Summary:

The technical report is intended to establish guidelines and reporting standards for third-party OTT applications for partnering with telecommunications services regulators internationally. The growing importance of third-party OTT services in the telecommunications markets, requires regulators to avoid being underinformed and underequipped to monitor and provide regulatory oversight of the markets under its remit and protect stakeholders in said markets. Therefore, it may be necessary for OTT third-party providers to partner in the data gathering work of telecommunications regulators to facilitate and promote the efficient operation of the evolving industry. Through the development of international standards of reporting for third-party OTT providers, SG3 may be able to close information and data gaps by regulators internationally, improve evidence-based decision making, reduce information asymmetry, and advance the development of the global information society.

Purpose and scope: To explore the possibility of harmonized Reporting Standards for OTT Applications internationally and attain consensus on the format, definitions and data templates that may be effective for reporting on modal OTT services internationally and domestically.
