The International Telecommunication Union, in collaboration with the SADC Secretariat and in partnership with the Government of Malawi, organized the ITU-SADC Workshop on the SADC NETP Model Implementation and EW4ALL Awareness from 9 - 11 October 2024 in
Bingu International Conference Centre (BICC), Lilongwe, Malawi.
The workshop aims to raise awareness and build the capacity of Member States as they transpose and operationalize the SADC Model NETP. It also provided Member States with a regional platform to assess their readiness in operationalizing and implementing the SADC Model NETP and preparing for a harmonized Early Warning System (EWS) approach in line with Common Alerting Protocol (CAP).
The workshop was successfully concluded on 11 October 2024, resulting in key conclusions and actionable recommendations. These outcomes will guide the next steps and provide valuable insights for future initiatives. Some of the conclusion points are;
- The SADC Delegates commended the SADC Secretariat and the ITU for having facilitated the SADC NETP Implementation and EW4All Awareness Workshop;
- The Republic of Malawi was commended for hosting the SADC Model NETP Implementation and EW4All Awareness Workshop;
- The workshop benefited from the participation of twelve (12) SADC Member States (Botswana, Mozambique, Seychelles and South Africa did not participate);
- Member States were commended for commencing a dialogue and engagement of all relevant Emergency Telecommunications stakeholders for the development of their NETP;
- GGPEN of Angola was commended for the draft proposal for satellite solution for Emergency Telecommunications in the C-band and Ku-band using ANGOSAT-2 satellite bandwidth for social good and to continue improving with permanent packages and free emergency satcoms proposal as future generations of ANGOSAT may have the capability of smaller terminals;.
Mode of delivery
The workshop conducted in a hybrid format, combining both in-person and virtual participation. It was held in Lilongwe, Malawi, from 9 to 11 October 2024, with programming scheduled from 09:00 to 17:30 hours (UTC+2).
Target Audience
The SADC Model NETP Implementation and EW4ALL Awareness Workshop is intended for officials from government ministries, national regulatory authorities (NRAs), SADC ICT implementing agencies, disaster risk management (DRM) agencies, and all relevant stakeholders involved in national emergency telecommunications planning.
Working Language
The workshop were conducted in the three official SADC languages: English, French, and Portuguese.
Key Objectives
Key objectives of the workshop include the following:
