Summary: Smart city platform is a city platform that offers direct integration of city platforms and systems, or through open interfaces between city platforms and third parties, in order to offer urban operation and services supporting the functioning of city services, as well as efficiency, performance, security and scalability [ITU-T Y.4201]. Integrating AI into smart cities enhances urban management efficiency, improves decision-making through data analysis, and optimizes resource allocation. It also personalizes public services, boosts public safety, and strengthens emergency response capabilities. Extension smart city platform with AI support can lead to more sustainable, efficient, and responsive urban environments. The current SCP framework falls short in meeting the new requirements of smart city services, as it lacks the capability to efficiently and dynamically maintain and analyze extensive knowledge bases, support intelligent allocation of city resources and integrate sophisticated tools for real-time decision support. With the continuous evolution and integration of IoT and AI technology, it is necessary to improve the framework of SCP in Y.4201 to extend support with AI. This draft Recommendation introduces the revision of smart city platform (SCP) framework and high-level requirements with AI support, including enhance the task decomposition function, model orchestration function, tool management function, knowledge base function, etc., in order to support accurately and effectively processing of vast amounts of urban operational data, and actively managing and responding to smart city ecosystem needs.
