Mr. Ali Abdullah Al-Shayeaб  joined Saudi National Cybersecurity Authority in Jan 2021 as a
Cybersecurity consultant. Prior to his current position, he was the Head of Information Security
and Operational Risk at The Saudi Investment Bank (SAIB), where he worked for 6 years. Before that, he was Deputy Risk Management Head and Information Security Manager in Tadawul (Saudi Stock Exchange), where he works for 13 years. He also worked with Saudi central bank (SAMA) and Saudi British bank (SABB) as well. Mr. Ali is a seasoned Cybersecurity, GRC, and Enterprise Risk Management professional; he holds Bachelor degree in Computer and information Sciences from King Saud University. He is also completed his Master of Business Administration (MBA) from King Saud University with excellent grade, and has attended various executive management courses at the London Business School, INSEAD, Dale Carnegie, and Franklin Covey.


​Dr. Abdulrazaq Al-Morjan, Executive Director of Center of Excellence in Cybercrimes and Digital Forensics, Naif Arab University for Security Sciences is well regarded Digital Forensics Expert, academician with accomplished experience in Saudi Arabian educational sector well known for Digital investigations and security systems. Al-Morjan was selected to be a member of advisory board for Crime Research Centre (CRC) at Ministry of Interior (MOI) Saudi Arabia to develop and review CRC new strategy to reduce the crimes around Saudi Arabia. Al-Morjan is trusted advisor to government entities to assist in development and implementation of projects, policies that are of the organization vision and interests. 
Al-Morjan is Founder of Security Systems and Technology Department at King Abdullah University of Science and Technology. 
Al-Morjan is advisor to NAUSS President, driving force behind NAUSS’s successful establishment of Centre of Excellence in Cybercrimes and Digital Forensics (CoECDF) in 2019 with four core labs for Digital Forensics and leading in front to strengthen Digital forensics skills and capacities for Arab security experts and professionals.  
Al-Morjan has developed many initiatives for CoECDF established international relations in engaging NAUSS, CoECDF to be part of INTERPOL Global Academy Network a network of trusted law enforcement education institutions supporting police learning. Fostering cooperation with international agencies such as ITU, INTERPOL, EUROPOL, UNODC, UNCCT, ICANN and IAP alongside with industry, Academia to strengthen and develop capacity building, best practices and frameworks, specialized trainings, research, white papers and outreach activities in Digital Forensics and Cybersecurity to support the university strategic goals.  

Mr. Adel Mohamed Darwish, who has been recently appointed as the Director, Regional Office of the International Telecommunications Union (ITU) for the Arab States, brings on-board a strong experience in the field of international activities. Mr. Darwish has more than 20 years of experience in the field or telecommunication spanning incumbent operator, start-ups operator, and regulator. In his different roles, Mr. Darwish has been involved with international relations. Not only in the ITU, but also in other international organizations including ICANN, GSMA, the GCC Council, the League of Arab States, Arab Regulatory Network (AREGNET), and SAMENA Council. Mr. Darwish has held several leadership positions in major conferences at the ITU and outside. He has been known at the GCC level for his leadership of the GCC Council Roaming Working Group during the period from 2009 to 2020 for which the group achieved a major reduction in roaming rates in the region since 2016. Mr Darwish was also active in international bilateral projects and negotiations both within the Arab region and outside. Mr. Darwish, with the experience from both private and public sectors, endeavours to strengthen regional ICT evolution as well as further enhance the role of the ITU at the Arab regional level as well as in coordination with other regions globally. He aims to achieve the vision of an information society, empowered by the interconnected world, where telecommunication/ information and communication technologies enable and accelerate social, economic, and environmentally sustainable growth and development for everyone.

