استجابة لقرار الجمعية العامة للأمم المتحدة رقم 1721 (XVI) لعام 1961 الذي يطلب من الاتحاد الدولي للاتصالات تقديم تقرير عن جوانب الاتصالات الفضائية التي تتطلب تعاوناً دولياً، أصدر الاتحاد تقريره الأول عن الاتصالات واستخدام الفضاء الخارجي في الأغراض السلمية في عام 1962. وقُدم هذا التقرير الأول إلى الجمعية العامة للأمم المتحدة والمجلس الاقتصادي والاجتماعي (ECOSOC). وقُدِمت التقارير اللاحقة إلى لجنة الأمم المتحدة لاستخدام الفضاء الخارجي للأغراض السلمية، وهي لجنة مخصصة تأسست في عام 1959 لتعمل بمثابة نقطة اتصال للتعاون الدولي في استكشاف واستخدام الفضاء الخارجي للأغراض السلمية.
ونُشر التقرير سنوياً بين عامي 1962 و1996. ولخص كل تقرير الأنشطة الرئيسية للاتحاد الدولي للاتصالات في مجال الفضاء الخارجي منذ التقرير السابق. وبالإضافة إلى ذلك، أُدرجت في ملحق المعلومات التي قدمتها الدول الأعضاء في الاتحاد بشأن التقدم الذي أحرزته في تنمية الاتصالات الفضائية.
