
on ICT Infrastructure Busines Planning was organized by ITU Regional Forum for
Europe with the support of the Telecommunication Networks and Spectrum
Management Division (TNS), the Regulatory and Market Environment Division (RME)
and the Capacity and Digital Skills Development Division (CDS) of the
Telecommunication Development Bureau.
This
initiative was organized within the framework of the ITU Regional Initiative for
Europe on Broadband Infrastructure, broadcasting and spectrum management
adopted by the ITU World Telecommunication Development Conference 2017
(WTDC-17) that aims at facilitating high-speed connectivity with resilient and
synergistic infrastructure development, deployment and sharing.
The Training on ICT Infrastructure Business Planning offered regulators, policymakers, and stakeholders a practical approach for the
accurate economic evaluation of broadband infrastructure installation and
deployment plans in urban and rural areas, thereby contributing to social and
economic development and accelerating the achievement of Sustainable
Development Goals (SDGs).
The expert guidance offered in this course is based on the ITU ICT Infrastructure Business Planning Toolkit and has
the aim at facilitating the development of a credible and coherent business
plans adaptable to a wide range of broadband infrastructure deployment
projects. The main objective of this hands-on training was to build knowledge
and skills of participants on the principles of business planning and
practicing it, in the context of supporting policy and regulatory
decision-making on infrastructure development. It discussed on the main
aspects related to the theme, such as: estimation of demand, expected revenues
and operational costs, definition of parameters related to investments and
definitions related to the Weighted Average Cost of Capital (WACC). There was also a specific section aimed at identifying public mechanisms for financing
ICT infrastructure projects.
The course was targeted at professionals/experts from National
Regulatory Authorities and Government from Europe region and was
free of charge.