Mr. Ahmed ElRaghy is the Senior Advisor in the ITU Regional Office for the Arab States starting June 2021. He is responsible for managing the full life cycle of assigned regional initiatives and the operational plan in the Arab Region with the aim to strengthen ITU's role and position within the UN Sustainable Development Group. 
Prior to that he held the position of the International Policy Executive Director at the National Telecom Regulatory Authority (NTRA) of Egypt. He was responsible for carrying out strategic and action plans for the development of NTRA international strategy, policies, and regulations that would support Egypt's telecommunication/ICT objectives, as well as increase foreign investment opportunities in the Egyptian telecom sector. ElRaghy possesses over 19 years of experience in ICT regulation and policies in fields of services licensing, broadband development, integrated future technologies, innovation, and entrepreneurship areas. He has a proven track record in planning, implementing, and following up on international/regional strategies. He was also the key responsible person on Egypt successful hosting of the ITU World Radio Conference - WRC19 - and ITU Global Symposium of Regulators - GSR16 . ElRaghy has represented the Egyptian administration during his tenure of International Policy Executive Director, in several international conferences including the ITU Plenipotentiary Conferences, ITU Council, GSMA MWC, World Telecommunication Standardization Assembly WTSA, World Telecommunication Development Conference WTDC, TSAG, Arab Regulators Network (AREGNET), the Euro-Mediterranean Regulators Group (EMERG), Arab Standardization Team and others. In 2011 El Raghy was designated as representative of the Arab states under the umbrella of the League of Arab States (LAS) for the World Conference on International Telecommunications (WCIT) 2012. Moreover, he was nominated as Chairman for the Arab Standardization Team ASTEAM 2013-2017; Vice-President to ITU-T Study  Group  “Future Networks” _2012-2021; and Vice Chairman of the ITU Expert Group of the International Telecommunication Regulation 2018-2021.

Mr. Bruno Ramos is the International Telecommunications Union Regional Director for the Americas region of the International Telecommunications Union (ITU), the United Nations specialized agency for information and communication technologies – ICTs.
Since 2013, Mr. Ramos has led the ITU Americas Regional Office, based in Brasilia, Brazil, and the ITU Area Offices in Barbados, Chile and Honduras. He is responsible for maintaining and developing relationships with high-level representatives of ITU Member States and of telecommunications and ICT related regional and international organizations, in order to adopt initiatives and projects related to the development of ICTs in the region. As ITU’s highest ranked representative in the Americas, Mr. Ramos is responsible for establishing partnerships to advance ITU’s mandate and speaks on behalf of the specialized UN agency to promote its work toward meaningful connectivity and connecting the yet unconnected in the region. 
As the coordinator of regional telecommunication development efforts, Mr. Ramos is currently involved in the regional preparation of the Americas for the World Telecommunications Development Conference (WTDC) 2021, which will take place in Addis Ababa, Ethiopia.
Before the ITU, Mr. Ramos’ career had been focused on the telecommunications sector and a variety of ICT related issues in Brazil. He worked for TELESP and TELEBRÁS (public sector telecom companies) for 15 years and was then appointment the senior position of Superintendent for Data, Mobile and Satellite Communication at the Brazilian National Telecommunications Agency (ANATEL), where he worked for over 16 years.
He graduated in Electronic Engineering from the Escola Politécnica da Universidade de São Paulo (USP) and holds two Master's degrees, one in telecommunication regulation and the other in Electronic Engineering, from the Universidade de Brasilia (UnB).

Mr. César Moliné Rodríguez is a lawyer specialized in business law and new technologies with more than 20 years of experience in the areas of electronic commerce and digital signatures, privacy and cybersecurity. Among his functions he has served as Director of Cybersecurity, Electronic Commerce and Digital Signature of the Dominican Institute of Telecommunications (INDOTEL). He works as Coordinator of the Working Groups of the Global Cyber Expertise Forum (GFCE), and is also the representative of the Dominican Republic in the Committee of the Convention on Cybercrime of the Council of Europe.



Dr. Haitham Hilal Al Hajri is an Executive-Cyber Security Specialist atOman National CERT, within the Cyber Security Projects Division. Haitham fundamentaleducation orbitedaround Information and Cyber Security Domain, with emphasison e-crime preventionand threat management. Frombachelors in computer security,mastersof digital forensics to aP.h.D in Cyber Security Management,  along  with  acluster  of  professional  and  specialized  certifications within the IT Security Industry. Haitham been involved in planning, implementation and  execution  of  a  variety  of  IT  &  CyberSecurity  projectsand strategies,to strengthen the  capabilitiesthatenable theorganizationultimatelyachieve their objectiveswith emphasisof Governance,  Risk  and  Compliance  (GRC),to  addressuncertainties   and posing security   risks.   Correspondingly,   enhancing human cybersecuritycapacity,and  promoting  of  security culturewithin  thecritical  and publicsectors.Haithamis  an  active  contributor withininformationSecurityresearch   communities,and startuptech companies,along with   speaking, consulting and  conductingvariouscyber securityresearchesand  enabling  the upcoming researchers.


​​Mr. Jose Callero is the Director of the National Computer Emergency Response Team (CERTuy) and the Deputy Director of Information Security at AGESIC. Mr Callero is Systems engineer of the ORT University of Uruguay, Certified Information Systems Security Professional (CISSP) (ISC), certified Project Management Professional (PMP) and studying a master’s in computer security of the University of La Rioja Spain. Mr Callero has been responsible for the design and creation of the National Cybersecurity Operations Center, he has participated in the development of the national cybersecurity strategy, and count with more than 5 years of experience coordinating highly specialized cybersecurity teams. Mr Callero has more than 20 years leading IT and development projects. Mr Callero has more than 20 years leading IT and development projects.

Mrs. Katherina Canales, recognized as an outstanding woman in Cybersecurity in Chile, and Top Women in Cybersecurity in Latin America, Katherina holds the position of CSIRT Operational Director of the Undersecretariat of the Interior in the Government of Chile. Among its different missions are the direction of the continuous operation of the incident responses for the governmental entities and for the associated organizations, promoting and executing defined standards, as well as leading and implementing cybersecurity awareness programs. Mrs. Canales has been cybersecurity focal point for international entities and for other CERTs around the world.


Mr. Mohammed Ahmad Bushlaibi, having to evolve from a Information Security Penetration Tester in the United Arab Emirates Computer Emergency Response team in Telecommunication Regulatory Authority, 2015. Mohammad Bushlaibi, an experienced Senior Information Security Engineer holds a history of working in the telecommunications industry combining his hands-on skills of  security  testing  and  expertise  in  knowledge  transfer  into  his  Security  Awareness sessions. His roles include having to execute Security testing in Web Application and Network Devices by (Penetration testing & Vulnerability Assessment),  conduct  more  than  100+  Security  Awareness  Sessions across the UAE as well as representing the entity in multipleTV interviews with an aim to raise Information Security Awareness to government entities. Being  skilled  in  hands-on  Security  testing,  presenting  Security  Awareness  Sessions  and  Public  Speaking.  In  2018,  Mohammad  Bushlaibi  scored  a  Radio Show in Sharjah Media Corporations hosting a program called where it focuses on the latest trends in technology by exploring new threats in technology and how it affects our daily lives.​

​Mr. Pablo Palacios is Telecommunications Engineer of the Escuela Politecnica Nacional, Quito-Ecuador and MBA in International Management of the Hochschule für Wirtschaft und Umwelt (HfWU), Nürtingen-Geislingen, Germany.
Pablo has about 20-year experience national and international in telecommunications. He worked for six years in several telecommunications companies in Ecuador. Since 2010, Pablo joined the International Telecommunications Union.
Pablo worked three years in Geneva supporting the work of the Study Groups of ITU-T and their meetings. From 2013, Pablo is part of the ITU Team for the Region of America as Programme Officer located in Chile. Pablo is the focal point for the Cybersecurity, Child Online Protection (COP), International Internet Access (IXP), and Emerging Technologies for the America Region.

Mrs. Vanessa Copetti Cravo, civil servant working full time for the Brazilian National Telecommunication Agency (Anatel) since 2005, with a legal background (J.D. and LL.M.) serving as one of Anatel’s focal points for cybersecurity. Member of the Anatel Cybersecurity Technical Group. Brazilian delegate to several International Telecommunication Union (ITU) meetings and conferences (including the past three World Telecommunication Development Conferences and the last Plenipotentiary Conference), as well to the Organisation for Economic Co-operation and Development (OCDE) meetings and Forums, following cybersecurity related-issues. Ph.D. Candidate at the International Strategic Studies Program at the Federal University of Rio Grande do Sul.
